CALL TO ORDER Chair Gary Meehlhause called the meeting to order at 7:35am. 2. ROLL CALL Members Present: Chair Gary Meehlhause, Commissioners Greg Belting, Jackie Entsminger, Jason Helgemoe & Torri Johnson Members Absent: Vice Chair Wagner-Harkonen & Commissioner Dan Larson Staff Present: Community Development Director Ken Roberts & Economic Development Specialist Heidi Steinmetz 3. APPROVAL OF NOVEMBER 20, 2009 AGENDA • Motion/Second: Commissioner Johnson moved and Commissioner Entsminger seconded the approval of the November 20, 2009 EDC agenda. Motion Carried: 5 Ayes 0 Nays 4. APPROVAL OF AUGUST 21, 2009 EDC MINUTES Motion/Second: Commissioner Helgemoe moved and Commissioner Johnson seconded the approval of the September 18, 2009 EDC minutes. Motion Carried: 5 Ayes 0 Nays 5. SPECIAL BUSINESS There was no special business. 6. EDC BUSINESS Chair Gary Meehlhause stated that there are three open Commission seats—two business seats currently occupied by Torri Johnson and Jason Helgemoe and one resident seat currently occupied by him. He added that there were two additional applicants for the resident seat - Andrew Johnson and Holly Smith; however, Ms. Smith withdrew her application because the Planning Commission recently recommended that the City Council should appoint her to the Planning Commission. Chair Meehlhause mentioned that all EDC applications were included in the EDC's packet for review and that Andrew Johnson was not in attendance this morning to speak with the EDC. He asked if any of the other applicants in attendance wished to speak to the EDC. Hearing none, Chair Meehlhause mentioned the ballots in front of the EDC. Commissioner Belting thanked the existing Commissioners for re-applying and stated that he is also impressed that over the last two years, several residents had applied who had never served on the EDC. Ms. Steinmetz tallied the five ballots and reported that the EDC would recommend on December 14, 2009 that the City Council re-appoint Torri Johnson, Jason Helgemoe and Gary Meehlhause to the EDC for terms lasting to December 31, 2012. 7. REPORTS OF COMMISSIONERS Commissioner Helgemoe announced that the Twin Cities North Chamber of Commerce would hold its annual fundraising Gala on Friday, February 19, 2010 at the Earle Brown Heritage Center in Brooklyn Center. He added that during the Gala, the Chamber would honor five local businesses in five different categories. 8. REPORTS OF STAFF A. Burger Time Concept Denied by City Council on October 5, 2009 Ms. Steinmetz reminded the EDC that in September 2009, they provided two recommendations to the EDA—that the EDA further discuss the concept with Burger Time and that the EDA set an asking price for the 2390 County Road 10 property. She reported that the City Council discussed this item at their October 5,2009 Work Session and were not interested in recruiting Burger Time to the site nor setting an asking price for the property. • Commissioner Helgemoe asked about the Council's thought process in not setting an asking price for the property. Community Development Director Ken Roberts answered that the Council provided staff with mixed direction —some members wanted the asking price to at least be Ramsey County's assessed value and some members wanted the asking price to be what the EDA paid for the property, which is around $625,000. Commission Helgemoe asked if any of the appraisers that staff talked to were able to provide a land price range. Ms. Steinmetz answered that they did not because even a price range is considered a form of an appraisal. Commissioner Belting asked if a commercial real estate broker would be willing to provide a value without the City having to hire them as the listing agent. He mentioned that perhaps the Council needs some guidance or education on the realities of the local real estate market at this time. He concluded by saying that the Council probably did not want to order an appraisal of the property because commercial appraisals cost about $3,000 or$4,000. Commissioner Helgemoe added that the problem appraisers are running into is that they do not have comparable sales to use to establish property value. Motion/Second: Commissioner Belting moved and Commissioner Helgemoe seconded a recommended that the City Council authorize staff to request present market value estimates for 2390 County Road 10 from several commercial real estate brokers. Logo Implementation on City Signs Ms. Steinmetz reported that the City Council recently approved for the new City logo to be implemented on two signs within Mounds View — the electronic message board sign on County Road 10 and the wall sign in the City Council Chambers. C. Saturn Dealership Update Ms. Steinmetz stated that Mounds View Saturn would continue to sell new Saturn vehicles until October 2010. After that time, the property owners hope to recruit two national brand names to the site — a service shop and a higher end used car facility. Chair Meehlhause asked if Saturn no longer plans to open a facility in Blaine. Ms. Steinmetz answered that Saturn has resold the Blaine property back to its original owner. Chair Meehlhause said this is great news, that he has purchased three vehicles there and that the sales and service staff was great. Commissioner Belting agreed. D. New Mounds View Businesses Ms. Steinmetz reported on three new Mounds View Square tenants — Right Fit Running, Ultra Tan and A-1 Foam & Upholstery. She added that it would take awhile before A-1 opens because they have not begun the build-out. Ms. Steinmetz asked Commissioner Belting to confirm when ICS Consulting would be moving into Mounds View City Center Suites. He answered that ICS purchased a suite on October 5, 2009 and that they plan to open around December 1, 2009. • Commissioner Johnson mentioned that she spoke with some of the runners who participated in Irondale Hockey Association's 5K and they said that the North Metro does not have a good running shoe store, so whoever did the due diligence in locating Right Fit Running to Mounds View did a good job. Chair Meehlhause concluded by saying that Pastor Enterprises' major investment in Mounds View Square has paid dividends (from his perspective), that the occupancy rates have been good and that when space does become available, it does not remain vacant very long. He said Mounds View Square is an example of the positive things that can come from investing into a property. E. City Council to Discuss City Tagline on December 7, 2009 Ms. Steinmetz said that the City is struggling with trying to choose a new tagline for Mounds View. She reported that the EDA chose a new tagline "See for Yourself' on October 12, 2009 but when members of the public provided negative feedback on the EDA's choice,the City Council decided to discuss the issue at length at the December 7, 2009 Work Session. Commissioner Entsminger said that taglines work better when heard on commercials rather than viewed on paper. Ms. Steinmetz suggested recording a jingle for Mounds View and playing it on the City's Cable Channel. Commissioner Belting added that he is happy to see the process continue since there were better tagline choices several months ago than what the Council almost chose back in October. • Ms. Steinmetz mentioned that the public could vote on the City's Website on whether they like or dislike "See for Yourself' as the City's possible new tagline. Draft EDC Minutes November 20,2009 Page 4 of 4 41111 Other Commissioner Belting asked staff to provide a reminder of how Mounds View is paying for the County Road 10 trails. Ms. Steinmetz answered that a Federal grant is funding most of the cost of the trail. Chair Meehlhause added that the City has talked about extending its trails for a long time and that it is nice to see the project come to fruition. Community Development Director Roberts said that the lighting for the trail should be finished within the next couple of weeks. He added that the City would like to thank Multi- Tech Systems for allowing the trail contractor to use Multi-Tech's vacant lot for a staging area during construction and that the recent tour of Multi-Tech's facility was interesting. Mr. Roberts added that the Street Project (Area A) is complete; that the City should have plans for Areas B and C done by January 1, 2010 and that the City will receive bids for those areas in February or March 2010. Commissioner Johnson said that fellow residents told her that since their street was done, they have never seen so many neighborhood kids out and about, so it is amazing what a new street can do for a community. Mr. Roberts asked Commissioner Helgemoe how the street turned out by Western Bank. Commissioner Helgemoe said it turned out very nice especially after striping was completed heading north/south at the intersection of Silver Lake Road and Red Oak Drive. Commissioner Belting stated that, as a business taxpayer, he appreciates the curbside appeal that comes from new roads and curbs. He said that it puts pride into the community and that he is glad the project was finally approved and done. Chair Meehlhause added that he knows there was a lot of discussion about asphalt versus concrete curbs and that there is no substitute for concrete. Commissioner Belting said concrete looks much better too. Commissioner Helgemoe said that good infrastructure promotes good business,which helps the tax base. Chair Meehlhause concluded that future Councils and residents need to support that investment by repairing that infrastructure. Commissioner Johnson mentioned that a football/hockey/baseball dad whose kids go to lrondale High School was recently in a serious motorcycle accident on Airport Road. She said that the public can "Google" Irondale Hockey to find out about various fundraisers. She said that the community has really come together through this ordeal, which is one of the reasons why we enjoy living here. 9. UPCOMING EDC MEETING The next regular EDC meeting is scheduled for Friday, December 18, 2009 at 7:30am. 10. Discussion 5A - Oaths of Office: Jason Helgemoe, Torri Johnson & Gary Meehlhause Jason Helgemoe and Torri Johnson will take their oaths of office at the January 15, 2010 EDC meeting and Gary Meehlhause will take his oath of office at the February 19, 2010 