CALL TO ORDER Chair Torri Johnson called the meeting to order at 7:35am. 2. APPROVAL OF DECEMBER 16, 2011 AGENDA Motion/Second: Commissioner Larson moved and Commissioner Belting seconded the approval of the December 16, 2011 EDC agenda. Motion Carried: 5 Ayes, 0 Nays 4. APPROVAL OF NOVEMBER 18, 2011 EDC MINUTES Motion/Second: Commissioner Helgemoe moved and Commissioner Meehlhause seconded the approval of the November 18, 2011 minutes. Motion Carried: 5 Ayes, 0 Nays 5. EDC BUSINESS A. Review Potential Acquisition of 2832 County Road 10 Economic Development Specialist Steinmetz provided the EDC with background information about the"PAK"building and how the property has been included in a redevelopment area since at least 2002, when URS created the City's most recent County Road 10 Redevelopment and Revitalization Plan. Ms. Steinmetz asked the EDC to discuss what they envision for the site. • The EDC discussed that the property is worth land value only assuming the EDA would demolish the building if the EDA acquired the property. Draft EDC Minutes Dec.16,2011 Page 2 of 3 • Commissioner Meehlhause said that the two areas along County Road 10 that he would like to see redeveloped are 1) County Rd H2 to Woodale and 2) the"PAK"building area,which includes the former Simon's building and the EDA-owned residential lot. He said that the EDC should recommend a vision for the PAK building area in conjunction with purchasing the PAK property. He reiterated that the EDA should use the $700,000 in available TIF, rather than returning it to Ramsey County. Commissioner Meehlhause continued by stating that his vision for the area is a medical clinic or a restaurant such as a Davannis. Commissioner Belting mentioned that it will take time to create a vision for the area, so the EDC first needs to decide if acquiring the PAK property is important. City Administrator Ericson added that one could argue that removing the PAK building would be an improvement to the County Road 10 corridor and that a vacant parcel in its place could improve surrounding property values. Chair Johnson said that a redevelopment of the area should 1) compliment CVS Pharmacy and the other nearby businesses and 2) not completely disturb nearby traffic patterns. Motion/Second: Commissioner Meehlhause moved and Commissioner Larson seconded a recommendation to the EDA that the EDA purchase the PAK property for the purpose of future redevelopment. Motion Carried: 5 Ayes, 0 Nays • B. Discuss Possible Demolition Assistance for 8379 Red Oak Drive Ms. Steinmetz provided the EDC with background information about 8379 Red Oak Drive, including various code enforcement issues and police activity at the property. She added that a representative of the property owned contacted city staff in November 2011 inquiring about assistance that the city might have available to demolish the home on the property. Motion/Second: Commissioner Belting moved and Commissioner Meehlhause seconded a recommendation to the EDA that the EDA offer the property owner of 8379 Red Oak Drive a 0%deferred Mounds View Demolition Home Loan contingent upon a qualifying application. Motion Carried: 5 Ayes, 0 Nays C. Discuss Possible Change to Regular EDC Meeting Date/Time for 2012 The EDC decided not to change their regular meeting date and time for 2012. 6. REPORTS OF COMMISSIONERS Commissioner Helgemoe mentioned that the Twin Cities North Chamber held their annual holiday luncheon yesterday and that the proceeds from ticket sales were donated to a local food shelf. He said that the Chamber's annual fundraising Gala will be held on Friday, February 10, 2012. Commissioner Meehlhause mentioned that he attended the El Loro ribbon cutting ceremony,which included a luncheon providing many samples of the menu. Greg Belting and Jim Paron will take their oaths of office at the February 17, 2012 EDC meeting. Attached are the Oaths of Office. 5B — Appoint 2012 EDC Chair and Vice Chair Per Section 408.07, Subd. 1 of the City Code, the EDC must appoint a chairperson at their • first regular meeting of each year. The position of chairperson is supposed to rotate among members of the EDC, with no member serving more than two consecutive terms. The chairperson term lasts for one year. The EDC Chair in 2011 was Torn Johnson. She is able to serve another term in 2012. The EDC must also appoint a vice chairperson for a one-year term. The Vice Chair in 2011 was Jennifer Wagner-Harkonen. Recommendation Staff recommends that 2011 Chair Torri Johnson lead the EDC in selecting the 2012 Chair and Vice Chair. The discussion prompted two ideas for 2012, which were to better promote the services offered by the Housing Resource Center and to increase focus on improving the City's most blighted homes. Recommendation Staff recommends that the EDC set its 2012 priorities. After adoption, staff will forward the priorities to the EDA for review. Discussion The EDC approved the following targeted business list in May 2008. A documented list can serve as a business recruitment tool for the City. • Specialty Retail • o Hardware store o Jewelry store o Florist • Big Box Retail o Grocery store • Professional Office/Services o Medical or dental clinic o Optometrist office o Financial institutions o Funeral home • Sit-down Restaurants Recommendation Staff recommends that the EDC review and potentially update its targeted business list, assuming that the EDC's business recruitment goals are to increase the City's tax base with highest and best use development, to create high-wage jobs and to provide residents with goods and services that are not currently