CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZING PROFESSIONAL ENGINEERING DESIGN AND PREPARATION OF
BIDDING DOCUMENTS FOR SILVER VIEW PARK TRAIL REHABILITATION
WHEREAS, the trails in Silver View Park were originally constructed as wood chip
paths in the early 1980's, then paved with asphalt in 1993, and the existing condition of the
pavement is poor and stormwater runoff drains across many areas of the trails; and
WHEREAS, geotechnical and pavement evaluation was performed in 2014 by
American Engineering Testing (AET) for the Silver View Park trail and found many areas
with buried organics and wood chips below the paved trail, and a pavement design was
recommended by AET; and
WHEREAS, Engineering staff and the Parks and Recreation and Forestry
Commission both recommend rehabilitating the trail at Silver View Park and addressing the
drainage and other issues; and
WHEREAS, monies have been budgeted in 2015 under the Special Projects Fund
(480-4180-7050) for the trail rehabilitation; and
WHEREAS, fee proposals were received from two qualified consulting firms ranging
from $58,020 to $59,300 to perform professional engineering services for the project, and
engineering staff recommends Bolton & Menk, Inc. to be selected for performing said
services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. Bolton & Menk, Inc. is authorized to perform engineering design services and prepare
bidding documents for Silver View Park Trail Rehabilitation Project (City Project No.
2014-006). Compensation will be on an hourly basis plus reimbursable expenses with
an estimated maximum fee of$31,772.
2. The Director of Public Works is authorized and directed, for and on behalf of the City, to
execute and enter into a professional services agreement with Bolton & Menk, Inc. for
professional engineering services required for the project.