meeting (he is unable to attend the January 15th EDC meeting). • 5B - Appoint 2010 EDC Chairperson and Vice Chairperson Per Section 408.07, Subd. 1 of the City Code, the EDC must appoint a chairperson at their first regular meeting of each year. The position of chairperson is supposed to rotate among members of the EDC, with no member serving more than two consecutive terms. The chairperson term lasts for one year. The Chair in 2009 was Gary Meehlhause. The EDC must also appoint a vice chairperson for a one-year term. The Vice Chair in 2009 was Jennifer Wagner-Harkonen. Recommendation Staff recommends that 2009 Vice Chairperson Jennifer Wagner-Harkonen lead the 2010 chair and vice chair appointments. Below are the EDC's 2009 priorities adopted by the EDC on January 16, 2009: 1) Development/redevelopment along County Hwy 10 Corridor a. Premium Stop Redevelopment Area (south to County Road H) b. Saturn Dealership c. Silver View Plaza d. Trailway connections to businesses e. PAK building f. Establish partnerships among neighboring cities in order to strengthen the County Hwy 10 corridor (i.e. potential name change for County Hwy 10) g. Knollwood Place & Johnson Property h. Improve the aesthetics of properties in the County Road 10 corridor 2) Incorporate the Risdall Branding Study, including marketing and communications plans, to help guide the EDC's priorities and recommendations 3) Monitor and assist with City-wide housing issues and projects 4) Support the implementation of the Citywide Street & Utility Improvement Program • 5) Skyline Motel Redevelopment January 15,2010 EDC Meeting Item 6A—2010 Priorities Page 2 of 6 • Discussion Below are status reports about the EDC's 2009 priority projects. These status reports should help the EDC prepare its 2010 priorities. 1) Development/redevelopment along County Hwy 10 Corridor a. Premium Stop Redevelopment Area (south to County Road H): The status of the Premium Stop Redevelopment Area did not change in 2009. The landowner of the two single-family parcels at 2300 and 2288 County Road 10 is no longer working with a real estate broker to market his properties. The EDC and City Council reviewed a concept for a Burger Time restaurant at 2390 County Road 10 in Fall 2009 but the City Council denied the concept. The Council also decided not to set an asking price for the property. Some Councilmembers wanted the asking price to at least be Ramsey County's assessed value and some members wanted the asking price to be what the EDA paid for the property, which is around $625,000. b. Saturn Dealership: In February 2009, General Motors announced the elimination of the Saturn brand. The landowners of Mounds View's Saturn resold their land in Blaine and decided to recruit new tenants to occupy their Mounds View site. The Planning • Commission recently recommended that the Council approve an amendment to the Saturn site's Conditional Use Permit so that new cars do not need to be sold on the site. The Council will hold a public hearing and consider the Planning Commission's recommendation on January 25, 2010. The landowners are in discussions with a nationally branded service shop and used car facility to operate on the site. As of January 12, 2010, the site is listed for sale on the Minnesota Commercial Association of Realtors (MNCAR) Website and The Davidson Companies, Inc. Website. c. Silver View Plaza: The following businesses opened and closed in Silver View Plaza in 2009: • Opened in January - Fantastic Sams • Closed in January - Jian Kang Massage • Closed in March - A Home Enhanced: Stager's Resource Outlet • Opened in June - Corvette Specialties • Closed in December - Laundry King • Opened in December - A+ Coin Wash Property owners Kraus-Anderson had budgeted in 2009 to replace the roof and to repair the HVAC system. Trailway connections to businesses: Construction of trail Segments 1-5 was completed in November 2009. Segments 1-5 are located along the south side of County Road 10 between Eastwood Road and Woodale Drive and are part of a comprehensive trailway plan approved by the City Council in August 2002. e. PAK building: In Spring/Summer 2009, one of the owners of the PAK building initiated court proceedings to allow for the sale of the building. The trial date is anticipated for April/May 2010. f. Establish partnerships among neighboring cities in orderto strengthen the County Hwy 10 corridor (i.e. potential name change for County Hwy 10): In early 2010, staff will review past partnership efforts with neighboring cities and Ramsey County to rename County Road 10 prior to initiating further discussions. g. Knollwood Place & Johnson Property: The status of Knollwood Place did not change in 2009. In October of 2009, the Council re-approved the Select Senior Living senior housing plat and development agreement for the Johnson Property. Improve the aesthetics of properties in the County Road 10 corridor • One purpose of code enforcement is to improve aesthetics. There were 22 code enforcement cases opened and closed in 2009 for properties located along the County Road 10 corridor. Examples include: • Steve's Appliances — no sign permit for inflatable Maytag Man • Simon's —three mattresses stored outside and other junk • Robert's Sports Bar— temporary flea market signs, rug sales too close to intersection • Silver Lake Commons — mess storm water retention area • Corvettle Specialties — inoperable Corvette stored on flatbed trailer, six temporary ground signs • Big Top Liquor— large green donation bin • Former Let's Get Graphic building —sprinklers causing ice buildup on road • Moe's — fence damaged and bent, litter accumulation in back parking lot • 2310 Hwy 10 (single-family home) — long grass, broken windows, unsecured property • Days Inn — stairway in back parking lot missing a riser • Mermaid — handicapped parking spaces unmarked, stored construction materials stored outside • Wynnsong — landscaping bushes and flowers dead along north and south sides of building • 2944 Hwy 10 (high density residential) — catch basin back-up • 2935 Hwy 10 (medium density residential) — vehicles parked off an improved surface, junk stored outside, 2) Incorporate the Risdall Branding Study, including marketing and communications plans, to help guide the EDC's priorities and recommendations The EDC and EDA continued its work on the Mounds View Branding Project in 2009 by receiving the results of Risdall's research and surveys of the residents and businesses, by adopting a Brand Strategy for Mounds View, by reviewing over one hundred tagline ideas and by receiving a framework from Risdall on marketing and communications for Mounds View. The EDA began implementing the logo by placing it on the electronic message board on County Road 10 and on the wall in the Council Chambers. 3) Monitor and assist with Citywide housing projects In April 2009, the EDC recommended that the EDA approve a $100 application fee for the EDA's Housing Replacement Program and that the EDA update its list of properties eligible for acquisition through the program. The EDA did not consider the EDC's recommendation in 2009. In Spring/Summer 2009, the EDA considered a request from the homeowners of 2949 Hwy 10 and 8271 Long Lake Road for the EDA to acquire the properties for redevelopment purposes. • Mounds View planned a Housing Resources Seminar for May of 2009 but there was a lack of RSVPs, so the event was cancelled. It will be difficult to attract a developer to the site due to the size of the property and the adjacent land uses (manufactured homes and industrial park). Recommendation Staff recommends that the EDC set its 2010 priorities. After adoption, staff will forward them to the EDA prior to the City Council's February 12, 2010 goal setting retreat. Choosing a new tagline for the City of Mounds View is part of that project. The EDA/City Council has discussed the idea of a new tagline for the City of Mounds View on several occasions. Below is a summary of those discussions: Date Meeting Topic of Discussion 5/11/09 EDA • EDA reviewed City staff team & Risdall Marketing Group's list of taglines ideas • EDA chose their top six tagline ideas from the list • 5/26/09 EDA • EDA decided to have a future discussion about soliciting tagline ideas from the public through a potential contest • EDA reviewed educational materials about taglines 6/1/09 Work Session Council provided feedback about soliciting taglines from the public by using various promotional tools 6/8/09 EDA EDA approved promotional tools and corresponding timelines for soliciting tagline ideas from the public 10/12/09 EDA EDA reviewed 82 tagline ideas submitted by the public and chose"See for Yourself" as the new tagline for the City 10/26/09 City Council • Council tabled Resolution 7517 Approving "See for Yourself' as the new tagline for the City • Council decided to poll the public on the City Website asking the public if they like the tagline "See for Yourself' • Council decided to discuss the tagline issue at a future Work Session 12/7/09 Council Work Council discussed the possibility of forming a task force to continue tagline Session discussions and asked City staff to provide a possible list of members at a future Council meeting 1/4/2010 Council Work Council decided not to form a task force and to go without a new City tagline Session indefinitely until a front-runner emerges naturally. The Council directed staff to ask the EDC if they are willing to tackle the tagline issue. Discussion As shown above, the City Council is wondering if the EDC would like to continue work in trying to create a new tagline for Mounds View. While staff will follow through with the • EDC's wishes about this matter, staff suggests that the EDC focus its effort on January 15,2010 EDC Meeting Item 6B—Tagline Page 2 of 2 • assisting with a mini-campaign to market the City's existing tagline Pride, Progress and Partnerships. The main reason for this suggestion is that the City has never undertaken such a campaign. If the City markets each word of the existing tagline, we may be reminded of why Pride, Progress and Partnerships was chosen as the City's tagline 18 years ago and how it could still relevant today and into the future. During Risdall's survey work in Fall 2008, when businesses