available in Mounds View. Staff will forward the EDC's 2012 targeted business list to the EDA. Respectfully submitted, Heidi Steinmetz, Economic Development Specialist Item #: 5E MOUNDS VIEW Meeting Date: Feb. 17, 2012 Type of Business: EDC Administrator Review: City of Mounds View Staff Report To: Economic Development Commission From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Discuss County Road 10 Corridor Improvements Background On November 18, 2011, the EDC reviewed the 2006 Premium Stop Redevelopment Area Study and made plans to discuss how the EDC would recommend using the EDA's approximate $700,000 in available TIF funds for redevelopment purposes. On January 3, 2012, the City Council discussed possible County Road 10 improvements and enhancements and directed city staff to contact Ramsey County to inquire about grant funds available for beautification projects. Staff spoke with Joe Lux, Planning Specialist with Ramsey County Public Works, and he confirmed that there is no funding available from the County for beautification projects along County Rd 10. The City Council also asked that the EDC recommend a list of County Road improvements with associated cost estimates • that could be implemented as early as this summer. Discussion Listed below are several County Road 10 improvements included within the City's Five- Year Financial Plan for 2012-2016 (see attached pages 6&8 of the Five-Year Plan). The funding for the improvements in the Five-Year Plan is separate from the approximate $700,000 in unobligated TIF funds. • Two intersection improvement projects are planned for 2012 (County Rd H, Silver Lake Rd). • Two intersection improvement projects are planned for 2013 (County Rd I, Woodale Dr). • Two trail segments (6 & 11) are planned for 2013. • Gateway features for at total of$886,600 are planned for 2014. • Median enhancements for $350,000 are planned for 2014. There are also two pending senior citizen housing projects to be constructed along County Road 10 (Select Senior Living and Coventry Senior Living). These projects would significantly improve the image of the County Road 10 corridor. The chart on the next page is a list of beautification ideas that city staff brainstormed, along with the funding mechanisms and estimated costs to complete the improvements. The estimated costs are initial investment costs and do not include ongoing maintenance. Below are the definitions of TIF, a TIF District and what TIF can be used for. What is TIF? TIF is the ability to capture and use most of the increased local property tax revenues from new development with a defined geographic area for a defined period of time without approval of the other taxing jurisdictions. What is a TIF District? A TIF District is a defined collection of parcels whose increased value will be captured and used. A TIF District is the location where the • "increment" is collected. What can TIF be used for? TIF must be used towards costs associated with new development on items such as the following: • Land Acquisition • Demolition and Relocation • Site Improvements • Utilities, Streets and Sidewalks • Environmental Cleanup • Parking • Buildings(but only for housing or new Economic Development TIF Districts) Background As shown on the attached map, the City of Mounds View has four TIF Districts (Districts 1, 2, 3 and 5). Districts 1, 2 and 3 will be expiring (or decertifying) in the next few years. Since there are unobligated TIF balances in each of the expiring districts, the EDA may use the unobligated TIF funds for Economic Development purposes. On January 3, 2012, the City Council discussed possible County Road 10 improvements and enhancements and directed city staff to contact Ramsey County to inquire about grant funds available for beautification projects. Staff spoke with Joe Lux, Planning Specialist with Ramsey County Public Works, and he confirmed that there is no funding available from the County for beautification projects along County Rd 10. The City Council also asked that • the EDC recommend a list of County Road improvements with associated cost estimates that could be implemented as early as this summer. On February 17, 2012, the EDC briefly discussed County Rd 10 beautification items but tabled the discussion due to time limitations. Discussion Listed below are several County Road 10 improvements included within the City's Five- Year Financial Plan for 2012-2016 (see attached pages 6 &8 of the Five-Year Plan). There is also a senior citizen housing project that is supposed to break ground next month along County Road 10 (Coventry Senior Living). This project would significantly improve the image of the County Road 10 corridor. Tax Increment Financing (TIF) Presentation by Finance Director Mark Beer Finance Director Mark Beer provided the EDC with a basic presentation on Tax Increment Financing (TIF). He said that TIF is one of many Economic Development tools available to • cities and that cities use TIF by creating different types of TIF Districts. He said each type of district has different rules and year limits. He provided an overview of Mounds View's four TIF Districts. Discuss County Road 10 Corridor Improvements Economic Development Specialist Heidi Steinmetz said that on January 3, 2012, the City Council asked that the EDC recommend a list of County Road improvements with associated cost estimates that could be implemented as early as this summer. On February 17, 2012, the EDC briefly discussed County Rd 10 beautification items but tabled the discussion due to time limitations. Chair Torri Johnson confirmed with Finance