CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING STAFF TO ENTER INTO A PURCHASE
AGREEMENT TO ACCQUIRE THE COMMERCIAL PROPERTY AT 2525 ON
COUNTY HIGHWAY 10 IN MOUNDS VIEW
WHEREAS, the parcel located at 2525 County Highway 10, improved with
the Gas & Wash fuel station and convenience store, has recently become
available on the market; and,
WHEREAS, the one acre parcel is located at the intersection of county
Road 10 and Long Lake Road and is zoned B-3, Highway Business Commercial;
and,
WHEREAS, the City currently owns approximately 15.5 acres of land
adjacent to 2525 County Highway 10 and has improved upon said land its City
Hall, public works shop, water tower, water treatment facility, and other facilities;
and,
WHEREAS, the proposed use of the subject property would be to facilitate
the redevelopment of this visible corner lot; and,
WHEREAS, on April 26, 2004 the Mounds View EDA authorized
preparation of an appraisal of the site which has a market value of $606,900
according to the Ramsey County Assessor's Office; and,
WHEREAS, on May 19, 2004, the Mounds View Planning Commission
found the proposed redevelopment to be consistent with the City's
comprehensive plan, and recommended to the City Council the acquisition of
2525 County Highway 10; and,
WHEREAS, consistent with the authority to acquire, develop and
redevelop real property within the City provided to the City and the EDA by
Mounds View City Charter Sections 1.02 (Powers of the City),1.03 (Charter a
Public Act), 9.01 (Acquisition of Property) and 12.05 (Sale of Real Property),
Minnesota Statutes Chapter 410 (Charters) and Minnesota Statutes Sections
469.090 through 469.123 (Economic Development Authorities) (in particular,
Minnesota Statutes Section 469.101, subdivisions 2, 5, 9, 10 17, and 18), the
City has determined that it is in the public interest and find that a public purpose