were asked if Pride, Progress and Partnerships appropriately described the City, the majority of business respondents (80.6%) indicated that it did. This strong response indicates that the tagline represented relevant business attributes that were important to the respondents. Recommendation Staff recommends that the EDC provide a recommendation to the EDA that staff begin work on a Pride, Progress and Partnerships marketing campaign to be completed by staff in-house. Discuss 2010 Economic Development Priorities The EDC thoroughly discussed their 2010 priorities and suggested the following clarifications and reordered the 2010 as follows: • Under Priority 1, Saturn Dealership became the new Item H and the EDC added the words "Complete the remaining" to the new Item C. • Under Priority 2, the EDC reworded it to read "Continue Budgeting to Implement the Mounds View Branding Project". • Priority 3 became "Monitor Mounds View properties in transition". • Priority 4 became "Skyline Motel redevelopment". • Priority 5 became "Monitor and assist with Citywide housing issues and projects". • Priority 6 became "Support the implementation of the Citywide Street & Utility Improvement Program". Staff will bring back the updated 2010 EDC priority list to the February EDC meeting for adoption. It is anticipated that the remaining EDC members will be in attendance at the February meeting as well. B. Discuss Mounds View Tagline Ms. Steinmetz reported that the EDA/City Council inquired at their January 4, 2010 Work Session if the EDC would like to tackle this project. The EDC directed staff to inquire if the EDA/City Council truly wants a new City tagline. If so, the EDC members in attendance said that they would be willing to continue working on this project. 7. REPORTS OF COMMISSIONERS Commissioner Helgemoe announced that the Twin Cities North Chamber of Commerce would hold its annual fundraising Gala on Friday, February 19, 2010 at the Earle Brown Heritage Center in Brooklyn Center. • Draft EDC Minutes January 15,2010 Page 3 of 3 8. REPORTS OF STAFF A. Saturn Dealership Update Ms. Steinmetz provided this update under Item 6A when the EDC discussed its 2010 priorities. She reminded the EDA about the public hearing at the January 25, 2010 City Council meeting. The City Council will be considering whether to allow an amendment to Saturn's Conditional Use Permit. The amendment would remove the requirement that new cars must be sold on the property. Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the motion that the EDC recommends that the City Council remove the requirement that new cars must be sold on the Saturn property. Update on Mounds View Snyders Ms. Steinmetz said that the Mounds View Snyders would be closing and that all prescriptions will be transferred to Walgreens this coming Thursday, January 21, 2010. She said that the store itself would probably close at the end of February or sooner depending on how fast the remaining merchandise sells. Other Community Development Director Ken Roberts stated that the City is collecting nominations for the 2009 Citizen of the Year. The City Council will choose the winner in March who will be recognized at the Annual Town Hall Meeting on Monday evening, March 29, 2010. Ms. Steinmetz announced that the 12th Annual Home & Garden Show (the City of Mounds View is a sponsor) would be held on Saturday, February 27, 2010 at the Schwan Center in Blaine. The purpose is to promote home improvement. Commissioner Belting also reminded staff to inquire with the EDA about if the EDA is going to try to find out what the former Premium Stop property is worth. 9. Saturn of Mounds View Awarded MotorTrend Certified Status Ms. Steinmetz reported that the City Council approved an amendment to Saturn's Conditional Use Permit, which will allow the property owners the flexibility of not having to sell new cards on the lot. She added that the property owners will remain the same but the dealership would operate under the MotorTrend name. ICS Consulting, Inc. Now Open Ms. Steinmetz told the EDC that ICS moved from lease space in Spring Lake Park to Mounds View City Center Suites (across the street from City Hall). She added that three of the four condos in Mounds View City Center Suites are now sold. E. Recap of February 12, 2010 City Council/Staff Retreat Community Development Director Ken Roberts summarized the Council's 2010 goals as listed below: 1. F. 12th Annual North Metro Home & Garden Show Ms. Steinmetz referenced the flyer that she distributed before the meeting about the Home& Garden Show on Saturday, February 29th from 9am to 2pm at the Schwan Center in Blaine. The show is sponsored by the Cities of Mounds View, Fridley and Blaine and the purpose is to encourage home improvement. She added that admission to the show is free along with the seminars. More information about the show is available on Mounds View's Website. Other— Minnesota Metro North Tourism Update Ken Roberts asked Ms. Steinmetz to talk about the new Convention & Tourism Bureau, Minnesota Metro North Tourism. She explained that Mounds View joined the new bureau after leaving Visit Minneapolis North last year. She added that other member cities of the new bureau are Ham Lake, Lino Lakes, New Brighton, Blaine, Coon Rapids, Fridley and Shoreview and the purpose of the bureau is to provide tourism marketing for the region. She said that the job posting for the bureau's first staff person is now listed on the League of Minnesota Cities' Website. There already is a very large Board of Directors consisting of representatives from member cities and the hospitality industry. Mounds View's representative is Ms. Steinmetz and she is one of the Board officers. The bureau is funded by a 3% lodging tax paid by each cities' hotels. The bureau is one of Mounds View's main source of funds to market the City. • 11Y� Draft EDC Minutes February 19,2010 Page 4 of 4 On a related note, Ms. Steinmetz reminded the EDC that the Mounds View Americlnn has • new owners who also own seven other hotels in Minnesota. Brent is the hotel's new manager and he told Ms. Steinmetz that wants to become more involved in the community. Other— Moe's Update Chair Meehlhause asked for an update on the Mounds View businesses that were having property tax issues that could affect their liquor license renewals. Ken Roberts said that Moe's caught up with their State liquor sales taxes in November or December but are behind on their property taxes. The business owner recently asked the City Council if they would modify Moe's property tax payment plan and the City Council agreed. 9. The EDC then prioritized subcategories "a through f" as part of this priority. "Potential name change for County Hwy/Rd 10" the the top subcategory. The EDC's second 2010 priority is to "Continue budgeting to implement the Mounds View Branding Project". • Renaming County Hwy/Rd 10 is an action step related to both priorities. Mounds View Brand Strategy Risdall Marketing Group developed a brand strategy for Mounds View in 2009, which the EDA approved on April 13, 2009. Objective three of Mounds View's brand strategy is to "Capitalize on the County Road 10 corridor" by "Repositioning the City's image by capitalizing on the naming opportunity with County Road 10". To help achieve this action step, Risdall suggested that the City do the following: • Change the County Road 10 corridor from a highway to a parkway • Put the name of the city on the roadway (signage, maps) • Choose a name like "Parkway"that communicates something better than a highway that develops an image of a main street for the city Mounds View's 2004 and 2005 Efforts The 2009 brand strategy was not the first time the City acknowledged the positive benefits of naming County Hwy/Rd 10 as it goes through Mounds View. The City Council tried to accomplish this in 2004 and 2005. July 5, 2005 Mounds View City Council Item 5 - Review Highway 10 Renaming Work Session The Cities of Spring Lake Park and Blaine provided feedback on the four names but the video tape from this meeting does not include discussion of this item. Attached is Jim Ericson's April 4, 2005 staff report to the City Council that provides details on the efforts listed in the above table. Also attached is former City Administrator Kurt Ulrich's staff report from July 5, 2005 that includes letters from a Blaine Council member and Spring Lake Park's City Administrator. Mounds View's 2004 and 2005 efforts to name or rename County Hwy/Rd 10 had no outcome, mainly because there was no consensus among Mounds View, Spring Lake Park and Blaine. 4110 April 16,2010 EDC Meeting Item 6A—Rename Hwy 10 Page 3 of 4 Discussion Reasons to Continue Discussion There are now two main reasons in 2010 why Mounds View may want to reopen discussions to name County Hwy/Rd 10 as it goes through Mounds View. The first reason is to eliminate confusion between County 10 and State Trunk Hwy 10, both of which pass through Mounds View. This confusion continues and will not disappear on its own. The second reason is to continue to implement Mounds View's Brand Strategy. The purpose of the Mounds View Branding Project was to give Mounds View an identity in the marketplace. One way to do so is to by capitalizing on what makes Mounds View unique. One thing that makes Mounds View unique compared to its neighbors is that Interstate 35W leads into Mounds View's main commercial corridor. Costs to Replace Signage A large part of the discussion to name County Hwy/Rd 10 is cost. In 2004, former City Administrator reported to the Council that it would cost the City$15-20,000 to replace local road signs to reflect a County Hwy/Rd 10 name change. The Minnesota Department of Transportation (MnDOT) also would charge the City to update signage on 35W. Not only would there be cost to the City, there would be costs to the businesses located along County Hwy/Rd 10 to change their letterhead, business cards, etc. Although Ramsey County would still recognize County Hwy/Rd 10 as one of the corridor's names, staff has not confirmed that systems like Google Maps, Yahoo Maps or Global Position • Systems (GPS) would recognize multiple corridor names. However, all of the County- owned corridors in Mounds View have multiple names. List below