Director Mark Beer that the City's amount of unobligated TIF is about$900,000 and that any TIF amounts listed in the City's Five-Year Financial Plan were already removed from the$900,000 figure. Ms. Steinmetz said that all items in the Five-Year Plan related to County Rd 10 improvements are listed on page one of the EDC's staff report for this morning's meeting. The EDC discussed a list of County Rd 10 improvement ideas and prioritized the list in the following manner: 1) Mow(rough cut) medians&Right-of-Way approx.6 times per season and trash cleanup 2) Plant trees along Right-of-Way 3) Property acquisition & demolition 4) Complete remaining trailway segments 5) Highway signs 6) Decorative banners with City logo for existing trailway light posts 7) Entrance monument signs 41110 The following County Rd 10 improvement items were not prioritized by the EDC: • Paint the semaphore structures (stop lights) • Plant hearty shrubs in medians • Upgrade private business signs • Install decorative fencing 6. He added that MnDOT's Kent Barnard will be speaking at the next Mounds View Business Council meeting on April 11th at the Community Center. 7. REPORTS OF STAFF Ms. Steinmetz reported that Mounds View Best Steak House had closed. She announced that Rep.Tom Tillberry will be speaking at the next Mounds View Business Council meeting on March 14th at 7:30am at the Community Center. Mounds View business owner Larry Lucast wants fellow business owners to contact their legislators to discuss the importance of mandating Internet and catalog vendors to charge their customers sales tax. Larry owns Corvette Specialties, located at 2558 County Road 10 in Mounds View. He and his staff hear regularly that customers will purchase items online to avoid paying sales tax. The Federal government has proposed a law that requires big, online companies to charge sales tax, which would level the playing field for small, local retailers. The proposed law actually gives local retailers a small advantage because they would not have to charge sales tax on their out-of-state sales as long as total sales were less than $1 million. One session has been scheduled for September and others are being planned. Below is a brief summary. Why these workshops? ULI Minnesota recognized that it has a wealth of land use and development expertise to help its municipalities attract new development, especially walkable, mixed use development.The question was where to begin.A task force was formed to develop a set of recommendations. The answer: Offer ULI's advice at a time and place of the city's choosing. Start by addressing their questions about changes in the marketplace, how their cities can attract the development they want, and how to develop private sector partnerships to get it done. The hope is that the workshops build on the success of previous initiatives by the ULI Minnesota Regional Council of Mayors and provide a two-way street for the public and private sectors to work collaboratively,to learn from each other,and to build trust.The concept of the workshops has been well received. EDC BUSINESS A. Discuss Creating a Plan to Use the EDA Unobligated TIF Economic Development Specialist Heidi Steinmetz reminded the EDC that they approved this item back in February as their top 2012 priority. Commissioner Meehlhause stated that his number one priority for using the EDA's unobligated TIF would be to redevelop the Premium Stop Redevelopment Area,followed by the PAK building/Simon's property. He added that the last priority should be using the funds towards the City's residential Street Project. • Commissioner Larson stated that his top priority would be to use the funds on demolishing vacant and blighted housing in Mounds View. Draft EDC Minutes April 20,2012 Page 2 of 3 • Commissioner Helgemoe mentioned that the Johnson property/former trailer hitch location should remain on the EDC's list of properties to be redeveloped. He emphasized that business retention should be the EDC and FDA's number one priority. Commissioner Belting said that his top priority would be to use the unobligated TIF funds towards business development. He added that he'd also support improving the City's vacant housing scenario. Commissioner Meehlhause mentioned that the County Road 10 trail way system should be completed. Chair Johnson agreed that unobligated TIF should be used towards completing p 9 9 the trail way system before using it on the residential Street Project. Ms. Steinmetz suggested the idea of using unobligated TIF toward the reconstruction of Mustang Drive and Mustang Circle in the industrial park that is located behind the Skyline Motel. Commissioner Meehlhause concluded that the only way to lessen the property tax burden on residents is to recruit more businesses into Mounds View, so he feels that the unobligated TIF should go towards Economic Development. After much discussion,the EDC summarized their priority list as follows for using the EDA's unobligated TIF: 1) Business Retention a. Mustang Drive & Mustang Circle • b. Infrastructure for Businesses c. Silver View Plaza 2) Promote New Business a. Property Acquisition & Demolition 3) Vacant Housing 4) Complete County Road 10 Trail Way Segments Commissioners Belting and Helgemoe stated their support for using a portion of unobligated TIF towards the reconstruction of Mustang Drive and Mustang Circle due to the EDC's business retention priority. 