RESOLUTION NO. 6269
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVE PRELIMINARY FEASIBILITY REPORT, WAIVE PUBLIC
IMPROVEMENT HEARING, ORDER PROJECT, AND AUTHORIZE
PREPARATION OF PLANS AND SPECIFICATIONS FOR HIDDEN HOLLOW
STREET AND UTILITY IMPROVEMENT PROJECT
WHEREAS, the developer and the property owner have petitioned the
City to construct the Hidden Hollow Street and Utility Improvement Project; and
WHEREAS, time being of the essence, the petitioners have requested
that the public improvement hearing requirement be waived pursuant to
Minnesota Statutes, Chapter 429.031, Subdivision 3 and that the project be
advanced in the most expeditious manner possible; and
WHEREAS, on April 12, 2004, the City Council adopted Resolution No.
6223 authorizing the preparation of a preliminary report for said improvements;
and
WHEREAS, the preliminary report has been prepared and does find the
construction of said improvements to be necessary, cost effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The preliminary report, which was prepared pursuant to Resolution
623 for the Hidden Hollow Street and Utility Improvement Project,
finds the improvements to be necessary, cost effective and feasible
and is hereby approved.
2. Said improvements are hereby ordered and shall hereafter be
known and referred to as the Hidden Hollow Street and Utility
Improvement Project. Said ordering of the improvements shall be
valid for a period of eighteen (18) months from the date of adoption
of this resolution.
3.
It is hereby ordered that the Hidden Hollow Street and Utility
Improvement Project shall be made without a public hearing, being
that the owner and the developer requested that the City waive the
public improvement hearing under Minnesota Statutes, Chapter
429, Subdivision 3.

That the preparation of the construction plans and specifications for
the Hidden Hollow Street and Utility Improvement Project is hereby
authorized.
5. Approval of the report, ordering of the project, waiving of the public
improvement hearing, and authorization to prepare plans and
specification for the Hidden Hollow Street and Utility Improvement
Project will be contingent upon Pro Craft Development, LLC
submitting to the City the following: and executed petition of public
improvements, the execution of an approved Developer's
Agreement with the City, and all the necessary financial security as
set forth by the Petition for Public Improvements and Developer's
Agreement documents.
Adopted this 24th day of May, 2004.