and shown on the attached map are Ramsey County roads located in Mounds View: • Silver Lake Road is also County Road 44 • Long Lake Road is also County Road 45 • County Road H is also County Road 88 and 9 • County Road I is also County Road 3 and 82 • Old Hwy 8 is also County Road 77 Preliminary Comments from Ramsey County Engineer Staff recently inquired with the Ramsey County Engineer Ken Haider of the process to name a County road. He noted in an e-mail to City staff that there is not a standard procedure for such a request because it happens so infrequently. He added that all County roads have a number that would not change and that he does not think the County has any strong feelings about adding a name to County State Aid Highway 10 (CSAH 10). He concluded by saying that if he receives a request from Mounds View through a City Council resolution, he would take that request to the County Board for action. Staff does not suggest that Mounds View reconvene the 2004/2005 committee or form a new committee to name County Hwy/Rd 10. The former committee consisted of representatives from Blaine, Coon Rapids, Mounds View, Spring Lake Park, Anoka • County, Ramsey County and the two local Chambers. Staff does not expect a different outcome in 2010 than what the committee accomplished in 2005. April 16,2010 EDC Meeting Item 6A—Rename Hwy 10 Page 4 of 4 • Staff Recommendation Staff recommends that the EDC recommend to the City Council that the Council fund signage updates in the 2011 budget to accommodate a new name for County Hwy/Rd 10 as it passes through Mounds View. Staff also suggests that the EDC act as the naming committee. The City Council will be discussing its budget priorities and strategies for 2011 on June 7, 2010. The Council's third top 2010 goal is to "Focus on County Highway 10 Development and Redevelopment". An important way for the Council to achieve this goal is to provide funding for County Hwy/Rd 10 improvements. After publishing notice of the meeting and scheduling a hearing for June 14, 2004, the Council decided to table action, recognizing the value in bringing Spring Lake Park and Blaine into the decision process. On March 15, 2005, City Administrator Ulrich and Community Development Director Ericson met with representatives from the cities of Blaine, Coon Rapids and Spring Lake Park to discuss the possibility of assigning a name to County Road 10. Also invited were representatives from Ramsey County and Anoka County as well as representatives from the two local chambers of commerce. The committee meeting was productive and resulted in four names identified for additional consideration. The notes from the March 15th meeting and other materials presented are included in this report for your reference. Discussion: A consensus exists among the cities that the persisting confusion remains a problem and that assigning a name to the corridor is a positive step in eliminating that confusion with the added benefit of providing some identity to our area. Changing the counties' numerical designation was also discussed to further eliminate confusion, however that action was not widely supported, as it would force property owners and commercial business to change their street address. Because Ramsey County and Anoka County will continue to designate the corridor as County Road 10, businesses will not be forced to immediately change stationery or advertising if a new name is designated. The four names that were identified for additional consideration are as follows: • North Park Boulevard • Northstar Boulevard • Coon Rapids Boulevard • Northtown Boulevard Recommendation: IPPlease review and discuss the four names identified and determine if one of these would be acceptable to the Council or if another choice is preferred. Discussion: The motivation for assigning a name to the County Road 10 roadway segment originated from the turnback of Highway 10 to Ramsey County after the opening of new Highway 10 (formerly Trunk Highway 118). Ramsey County chose to maintain the number 10 • designation despite City concerns that having two roadways with the same designation would be confusing. Ramsey County is not opposed to the City assigning a name to the roadway however it will remain County Road 10 in their system. A name assignment will eliminate confusion in the long term and would provide a sense of identity for the community. While many names have been suggested for County Road 10, two names have been proposed for consideration—Mounds View Boulevard and Mounds View Parkway. While there is already a Mounds View Drive in the City, that does not pose a problem as it is common for communities to have derivations of the same street name in their street system—Pinewood Court, Pinewood Circle and Pinewood Drive are local examples of this. Assigning a name to the roadway is not however without a cost to the City. Mounds View Public Works Staff along with County staff have taken an inventory of street signs and identifying markers within the corridor that will need to be replaced if the roadway is assigned a name. It is estimated that it would cost$15,000 to make the change. Other changes such as to City letterhead and other materials may result in nominal one-time charges. Notification: The City of Spring Lake Park, the City of Blaine, Ramsey County and the Minnesota Dept. of Transportation have been provided copies of this report and were invited to comment as to the proposed name change. In addition, all property owners on County Road 10 have been sent a notice of this meeting and notice of the action was delivered by e-mail to those • residents who have provided their addresses to the City for informational purposes. To ensure the public has ample opportunity to comment on the proposed action, staff would recommend that the Council continue the public hearing through the second reading scheduled for June 28, 2004. The state assumed jurisdiction of the "road" around 1920 and a few years later replaced the gravel with two lanes of concrete to form the rural style divided highway. The roadway was expanded to four lanes from Highway 96 through Coon Rapids in the 1960s (the Anoka Cut-Off) and shortly thereafter plans were drafted to construct a new limited access Highway 10 north of its present location. The first leg of the new Highway 10 was completed through Coon Rapids in the early 1970s with the old highway renamed Coon Rapids Boulevard. In the late 1970s Trunk Highway 118 in Mounds View connecting 35W and Central Avenue was completed, with the last leg through Blaine completed in 1999. Official turn back of the roadway to Ramsey and Anoka Counties occurred on June 9, 2000. Prior to the opening of the completed Highway 10 system, County Road 10 in Mounds View carried in excess of 44,000 vehicles per day. After the opening, there was immediate confusion as motorists driving north on 35W were presented with two Highway • 10 options. While supplemental signage has been added to help differentiate the two routes, people unfamiliar with our region remain perplexed. A brief history of the roadway and name was discussed. There was a consensus reached that assigning a name to the roadway would be desirable to eliminate confusion, provide identity and enhance the recognition of the area. fra It was noted that assigning a name to the roadway would not occur without some expense. Changing the existing roadway signage would cost somewhere in the tens of thousands of dollars (depending on the length of the name selected) when all State, County, and local signs are taken into consideration. It was the consensus of the group to minimize expenses to local businesses and residents for new checks, business cards, stationary, etc. by not changing the underlying numerical designation of the roadway. The County has designated the road as County Road 10 and it will remain County Road 10, regardless of any new name selected. Coon Rapids Boulevard was used as an example, as Anoka County designates that roadway as County Road 1. A lengthy discussion and brainstorm session on possible names for the roadway yielded the following names for additional consideration: • Coon Rapids Blvd_—Creates continuity as an extension of the existing Coon Rapids Blvd. May also create confusion because of existing Coon Rapids Blvd. with area not being in Coon Rapids. • Northtown Blvd. — Identifies with the Northtown Mall that is already a regional landmark in the area. The name is sufficiently common in our region and would be suitable even if the mall were to change its name or is redeveloped as an altogether different use in the future. The mall managers have indicated in writing that they • prefer this name. • Northstar Blvd. — Identifies with the proposed commuter rail service to the east, but may at the same time be confused with the rail service. Permission to use the name should be sought from the Northstar rail organization. John Olson indicated that he would check with the rail organization about using that name. • North Park Blvd. — This name identifies with our north-metro region and is suggestive of our collective park-like surroundings. It was concluded that Mounds View staff would prepare notes of the meeting and forward to the respective cities for city council consideration. The desire would be to have the respective councils discuss the presented options and select two preferred names. After the three councils have generated their respective top two choices, the group would reconvene to discuss the responses from the respective cities. I am dismayed that even after a joint meeting with all of the players located along the corridor(Spring Lake Park, Blaine, Coon Rapids, Anoka and Ramsey Counties) who made a cooperative effort to suggest possible alternative names that the City of Mounds View has decided, on its own, to consider renaming the road after itself. Because both Blaine and Spring Lake Park opted for different names does not mean that we -.