6. REPORTS OF COMMISSIONERS Commissioner Meehlhause reported that a construction management company is planning to purchase the Thrifty Car Rental building. Commissioner Paron mentioned that Linders is now open. Chair Johnson added that there is a fundraising event for several Irondale booster clubs at New Brighton Saxon Ford on Saturday, May 19th. If potential customers test drive a vehicle and complete a survey, $20 is donated to the Irondale booster club of the customer's choice. • Chair Johnson also asked about recent copper thefts at vacant Mounds View commercial properties. Ms. Steinmetz confirmed several reports. Recap of April 11th Mounds View Business Council Meeting MnDOT staff attended the April 11th meeting to discuss the two bridges to be demolished in Mounds View in June. B. TCAAP Development Update Ramsey County has not decided if they will sign a purchase agreement for the property without a stadium development. There is a site tour and presentation in Arden Hills on April 25th. C. Mounds View Business News The registration headquarters for the MN Street Rod Association's annual"Back to the 50s" car show is at The Mermaid this year. If businesses want to offer a coupon in a coupon book sponsored by the EDA, contact Ms. Steinmetz. The MN Institute of Public Health's new name is Invitation Health Institute. Thursday, June 14th ULI "Navigating the New Normal"Workshop Elected and appointed officials are invited to this two-hour workshop to discuss land use and Economic Development. The Mounds View Public Works Department has begun the process of selecting an engineering consultant to assist in the pavement and stormwater improvements. City staff is forecasting a groundbreaking in late August. 7B —TCAAP Development Update On June 19, 2012, the Ramsey County Board voted to proceed with negotiations to acquire TCAAP. On June 25, 2012, the Arden Hills City Council approved a resolution in support of the purchase. Most likely, there will be a joint powers agreement between the County and the City of Arden Hills to define the roles and responsibilities of each party if the County purchases the property. The task force met on February 29, March 21 and again on April 11, 2012, in conjunction with the Mounds View Business Council. The task force discussed its purpose, desired outcomes, anticipated duration and reviewed corridor background information and previous work efforts. After considering some guidelines for what the name should be or represent, numerous suggestions were made and subsequently, the task force voted for the name Northtown Boulevard. Motion Carried: 5 Ayes, 0 Nays 5. EDC BUSINESS A. Discuss the Use of TIF for Mustang Drive Improvements Economic Development Specialist Steinmetz provided a summary of her staff report. Commissioner Belting mentioned that during the EDC's tour of Bauer Welding back in July 2011, the company had mentioned that Mustang Drive was an issue for them. Commissioner Belting added that the road is dilapidated to say the least. He asked if city staff has an idea of the amount of TIF(a portion of the project cost)that might be needed to assist with this project. Ms. Steinmetz answered that city staff does not have those figures yet. Draft EDC Minutes July 20,2012 Page 2 of 3 411 Chair Johnson noted that the City's Street and Utility Improvement Program does not include this area. Commissioner Meehlhause asked city staff what the ballpark cost would be for this project. City staff answered that they do not know the total project cost, yet land acquisition for the creation of stormwater facilities could significantly increase the project cost. Commissioner Meehlhause said he would support using some TIF towards the project but not all of it. Commissioner Larson agreed. Ms. Steinmetz noted that city staff would provide the EDC with detailed project costs at a later date. Motion/Second: Chair Johnson moved and Commissioner Meehlhause seconded a recommendation to the City Council that it consider using a portion of the FDA's unobligated TIF fund balance to assist in the cost to reconstruct Mustang Drive and Mustang Circle. Motion Carried: 5 Ayes, 0 Nays B. Discuss Vision for County Road 10 Ms. Steinmetz reminded the EDC that the City Council discussed this item at the July 2, 2012, Work Session. She said the City Council asked the EDC to focus on two main issues: County Road 10 and vacant/blighted housing. Ms. Steinmetz mentioned that the • vacant/blighted housing issue will be on the EDC's next agenda. Ms. Steinmetz stated that the City Council has asked the EDC to create a short term and a long term vision for County Road 10. Chair Johnson said that she doesn't feel that it's the EDC's role to create a vision for the city. She added that the EDC could continue to make recommendations as they have done in the past. She said the EDC has provided the Council with plans and priorities,the EDC has participated in studies and workshops and the EDC has visited with businesses. She said the EDC could provide the Council with overall templates and input. She reiterated that it's the City Council role to develop a vision of their short and long term goals for County Road 10. She does not agree with hiring a visioning consultant because it would not be the best use of city funds. Commissioner Belting agreed with Chair Johnson. He said that renaming County Road 10 would be a big improvement. He added that a total reconstruction of County Road 10 would be somewhat out of the City's control because Ramsey County owns the roadway. Commissioner Meehlhause agreed that it's the City Council's responsibility, with the assistance of staff, to create a vision for County Road 10. Commissioner Larson said the businesses and residents should be consulted for what they would like to see along County