HomeMy WebLinkAboutResolution 6201 . . . ~ RESOLUTION NO. 6201 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVE THE PLANS AND SPECIFICATIONS, AUTHORIZE TO ADVERTISE FOR BIDS, SET A BID DATE OF APRIL 22, 2004, APPROVE AND AUTHORIZE THE EXECUTION OF A JOINT POWERS AGREEMENT WITH THE CITY OF SPRING LAKE PARK, AND AUTHORIZE THE ACQUISITION OF EASEMENTS, IF NECESSARY, FOR THE 2003 STREET IMPROVEMENT PROJECT WHEREAS, On October 13, 2003, the City Council approved Resolution No. 6109 authorizing the preparation of plans and specifications for this project; and WHEREAS, plans and specifications that meet the City of Mounds View standards have been prepared and are consistent with the preliminary report and direction given by Council; and WHEREAS, as per state statute, with an estimated contract amount in excess of $100,000, publication must be made at least three weeks before the last day to submit bids; and WHEREAS, an April 22, 2004, 10:00 a.m. bid date will provide ample time to provide the required notification to contractors as per state statute; and WHEREAS, there is a portion of Hillview Road from Pleasant View Drive to Spring Lake Road where both the City of Mounds View and the City of Spring Lake Park share jurisdiction; and WHEREAS, the upgrading of the parking lot at the Lakeside Lions Park may be included in the project as a bids alternate; and WHEREAS, a joint powers agreement with the City of Spring Lake Park will be necessary for the installation of both the roadway segment along Hillview Road and the parking lot at the Lakeside Lions Park; and WHEREAS, the current plans indicate that there is no need for either temporary or permanent easements; however, they may be necessary with a project of this nature. . . . NOW, THEREFORE, BE IT RESOLVED by the Mounds View City Council of the City of, Ramsey County, Minnesota as follows: 1. The plans and specifications for the 2003 Street Improvement Project which were prepared pursuant to Resolution No. 6109 adopted by the City Council on October 13, 2003 are hereby approved as the plans and specifications in accordance with which said improvements shall be constructed. 2. That a date to receive bids for said improvements is hereby established as April 22, 2004 at 10:00 a.m. 3. That Staff is hereby directed to cause to be published in the New Brighton Bulletin and in the Construction Bulletin, at least three weeks before the last day to submit bids, a notice to bidders for the implementation of said project as required by law. 4. That the joint powers agreement with the City of Spring Lake Park is hereby approved and that the Mayor and City Administrator are hereby authorized to execute said agreement. 5. The preparation and acquisition of temporary construction easements and permanent easements and agreements, including necessary appraisals and legal descriptions, are hereby authorized.