- • cannot work together to come up with a name that is not self-serving to one community over any of the others. We are neighboring communities and we need to work together on issues that will impact all of us. The City of Blaine and Anoka County have proven this by working with Mounds View on the proposed Medtronic project, as well as other transportation projects such as County Road 10, US 10, and Interstate 35W. I would hope that this spirit of cooperation will continue in this renaming effort. Please reconsider working with Blaine and the other players along the County Road 10 corridor to rename this road to a name we can all be proud of and that will highlight our continued cooperative achievements. It is our contention that if we were to ask our property owners their preference for a name, it would be Spring Lake Park Boulevard and Blaine's property owners would choose Blaine Boulevard however, it is not their responsibility to consider the bigger picture even when we all appear to agree that"it would be advantageous to have one name for the roadway as it passes through several north metro communities...that could and should serve as a common thread to identify and represent the north suburban area as a whole." The building plan shows 18 independent living units, 45 assisted living units, 16 memory care units and 16 high acuity living (residents needing a higher level of nursing care than basic housekeeping or personal assistance) units. Select Companies has not yet submitted a formal planning application to the City for this project. If Select Companies moves forward with an application for this site, the proposal would involve three planning actions: • 1. Rezone three properties from B-3, Highway Business and R-1 Single Family to a PUD, Planned Unit Development. 2. Major Subdivision to combine three lots into one parcel (2-steps: Preliminary Plat and Final Plat) 3. Development Review of the site plan and building design. Background: The City Council will recognize Select Companies from the other senior housing project that they have been trying to build on County Highway 10 and Groveland Road for the last couple of years. Due to the collapse of the financial markets, they have not been successful in securing financing for their project. Select Companies still wants to build a facility in Mounds View, and their research has shown there is a need for senior housing in the city. Recently a new opportunity presented itself to Select Companies for building the senior housing on a different site in Mounds View. Select Companies now has an additional developer working with them, and an investor who will be a partner with them if they build the project on this new site. The development site includes three parcels with an area totaling approximately 2.2 acres. County Highway 10 runs along the northeast side and O'Connell Drive runs along the southwest side of the site. The three parcels involved currently have mixed zoning designations - 2320 and 2340 County Highway 10 are zoned B-3, Highway Business, and • 5260 O'Connell Drive is zoned R-1, Single-Family Residential. 2340 County Highway 10 has a self-serve car wash on the site, and the other two parcels are vacant. Coventry Senior Living Staff Report April 5, 2010 • Page 2 Relationship to the Comprehensive Plan According to the Comprehensive Plan, the city has designated the area as Mixed-Use PUD, planned unit development. This is defined as land containing a building or buildings with significant amounts of residential uses in combination with commercial and/or office uses. By using the Mixed-Use PUD designation in the Comprehensive Plan, the City has more options for the allowed uses. Sites with this designation could be developed as planned unit developments (PUD) to allow flexibility if the project meets the PUD criteria. An important component of the Comprehensive Plan, the Housing Element, has goals and policies toward maintaining and improving the quality and diversity of the existing housing stock and providing infill-housing opportunities where both possible and practical. The proposed project would help promote a greater diversity of housing choices in the City. Geographical Area The subject area proposed for this redevelopment now has a car wash and two vacant lots. Adjacent on the northwest end (5284 Greenfield) is a 17-unit apartment building, and the city- owned vacant"Premium Stop"site. The properties to the southwest of the subject parcels are zoned R-1, single family residential, and are developed as such. The City expects the owners of the five single-family homes south of this development site that front County Highway 10 to redevelop their properties in the future. Directly across County Highway 10 is the Saturn of St. Paul auto dealership. County Highway 10 properties tend to be developed with more intense land uses, whether commercial or residential, than in other parts of the city. • Increased Site Density Senior housing development is not typical multi-family housing. Many of the units are much smaller than regular apartments because most of the assisted living and memory care residents live alone and do not need full kitchen facilities or a large amount of living space. Having smaller apartments allows more units in the same sized building. The idea behind these senior housing buildings is for the residents to congregate together and not stay in their apartments. Meals are provided in a separate dining room eliminating the need for much kitchen area in the individual units, and the building would have community activity spaces for the residents to come out of their units and socialize together, or to use if they have guests visiting. Parking At about 2.2 acres in size, this development meets the City Code size requirements to be a senior housing PUD. The Code has the following set of parking requirements for senior housing: (a) Independent living = 1 space per unit with half of the spaces enclosed (b) Assisted living = 0.5 spaces per unit (c) Nursing homes and memory care = 1 space for every 4 beds (d) Facility staff= 1 space for every employee on the largest shift The concept plan submitted by the developer shows a total of 70 parking spaces — 35 open • spaces and 35 spaces in the underground garage. Per the City Code, they are required to provide a total of 59 spaces,with at least nine of those spaces covered. The concept site plan (with 70 parking spaces) shows 11 more parking spaces than required by the City Code. Coventry Senior Living Staff Report April 5. 2010 • Page 3 Setbacks: The proposed development meets the required building setbacks of 30 feet for the front and rear yards and 20 feet for side yards. All of the proposed parking areas would meet the required five-foot setbacks. Building Design and Materials: The plans indicate that the building would be three-story with an underground garage. The building elevations show a mix of siding styles with stone and/or brick accents on the exterior of the buildings. The plan has the driveway access and main front entrance facing Highway 10. This building design would be nearly identical to the plans for the Groveland site (the Groveland elevation drawing is included in this report). Wetlands: There are no wetlands in this development area. The developer would need to apply for a permit from Rice Creek Watershed District for the onsite stormwater management. Trails and Park Dedication Fee: For all new development along Highway 10, the City requires the property owner/developer to contribute funds for the future trail system based on the length of County Highway 10 frontage. In addition, all subdivisions in Mounds View are subject to a park dedication fee based on the Ramsey County tax assessed value of the land. The City should expect the developer of this • project to meet these dedication requirements. Summary: The Planning Commission reviewed the concept plan for this project on March 17, 2010 and indicated that they were supportive of the project. Select Companies hosted a neighborhood meeting on March 18, 2010, and they indicated to City staff that the residents who attended the meeting were generally agreeable to the project, but did not want the vehicle access to be on O'Connell Drive. On March 23, 2010, City staff received a revised concept site plan that has the building facing and accessing Highway 10. Recommendation: The City Council should review the concept site plan for Coventry Senior Living and provide the developer comments about the concept plans. Review and Update on Mounds View's efforts to name or rename County Highway/Road 10 Ms. Steinmetz summarized her 22-page staff report that provided a summary of the City's effort five years ago to add a name to County Road 10 as it passes through Mounds View. She stated that the effort was a collaborate effort between the Cities of Mounds View, Blaine and Spring Lake Park and Anoka and Ramsey Counties. She said the reason this item is on today's EDC agenda is because in February 2010 the • EDC discussed forming a citizen board to address this issue, however staff does not recommend forming a new committee because staff believes the results would remain the same (i.e. no results). Staff suggested that the EDC recommend a new name to the City Draft EDC Minutes April 16,2010 Page 2 of 3 Council for the portion of County Road 10 that passes through Mounds View (not the portions that pass through Spring Lake Park and Blaine). The EDC discussed the importance of surveying and/or communicating with the Mounds View businesses located along County Road 10 throughout the potential process of adding a name to County Road 10. They also discussed that the majority of Blaine and Spring Lake Park's businesses are located along State Highway 65; therefore, Mounds View has the biggest stake in this potential process. Finally, the EDC discussed the signage costs,which signs the City would be responsible to have updated, and that the City needs an updated inventory of all of the signs that indicate the current name. Commissioner Larson mentioned that the State of Minnesota has not updated all of the County Road 10 signs to differentiate them from the State Highway 10 signs and that the City should approach the State about that. He also said that the City should approach Spring Lake Park and Blaine to see if they are willing to share the cost to update all of the County Road 10 signs and if so, perhaps all three cities could agree upon a generic name. Motion/Second: Commissioner Belting moved and Commissioner Helgemoe seconded a recommendation that the Council fund signage updates in the 2011 budget (and explore using Tax Increment Financing as a funding option) to accommodate a new name for County Hwy/Rd 10 as it passes through Mounds View. Commissioner Helgemoe announced the Twin Cities North Chamber Spring golf tournament for Tuesday, June 8th Chair Meehlhause mentioned that the Irondale Girls Hockey team finished fourth in the State of Minnesota this past season. 