Road 10. He added that the city should focus on redevelopment around the two intersections on County Road 10(County Road H and Silver Lake Road) that will be reconstructed in the next few years. O Draft EDC Minutes July 20,2012 Page 3 of 3 4110 Chair Johnson provided the EDC with the following draft vision for County Road 10: "County Road 10/Northtown Boulevard is a divided county road with trails that provides the ability to safely move around through the city. As the main corridor for the City of Mounds View, it contains an eclectic mix of businesses and housing that serves the residents and attracts businesses and guests to our community.This mix may include restaurants,senior housing, small retail, medium retail, services, parks, trails, government services and a library." Commissioner Helgemoe arrived at this time (8:05am). Commissioner Belting suggested that the EDC review the 2002 County Road 10 redevelopment plan to see if there are any ideas in that plan that could still be implemented today. Commissioner Meehlhause added that the EDC should also review the 2006 Premium Stop area study. The EDC decided that they would review the two latest studies for County Road 10 (the 2002 and 2006 studies) before discussing County Road 10 again at their next meeting. 6. REPORTS OF COMMISSIONERS Chair Johnson thanked Mike,the camera guy, for his work videotaping the EDC meetings. Today is Mike's last date working for the City of Mounds View. Commissioner Meehlhause updated the EDC that the Thrifty Car Rental building is still for sale and that a non-profit dentist will be purchasing the former"Let's Get Graphic"building. Chair Johnson commented that she attended the Allina Medical Transportation open house and that it was a nice event. 7. REPORTS OF STAFF City staff provided updates on the following items: May 9th Mounds View Business Council meeting, TCAAP, Mounds View business news, available business Sites in Mounds View, upcoming events and the City's new eFeedback tool called "My Mounds View". 8. Discussion At the July 20, 2012, EDC meeting, the EDC asked to review the two most recent redevelopment plans/studies for County Road 10, which are the following: • Highway 10 Reconstruction and Revitalization Plan —August 2002 • Premium Stop Redevelopment Area Study — December 2006 The City has implemented a large component of the 2002 plan, which was the County Road 10 trail way system, including lighting and benches. Hard copies of the 2002 plan were delivered to the EDC earlier this week. Digital copies of the 2006 study are attached. Recommendation Staff recommends that the EDC review the 2002 plan and the 2006 study and provide a recommendation to the City Council about the process of creating a vision for County Road 10. The City has expressed a desire to enhance the pedestrian connection between the redevelopment project site and the adjacent single family residential neighborhoods to County Road 10. • 1 City of Mounds View 7 Premium Stop Redevelopment Area Study . Redevelopment Master Plan The Premium Stop Redevelopment Area plan envisions the creation of a compact, walkable commercial node with a mix of retail, office and housing. The development will connect to community amenities along County Road 10 as well as existing adjacent neighborhoods, local parks and new multi-use trail, neighborhood schools in the City, all while providing a pedestrian friendly environment. The master plan proposes a development that will be tied together by a new multi-use trail along County Road 10 as well as a series of new pedestrian connections providing access to the redevelopment site and creating a backbone for internal circulation. The proposed commercial properties that front County Road 10 will define the edge of the corridor and provide necessary services to the neighborhood and community as a whole. The commercial uses will be backed by a series of shared surface parking lots that will serve as parking for the commercial and office uses, as well as provide overflow public parking during events and weekends. The proposed housing within the redevelopment project site will include housing that blends with the traditional surrounding neighborhoods providing affordable options for current residents and free up housing for new residents. As a direct result of conversations with City staff, a set of draft goals was created for the Premium Stop Gas Station Area Redevelopment Plana and are listed below: . Goal#1 Achieve an appropriate development project that includes business, residential and mixed uses along County Road 10. The business/commercial uses should frame the intersections and buffer the residential uses from the impacts of County Road 10. The development should also be based on real market conditions and achievable market strategies. Goal#2 Require the development to reflect and reinforce the positive and strong architectural elements that represent the desired character and image of the community. The development should also be designed in a manner to be compatible with adjacent developments. Goal#3 Extend the urban design elements and amenities found along the proposed County Road 10 multi-use trail, demonstrating consistency and compatibility with the existing improvements found along the County Road 10 corridor and visually connecting the site to its surroundings. Goal#4 Use the urban design elements to create a streetscape system that emphasizes a sense of human scale and balance between pedestrian and automobile space along County Road 10 and within the development. The master plan has been defined as short-, mid- and long-term