RESOLUTION NO. 6227 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING AN AMENDMENT TO THE MOUNDS VIE\V BUSINESS PARK EAST pun TO ADD "RELIGIOUS INSTITUTION" AS AN ALLO\VED USE ON LOT 1, BLOCK 1, MOUNDS VIEW BUSINESS PARK EAST 21\D ADDITION; MOUNDS VIEW PLANNING CASE PA2004-001 WHEREAS. Bethlehem Baptist Church has applied for a planned unit development (PUD) amendment to add "religious institution" as a permitted use on land locatcd west and north of Program Avenue. south of Wood ale Drive and east of Highway 10: and. WHEREAS. the subject parcel is legally described as follows: Lot I, Block I, Alounds Vieu' Business Park 2nd Addition Ramsey County. State (~(.Afil1nesota \VHEREAS. the Mounds View City Council approved the Mounds View Business Park East Plmmed Unit Development (PUD) on October 24, 1994; and, WHEREAS. the lot located at 5145 Program Avenue was approved by the Council for a office/industriall11ex use: and, WHEREAS, the City Council has reviewed this request and has exanlincd the potential adverse effects that could result from such an amendment; and. WHEREAS, the Mounds View City Council has reviewed the following documents regarding this proposal: 1 . Zoning Map 2. Planning Application 3. Site Plan and Proposed BBe Buildout 4. BBC Memo and Resolution adopted by Church of Elders 5. Planning Commission Resolution 753-04 6. Staff Report NOW, THEREFORE, BE IT RESOLVED, the Mounds View City Council hereby makes the following finding of fact related to the requested planned unit development amendment: . . . Resolution 6227 Page 2 1. Religious institutions offer and provide many tangible and intangible services to communities. 2. The proposed use vvould satisfy all zoning and parking requirements if the requirements were the sanle or similar to what is required in a residential district. 3. The proposed use would not appear to cause any adverse impacts to surrowlding uses or the neighborhood. 4. The Plmming Commission has recommended approval ofthe PUD amendment. NOW, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View City Council, based upon the above findings offact, public testimony its review of the documentation presented, does hereby approve the requested planned unit development amendment for Building N in Mounds View Business Park.