8. REPORTS OF STAFF A. Recap of March 29th Town Hall Meeting Ms. Steinmetz reported that double the amount of residents attended the town hall meeting this year compared to last year. The Mayor presented the Citizen of the Year and the Coach of the Year awards during the town hall meeting. Citizens asked questions and voiced concerns at the meeting but there were no glaring concerns. Community Development Director asked the EDC if they thought the success of the meeting was due to this year's change of holding the meeting during the week rather than on a Saturday. Recap of April 14th TCAAP Meeting Ms. Steinmetz explained that this meeting was a multi-jurisdictional meeting where the City of Arden Hills provides a history and update on the project. The Federal government will be donating some of the land to Ramsey County for a regional park. Commissioner Belting left the meeting at this time (8:43am). C. Update on available business sites in Mounds View Ms. Steinmetz said that the City monitors and posts Mounds View's available business sites on the City's Website and that she plans to update the EDC monthly on the information. During this meeting, she summarized the buildings currently for sale in Mounds View. D. Twin Cities North Chamber Economic Development Summit is April 21st E. Twin Cities North Chamber relocating to New Brighton by May 1st F. Overview of Coventry Senior Living concept Ms. Steinmetz provided an overview of a potential new senior housing project on County Road 10 between Woodale Drive and County Road H in Mounds View. The Coventry project is not to be confused with the Select Senior Living project. Select Senior Living is a similar project that may be constructed at County Road 10 and Groveland Road. There was a neighborhood meeting about the Coventry project and Community Development Director Ken Roberts reported that the neighbors voiced concern over the access to the building and the developer has since changed the site plan to eliminate access to the building from neighborhood streets. G. Mounds View Clean Up Day is Saturday, May 22nd Other— Street Project Area B/C Update Community Development Director Ken Roberts added this item to the agenda. He said that the bids for this project came in about$400,000 lower than the engineer's estimate,which is a good savings for the City. Over 100 people attended a recent neighborhood meeting at City Hall to receive an update about the project. The project will begin in mid-May, Other— Edgewood Middle School Orchestra Commissioner Larson announced that Edgewood's orchestra placed 8th out of 50 orchestras to play at Orchestra Hall. 9. Mr. Nollet asked the EDA to acquire the property through the EDA's Housing Replacement Program. Mr. Nollet's application prompted City staff to request that the City Council discuss refocusing the Housing Replacement Program because the EDA has not supported the program in recent years (the EDA has denied the last three acquisition requests). These actions are consistent with the FDA's decision in 2007 to refocus the program towards demolition rather than acquisition. The City Council discussed the EDA's Housing Replacement Program at the July 6, 2010 Work Session and again at the July 12, 2010 EDA meeting. Attached are the staff reports • from those meetings. On July 6th, the City Council discussed completely eliminating the acquisition portion of the FDA's Housing Replacement Program. On July 12th, the EDA denied the Housing Replacement Program application to acquire 7968 Edgewood Drive. The next step in the EDA/City Council's discussion of housing programs is for City staff to provide them with several options of housing rehabilitation programs that are not currently available to Mounds View residents. Staff is going to meet with Housing Resource Center staff later this month to discuss ways to structure a Mounds View housing program that would fill more of the needs for Mounds View residents while not repeating an existing program. In the meantime, staff is asking that the EDC discuss and provide feedback on the City Council's recent housing program discussions. Background The last time the EDC discussed Mounds View housing issues was in March April, May and December of 2008. Below are excerpts from each set of meeting minutes: March 21, 200 EDC Meeting Minutes Excerpt The Housing Replacement Program is a City program administered offsite through the Housing Resource Center. The program offers a forgivable loan to be paid back within 10 years. The purpose of the program is to assist people who want to replace blighted homes. Staff would like the EDC's input regarding whether or not the City and the Housing Resource Center is meeting the needs of the community. This issue has come to light • because of the foreclosure crisis. Chair Helgemoe asked how many foreclosures are in July 16,2010 EDC Meeting Item 6A—Housing Programs Page 2 of 5 • Mounds View and what percentage of Mounds View housing stock is in foreclosure. Ms. Steinmetz said there are about fifty foreclosures but she didn't know the percentage. Commissioner Belting asked if the City is getting reimbursed for the City services that result from the foreclosures. Ms. Steinmetz said that this is a discussion point among cities and each city is recouping the costs differently. He asked if the fees should be raised or if there should be a "foreclosure fee?" Ms. Steinmetz said there are two separate issues to discuss"Does the City want to expand its housing program?" and there is also the foreclosure issue. The foreclosure issue spawned from a more global issue of making sure Mounds View housing stock does not deteriorate. Commissioner Larson said that (as a resident) the City should get involved to make sure the housing stock doesn't deteriorate further. As far as foreclosures, he suggested that City officials approach residents who live next door to foreclosures because in most case, they'd be willing to help because foreclosures affect property values. Chair Helgemoe agreed because it would protect the City's tax base and property values. April 18, 2008 EDC Meeting Minutes Excerpt The EDC that the City's Housing Replacement Program provides demolition assistance paid for through Tax Increment Financing. The program offers a 10-year • forgivable/deferred loan, which is administered through the Housing Resource Center. The program is the only housing related program that the City itself offers to Mounds View residents; however residents can access other Housing Resource Center programs, such as low-interest loans to conduct home improvement projects. She summarized last month's EDC discussion regarding the housing market, foreclosures and how important it is to maintain property values. Ms. Steinmetz asked the EDC if the City should expand its housing services or continue to refer people to the Housing Resource Center. Chair Helgemoe asked if the City is charged a fee for the Housing Resource Center's administrative services. Ms. Steinmetz said she'll check on that for the next meeting. Commissioner Johnson mentioned that since there are income limits to utilize home improvement programs, perhaps the programs are a self-fulfilling prophecy. Commissioner Entsminger stated that she doesn't think the City should get involved with providing additional home improvement loans for a variety of reasons such as"What if the homeowner goes into default?" because the City would be taking a risk, etc. The consensus of the Commission was for staff to discuss this issue with housing • organizations that offer these programs in order to make sure the City is reaching the population that may be underserved by typical housing programs. July 16,2010 EDC Meeting Item 6A—Housing Programs Page 3 of 5 • Ms. Steinmetz mentioned that the City's Housing/Code Enforcement Inspector is also a good resource for those who need housing advice. May 16, 2008 EDC Meeting Minutes Excerpt Ms. Steinmetz displayed the City's "Housing Resources" Webpage on the screen and summarized the types of outreach being completed through the Website and the City newsletter, Mounds View Matters. Commissioner Larson asked if we could more prominently display the Housing Replacement Program on the Website. Chair Helgemoe urged residents to contact their lender immediately if they are having trouble making their house payments. December 12, 2008 EDC Meeting Minutes Excerpt Ms. Steinmetz said that the EDA discussed this item on December 8, 2008. She reported that the EDA had received an application for the EDA's Housing Replacement Program, which is a program that offers applicants two options: demolition assistance or acquisition assistance. She stated that the current applicant asked the EDA to purchase their home but since the home was not included on the EDA's list of eligible properties, the EDA had to consider whether to add the home to the list. Ms. Steinmetz said that the EDA decided to reconsider updating the list in Summer/Fall 2009 and denied the Housing Replacement Program application. • Commissioner Johnson stated that she thinks it is odd that the EDA is required to have this list because it sets an odd tone for homeowners. She added that she understands that all of the homes on the list are not necessarily blighted. She asked why not simply add all Mounds View homes to the list. Community Development Director Ken Roberts stated that he thinks the State Auditor requires the City to keep a set list so that the list is not arbitrary because the City needs to have given the properties on the list some thought. Commissioner Wagner said that many of the homes on the list seem to be located in areas slated for redevelopment and that homeowners located on County Road 10 may not want to remodel because of their location on County Road 10. Commissioner Johnson asked why the list is not updated every