redevelopment potential, which will allow the plan to be flexible and redevelopment to occur regardless of which parcels become available for development. In addition, the master plan will allow for existing buildings to remain as part of the overall redevelopment of the Premium Stop Redevelopment site as long as these buildings were altered in their location and their exterior appearance to be in keeping with the site plan and design guidelines articulated in the master plan. Implementation Strategy: Planned Unit Development Overlay District To accomplish the goals of the Premium Stop Redevelopment Study, the city will consider an overlay zoning district that would provide standards and procedures beyond what is contained in the zoning ordinance for the underlying districts along the Highway 10 corridor. This Planned Unit Development Overlay District, to be developed in detail by city staff and consultants in conjunction with the Planning Commission and City Council, could include the following: 1)All projects on property within a certain defined area along the corridor- perhaps 300 feet from the right- of-way, or another distance to be determined -would be approved only upon application for a planned 40 unit development (PUD) in accordance with the standards for PUDs in the Mounds View zoning code, the additional standards of the overlay district, and the goals of the corridor study. 2)The uses allowed within the overlay will include all permitted, conditional, and accessory uses in the underlying district, plus other uses integrated into the project, upon a finding by the City Council that such uses within the overall project further the goals of the corridor study. Specifically, mixed use projects, integrating retail, office, and residential uses both horizontally and vertically will be encouraged. 3) Site planning standards within the overlay district will include requirements for building placement close to the street, parking to the side and rear, maintenance of a street edge by means of a fence, railing, or hedge, and screening of loading areas and trash receptacles from view of public streets, the front yard of neighboring properties, and adjacent residential areas. Setbacks within the overlay district will be modified from the standards in the underlying district to encourage this building placement through the use of build-to lines, reduced or zero side setbacks where appropriate, and other considerations to implement the overall intent of the corridor study. 4)Architectural standards within the overlay district will be more rigorous than in the underlying district, including increased use of durable building materials such as brick, stone, and glass, and reduced use or prohibition of wood, sheet metal, and plain concrete block Commercial Development The desired outcome for the commercial development on the Premium Stop Redevelopment Area is to maintain and improve the commercial area as a vital retail and service location along County Road 10. The main objectives for the commercial development are as follows: 411 1. Identify and recruit business types that will be successful in this location and support land use densities and values that make redevelopment financially feasible. Strive to retain existing local businesses when possible, or to relocate them into places that will allow them to continue to contribute to the prosperity of the community. Identify and support the location of businesses that will contribute to the drawing power of the redevelopment site. 3. Implement strategies to reduce parking requirements, including reduced parking ratios, creation of private/ public shared parking, and trails/sidewalks. Residential Development The desired outcome for the residential development within the Premium Stop Redevelopment Area is to provide the City of Mounds View a series of new housing options that currently do not exist within the community that relate in character and scale to the adjacent neighborhoods. The main objectives for the residential development are as follows: 1. Provide additional housing alternatives in close proximity to the County Road 10 that will fill a need in the • current housing market. 2. Successfully integrate the new housing into the surrounding older established neighborhoods. 3. Require high quality community design and construction standards. Architectural and Site Design Guidelines Site architecture has the most significant impact on site character. Buildings define edges and spaces, establish a level of quality, and serve as inherent destinations for pedestrians moving adjacent to and through the site. They must therefore be well designed, relate to surrounding uses and utilize high quality materials. The Premium Stop Redevelopment Area will benefit from architecture that is consistent in quality and relates to adjacent buildings throughout the County Road 10 corridor. The proposed new buildings will be located along County Road 10 and should employ high quality materials such as stone, brick, and masonry with metal, can- vas and stone accents. Basic Architectural Principles and Overall Site Character: • Define spaces with buildings, not with parking lots. • Create a "Downtown"character on the site that will reinforce a pedestrian friendly environment through the site location of buildings close to the property lines, use of high quality building materials and building façade articulation. • • Create building facades and entrances that are interesting and inviting. • Accomplish a level of consistency between commercial, office and residential buildings through similar