year. Mr. Roberts responded that each time the list is updated; the City must go through a legal process, which is not cost effective for the City to do every year. He added that it seems as if the EDA's consensus on December 8th was that the list should be updated every four to five years and that it is better to update the list during the summer and fall months when the condition of the City's properties is fresh in the mind of the City's housing/code enforcement officer. • July 16,2010 EDC Meeting Item 6A—Housing Programs Page 4 of 5 • Discussion Listed below are the five housing programs currently being offered to Mounds View residents: • Ramsey County Residential Rehab Deferred Loan o There is a waiting list of about 60 people in the Ramsey County Rehabilitation Program. The program allows the EDA to provide Tax Increment Financing (TIF) assistance to homeowners or developers for demolition or acquisition assistance through the program. The intent of the program is to replace blighted homes with new homes that increase and maximize the value of the individual property and increase the value of the surrounding neighborhood. The program is a traditional neighborhood revitalization program. • The financial assistance provided by the EDA through the Housing Replacement Program is a ten-year/forgivable deferred loan. In other words, if the homeowner or developer owns the property for ten years after the contractor builds the home, the EDA completely forgives the loan. The Housing Resource Center administers the program on behalf of Mounds View. The City pays an annual fee to the Housing Resource Center to administer this program and to provide other housing-related services to Mounds View residents. Attached is a list of programs available to residents through the Housing Resource Center. Program Usage Since the program's inception in 1996, the EDA has been involved with the acquisition and/or demolition of about five homes in Mounds View. To date, the EDA has received twelve formal applications for the program and two informal applications. Residents submitted the informal applications and asked the EDA to discuss the acquisition of their homes but did not want to apply for the program. Program Amendments Per the attached program history, the EDA has amended the program several times. The last time the EDA discussed the program was in late 2008 when the EDA considered updating the outdated list of parcels eligible for the program. The EDA declined to do so because the City's public finance advisors estimated the cost of updating the list would be $3,000. July 6,2010 Council Work Session Item 3—Housing Replacement Program Review Page 2 of 3 • Discussion Recent EDA Actions Since December of 2008, the EDA has denied the last three requests from residents inquiring about the program's acquisition option. These actions are consistent with the EDA's decision in 2007 to refocus the program towards demolition of blighted properties rather than the acquisition option. Based on the EDA's recent actions, the City's current budgetary crisis and the effect of today's economy on homeowners' ability to maintain their homes, staff is suggesting that the EDA consider refocusing the Housing Replacement Program. Ideas for Refocusing the Program Refocusing the Housing Replacement Program could mean using 2011 Housing Replacement Program funds towards implementing two of the Council's 2010 goals & priorities. These are to "Continue Emphasis on Code Enforcement throughout the City" and to "Continue Focus on Issues Relating to Home Foreclosures and Vacancies" (the Council does not have a formal goal or priority to revitalize neighborhoods through the replacement of housing). Since 1996, the EDA has annually allocated $150,000 toward the Housing Replacement Program. When the EDA discusses its 2011 budget, staff would like the EDA to consider • maintaining the $150,000 for neighborhood revitalization purposes. However, rather than keeping the Housing Replacement Program, staff is suggesting that the EDA consider reallocating $100,000 towards a code enforcement rehabilitation program and $50,000 towards a housing demolition program. The Housing Resource Center would administer both programs per the annual fee that the City already pays the Housing Resource Center; however, the City would need to discuss the details of the programs with the Housing Resource Center. About Possible New Programs A code enforcement rehabilitation program would provide low-income homeowners who have received notice of code violations from the City with the ability to bring their home into compliance. Attached is an example of such a program from the City of Tallahassee, FL. Tallahassee offers this program as an interest free/no-monthly payment loan up to $2,500 per unit. The loan is forgivable after five years if the homeowner remains in the home. Another example of a code rehab program is the City of Minneapolis's code abatement loan program. Minneapolis offers an interest-free loan for up to $20,000 for code abatements for households that are within 50 percent of the median income for the Twin Cities Metro area. The homeowner repays the City for the loan when the owner sells the house. A housing demolition program would have the same criteria as Mounds View is Housing Replacement Program but would not offer acquisition assistance. Since that time, the EDA has been involved with the acquisition and/or demolition of about five homes in Mounds View. The objectives of the program are as follows: • Replace deteriorating substandard housing on scattered sites throughout Mounds View with larger, higher value housing designed for owner-occupied families • Eliminate the blighting influence of substandard housing • Increase the availability for quality housing for families The program has the following two options: 1. Demolition assistance provided as a ten year/forgivable deferred loan 2. Property Acquisition (the EDA will purchase the home and market it to potential buyers) Discussion On June 21, 2010, staff received the attached Housing Replacement Program application from Mr. Ken Nollet, owner of a single-family home located at 7968 Edgewood Drive in Mounds View. Built in 1941, the home sits on a .84-acre lot. Mr. Nollet is asking the EDA to acquire the property. Mr. Nollet inherited the property from his uncle and does not reside in the property (the house is currently vacant). Mr. Nollet works and lives in Japan. He will be attending the EDA meeting to answer any questions the EDA may have about his Housing Replacement Program application. Mr. Nollet's application meets the EDA's Housing Replacement Program criteria. The criteria is attached for the EDA's review. The property is on the City's list of parcels eligible for acquisition as part of the EDA's Project Plan for the Mounds View Economic Development Project. In addition, the home qualifies for the Housing Replacement Program's blight test because of the totality of the home's deficiencies. Mounds View's Housing/Code Enforcement Inspector Jeremiah Anderson completed an exterior and • interior inspection of the property on July 7, 2010. Ramsey County's Estimated Market Value of the house is $120,800 in 2010 and $112,300 in 2011. One purpose of neighborhood revitalization is to fix a deteriorating housing stick in order to increase property values. Increased property values leads to an increased tax base for the City, which helps the City provide essential services that the residents need and expect. The housing stock surrounding 7968 Edgewood Drive has deteriorated based on the amount of vacant and foreclosed properties located within the neighborhood. Unfortunately, the status of the housing stock in this neighborhood is not unlike many neighborhoods in the City. The success of any community includes, but is not limited to, a well-maintained housing stock. Whether the EDA approves this most recent Housing Replacement Program application, this neighborhood, along with many other Mounds View neighborhoods, need access to some sort of neighborhood revitalization program. Recommendation Staff recommends that the EDA adopt the attached Resolution 10-EDA-260 Authorizing the Expenditures of TIF funds for the Appraisal of 7968 Edgewood Drive. Review Housing Rehabilitation Program Options Economic Development Specialist Heidi Steinmetz summarized her staff report prompted by a recent application for the EDA's Housing Replacement Program, which is a program that offers financial assistance to home owners or developers that want to replace blighted homes in Mound View with new, higher valued homes. Ms. Steinmetz provided background on the EDA/Council's recent discussions about refocusing the program to serve Mounds View residents better. She also included past EDC Draft EDC Minutes July 16,2010 Page 2 of 4 meeting minutes from 2008, which was the last time the EDC discussed Mounds View's 411 housing programs. Staff asked the EDC to discuss and provide feedback on the City Council's recent housing program discussions and requested ideas for structuring a housing program or programs that the EDC thinks would fill a need for Mounds View residents while not repeating an existing program. Commissioner Larson said that he attended the EDA's meeting this past Monday and has since driven around the City comparing the neighborhoods where the EDA had purchased homes vs. the neighborhoods where the EDA had denied Housing Replacement Program applications. He said that he noticed a big difference in the housing stock between the neighborhoods he compared, therefore does not think that the EDA should back away from acquiring blighted homes within the City. He thinks that newer or updated homes will provide much more tax base for the City. He mentioned that the EDA could provide demolition assistance to property owners that would rather sell an empty lot vs. a lot with a dilapidated home on it. Vice Chair Wagner-Harkonen agreed with Commissioner Larson's input. She said people are not building new homes right now but some people are purchasing property for investment purposes. She said neighbors would rather have an empty lot next door rather than a blighted property in the neighborhood. Chair Meehlhause agreed. Vice Chair Wagner-Harkonen