detailing, materials, other building materials and context. EDC BUSINESS A. Review 2002 County Road 10 Redevelopment and Redevelopment Plan The EDC asked to review this plan prior to discussing a vision for County Road 10. Ms. Steinmetz stated that the 2002 plan was a reconstruction plan for County Road 10, which included drawings of the different ways County Road 10 could be reconstructed. The plan was created by consultants. Commissioner Belting stated that the 2002 plan is still a great framework and starting point for redeveloping County Road 10. He reiterated that he has been a proponent from day one Draft EDC Minutes August 17,2012 Page 2 of 3 on getting County Road 10 redone and that it is still his number one goal. His number two goal is to rename Country Road 10. He mentioned that the positive changes to Ramsey County Highway 96 can also occur on County Road 10. He suggested that the City should meet with its Ramsey County Commissioner to discuss the City's concerns and goals for County Road 10, in addition to renaming County Road 10. Commissioner Meehlhause said that a positive aspect of the 2002 plan was in regards to aesthetics and that the trailway project is one thing in the plan that was completed. He said the troubling aspect of the 2002 plan related to changing the actual nature of the roadway itself,changing the speed limit and straightening the intersections,which he does not see as realistic. He added that the 2002 plan provided high-level ideas but not specifics on how the City might move forward. Chair Johnson commented that she liked how the 2002 plan separated the corridor into ten sections that provided advantages and disadvantages of what could be done in each section,which in itself was a vision for the corridor. She stated that the City needs to decide what it wants to be,such as the type of"hub"it wants to be. She added that the City doesn't have the power to do road improvements on a road owned by Ramsey County. She suggested that the City needs to figure out how to make Mounds View a destination community. She also said that since County Road 10 diagonally intersects the community,it will be difficult to redevelop because all of the lots fronting the roadway are triangular in shape. She added that perhaps the City Council could assist with reconfiguring the lots into larger, developable parcels. B. Review 2006 Premium Stop Redevelopment Area Study The EDC asked to review this plan prior to discussing a vision for County Road 10. Ms. Steinmetz stated that the 2006 study was concentrated on a particular "block" of County Road 10, located between Woodale Drive and County Road H2. The study was completed by consultants. She added that this plan was less of a reconstruction plan and more of a redevelopment plan, which included redevelopment concepts. Commissioner Meehlhause preferred this study because it provided examples of how properties could be redeveloped. Chair Johnson agreed that the 2006 study provides examples of how to redevelop a specific site. Chair Johnson said that if the EDA/City Council wants redevelopment to occur in Mounds View, they need to provide assistance towards the projects. Commissioner Meehlhause referenced his takeaway from the June ULI Workshop,which was that the City needs to be proactive and control the land in order to achieve successful projects. Commissioner Larson suggested that the City could concentrate its efforts on the two County Road 10 intersections that Ramsey County will be reconstructing in the next couple of years. He said the City could provide the County with its plan for those intersections. Commissioner Belting added that the City's participation could be as simple as adding colored pavers in the intersections. Commissioner Wagner-Harkonen said she would not feel comfortable creating a vision for the corridor unless a task force was created including Council members. Commissioner Meehlhause agreed. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. For the purpose of initiating the Commission, the terms of all members shall expire December 31, 1994. (Amended,Ord. 741, 6- 28-04) Beginning January 1995, three (3) members shall serve a one (1) year term, two (2)members shall serve two (2) year terms and (2) members shall serve three (3) year terms. Thereafter, members shall serve three (3)year staggered terms, with terms expiring December 31 of each year. At least two (2) of these terms, but not more than three (3) terms shall expire each year. The appointees shall be duly sworn and take office at the first regular meeting of the Commission in the month of January each year. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. (Ord. 546,7-25-94;Ord. 677,2-12-01) 408.04: CONFLICT OF INTEREST: No person shall be appointed with private or personal interest likely to conflict with the general public interest. If any person appointed shall fmd that their private or personal interests are involved in any matter coming before the Commission, they shall disqualify themselves from taking part in action on the matter; alternatively,they may be disqualified by a two-thirds (2/3) majority vote of the Commissioners in attendance. (Ord. 542, 6-27-94) 408.05: COMPENSATION: Members of the Commission shall serve without compensation. (Ord. 542,6-27-94) 408.06: VACANCIES: Subd. 1. Termination of Appointment: Any Commission member designing to terminate their appointment to the Commissioner before the expiration of their term shall give written notification to the Commission chairperson of their intentions. It should be the duty of the chairperson of the Commission to notify the Authority promptly of any vacancies. The Authority president, with approval of a majority of the Authority Board of Commissioners, shall appoint a new member from applications received for the unfulfilled portion of the term. City of Mounds View 408.06 408.07 Subd. 2. Removal from Office: Any member of the Commission may be removed from office for just cause and on written charges by at least four-fifths (4/5) of the entire Authority. Such member may be entitled to a public hearing before such a vote is taken. An appointed member may also be removed by the Authority for nonattendance at Commission meetings if a Commissioner is absent from five (5) regularly scheduled meetings per year or from three(3)consecutive meetings,without the consent of the Commission. (Ord. 542,6-27-94) 408.07: ORGANIZATION,MEETINGS: Subd. 1. Organization: At the first regular meeting of the year, the Commission shall appoint a chairperson from among its voting members. This appointment shall be subject to Authority approval and shall consist of a one (1) year term. The position of chair shall rotate among members,with no Commissioner serving in that capacity for more than two(2)consecutive terms. The Commission shall also elect a vice-chair from among its appointed members for a term of one (1) year. The Commission may create and fill such other offices from its members as it may determine to transact Commission business. Subd. 2. Regular Meetings: The Commission shall hold at least one (1) regular meeting each month at a time which the Commission shall fix by resolution. Subd. 3. Special Meetings: Special meetings may be called by the chairperson or by any two (2) members of the Commission by a written notice filed with the Clerk-Administrator who then shall notify all members of the Commission of the time and date of the special meeting, at least three(3)days before the meeting date. Subd. 4. Quorum: A majority of the appointed voting Commission members shall constitute a quorum. Subd. 5. Voting Privileges: Each of the appointed members shall have equal voting privileges. Subd. 6. Bylaws: The Commission shall adopt bylaws for its governance and for the transaction of its business. The bylaws will be reviewed on an annual basis at the first regular meeting in February. Subd. 7. Records: A recording secretary shall keep a record of attendance at Commission meetings, a record of resolutions and votes and abstentions on each question requiring a vote. The record of the Commission shall be a public record. City of Mounds View 408.07 408.09 Subd. 8. Report: The Authority may request an annual report from the Commission without having received consent of its content by a majority of the Commission members at a regular or special meeting of the Commission.(Ord. 542,6-27-94) 408.08: EXPENDITURES: The Commission may request from the Authority such funds as may be necessary and proper for the conduct of its duties.(Ord. 542,6-27-94) 408.09: DUTIES OF THE COMMISSION: In order to carry on its purpose, the Commission shall: Subd. 1. Confer with and advise the Authority on all matters concerning the industrial and commercial development and redevelopment of the City. Subd. 2. Publicize, with the consent of the Authority, the industrial and commercial advantages and opportunities of the City. Subd. 3. Collect data and information as to the type of industries and commerce best suited to the City. Subd. 4. Survey the overall condition of the City from the standpoint of determining whether the City has a community climate for industry and to determine the general receptiveness of the City of particular types of industry. Subd. 5. Publicize information as to the general advantages of industrial and commercial development and redevelopment in a community. Subd. 6. Cooperate with all industries and businesses in the City and in the solution of any community problems which they may have, and to encourage the expansion, development and management of such industries and business so as to promote the general welfare of the City. Subd. 7. Coordinate the Economic Development activities of the various groups active in the City. Subd. 8. Recommend zoning changes and development of areas suitable for industrial and commercial development and redevelopment to the Planning Commission. Subd. 9. Develop, compile, coordinate and publicize information such as, but not limited to the following: a. Existing industrial and commercial concerns within the City, their addresses, types of business,number of employees and whether each serves local,regional or national markets. Recreational facilities. k. Going wage rate in the City for the trades, skilled and semi-skilled and white collar workers. 1. Availability of labor. m. General community attitude toward industrial and commercial expansion, development, redevelopment and attraction. n. Experience and programs of surrounding communities in regards to industrial and commercial expansion,development,redevelopment and attraction. o. Financial and technical resources available to new and existing businesses at the local, County, State and national levels for economic expansion and vitality. Subd. 10. Recommend Authority and Planning Commission policies and particular actions in regards to industrial and commercial expansion development,redevelopment and attraction. Subd. 11. Cooperate with and use the services of the Minnesota Department of Trade and Economic Development,Minnesota Housing Finance Authority and any other organizations at the national, State, County and local levels that are deemed conducive to the overall vitality of the City.