added that an empty lot would be more attractive to buyers than a lot with a blighted home on it. • Chair Meehlhause said that he agrees that the EDA should not drop the option of possibly purchasing blighted residential properties because the only other option of removing extremely blighted properties is eminent domain. Commissioner Entsminger agreed that the City should demolish blighted properties. She also asked that if the City were to establish a code enforcement rehabilitation loan program (like the example of the Tallahassee, FL program that was included in the EDC's packet), what type of code violations would qualify for improvement under the program. Ms. Steinmetz answered that improvements would relate to life safety issues and structural issues rather than debris cleanup. Commissioner Entsminger added that she is not in favor of a deferred loan program because a deferred loan is a grant and the taxpayers should not have to pay for other people's home improvements. Community Development Director Roberts added that the Tallahassee program is for exterior improvements that would improve the image of a neighborhood. The program is not for the rehabilitation of a kitchen or a bathroom. He said the program is just one idea of a program that Mounds View residents might need. Commissioner Entminger said that the City should get involved in issues like this, especially to correct electrical problems because those are life safety issues. Motion/Second: Commissioner Larson moved and Commissioner Entsminger seconded a recommendation that the EDA consider implementing a program like Tallahassee, Florida's Code Enforcement Rehabilitation Program. Motion Carried: 4 Ayes 0 Nays Draft EDC Minutes July 16,2010 Page 3 of 4 Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Larson seconded a recommendation that the EDA retain the option of purchasing blighted residential properties (both the land and the structure) in their Economic Development toolbox. Motion Carried: 4 Ayes 0 Nays Motion/Second: Commissioner Entsminger moved and Commissioner Larson seconded a recommendation that the EDA allow more flexibility in how they allocate the $150,000 that has previously been budgeted for the EDA's Housing Replacement Program. Motion Carried: 4 Ayes 0 Nays Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Entsminger seconded a recommendation that the EDA offer an option to pay for the demolition of blighted residential structures without purchasing the land. Motion Carried: 4 Ayes 0 Nays Commissioner Entsminger stated that she hopes the City Council will discontinue their discussions about City staff layoffs. She said that she does not think that City staff should have to hear about those discussions repeatedly because it's not productive for staff to have to walk on eggshells. She feels that the economy is going to turn around and if the Council removes staff, the City will be behind the eight ball and will have to spend more time and money looking for replacements. • Commissioner Entsminger left the meeting at this time (8:21 am). 7. REPORTS OF COMMISSIONERS Commissioner Larson mentioned that he heard the Council say during this past Monday's meeting that they do not want to get into the real estate business but he believes that the City is loosing money by allowing non-sellable lots sit vacant or blighted for too long. He said that Mounds View's large lots would be even more valuable in years to come due to Mounds View location near the Twin Cities. Vice Chair Wagner-Harkonen added that the City is loosing out on opportunities to improve neighborhoods by not using the EDA's allocated housing funds. Chair Meehlhause added that a dilapidated housing stock creates a negative impression of the community and negative impressions are difficult to change. 8. The Council appeared interested in the idea of eliminating the acquisition option and asked City staff to present housing rehabilitation program concepts at a future EDA meeting. The EDA reviewed five housing assistance concepts for Mounds View on August 9th and asked City staff to refine the three concepts for the City Council to discuss again at the September 6th Work Session. • Discussion Staff is suggesting that the EDC review the three concepts and provide direction to the EDA/City Council on using the EDA's existing Housing Replacement Program dollars towards funding one or more of the concepts. Since 1996, the EDA has allocated $150,000 per year towards the Housing Replacement Program. Note: The funds do not accumulate annually and the EDA cannot transfer these funds into the City's General Fund because all of the EDA's funds are Tax Increment Financing dollars. Concept 1: Mounds View Residential Rehabilitation/Code Enforcement Deferred Loan There would be two options to this loan (the rehabilitation option or the code enforcement option). The rehabilitation option repeats an existing program offered through the Housing Resource Center (the Ramsey County Residential Rehab Deferred Loan). However, due to the lack of funding and the limitation of a long waiting list, City staff suggests that the EDA offer the same program and combine it with a code enforcement option, so that Mounds View's program would be called the "Mounds View Residential Rehabilitation/Code Enforcement Deferred Loan". Below is sample program criteria: Rehabilitation Option The maximum deferred loan amount is $15,000. Eligible properties are owner-occupied single-family dwellings located in Mounds View with the Estimated Market Value at or below $251,750. Eligible work includes repairs, replacement or construction to correct local or state code violations, health and safety items and reducing long-term • maintenance and energy costs. Mounds View would offer the loan to residents in the following two tiers according to income limits according to the annually adjusted Area Median Income (AMI). 8-20-2010 EDC Meeting Item 6A—Housing Assistance Concepts Page 2 of 3 • Tier 1: Low-Income Homeowners: (at or below 50% AMI) Limit for a family of four under $41,950 annual income. The loan is totally forgiven if the homeowner remains in the home for at least 10 years. Tier 2: Moderate Income Homeowners: (between 50% and 80% of AMI) Limit up to $64,000 annual income for a household of four. The loan is deferred, without interest or payments, repaid in full at time of transfer or sale of the property. Code Enforcement Option This concept would assist income-eligible homeowners (owner-occupied) who have received one or more code violation notices from the City. The idea of this program is to make money available to homeowners to make the necessary repairs to bring their home into compliance. The deferred loan amount is up to $5,000. Eligible repairs may include the following: • Exterior painting • Rafters, soffit and fascia repair • Window glass and screens • Railings and stairs • Landing and porches • Ineligible repairs include: • Repairs to mobile homes • Driveways, sidewalks and paved areas; and • Removal of inoperable vehicles Client Eligibility To receive repair work, the applicant must demonstrate ownership of the unit and it must be his or her primary residence. Total household income cannot exceed 80% of the area median income, adjusted for family size, as defined by the United States Department of Housing and Urban Development. Applicants must demonstrate proof of income. Department of Housing and Urban Development (HUD) Income Guidelines (as of May 2010) (Family Size - Max Gross Income) • 1 Person - $35,700 a 2 Persons - $40,800 • 3 Persons - $45,900 • 4 Persons - $50,950 a 5 Persons - $55,050 • 6 Persons - $59,150 • 7 Persons - $63,200 • • 8 Persons - $67,300 8-20-2010 EDC Meeting Item 6A—Housing Assistance Concepts Page 3 of 3 This program would assist low-income (at or below 50% AMI) homeowners to address immediate conditions in the home. There would be no interest or payments on this loan but it would be repaid in full at time of transfer or sale of the property. The loan amount would be between $1,000 to $5,000. Immediate conditions are generally defined as property damage beyond the homeowner's control or that are necessitated by a system or structural failure that has caused or could cause the home to be uninhabitable. Eligible repairs to the home's exterior would be painting, roof repairs (leaks), tree removal (fallen tree from a storm), plumbing repairs (water heaters, sewer backups), heating and cooling system repairs or replacement (only during unforeseen breakdowns). Concept 3: Mounds View Foreclosure Recovery Program This program could be modeled after the City of Brooklyn Park's efforts to provide down payment assistance of up to $7,500 to homebuyers that purchase homes that have been rehabilitated by for-profit and non-profit housing developers that have partnered with the City. The homebuyers would have to purchase the homes through the housing developer. Recommendation Staff is requesting that the EDC provide direction to the EDA/City Council on using the EDA's existing Housing Replacement Program dollars towards funding one or more of the S three concepts mentioned above. Staff will present the EDC's input to the City Council at the September 6th Work Session. No matter the outcome of the EDC and EDA/Council's discussions about housing assistance, the Housing Resource Center would assist City staff in developing and refining program criteria. She also asked that if the City were to establish a code enforcement rehabilitation loan program (like the example of the Tallahassee, FL program that was included in the EDC's packet), what type of code violations would qualify for improvement under the program. Ms. Steinmetz answered that improvements would relate to life safety issues and structural issues rather than debris cleanup. Commissioner Entsminger added that she is not in favor of a deferred loan program because a deferred loan is a grant and the taxpayers should not have to pay for other people's home improvements. Community Development Director Roberts added that the Tallahassee program is for exterior improvements that would improve the image of a neighborhood. The program is not for the rehabilitation of a kitchen or a bathroom. He said the program is just one idea of a program that Mounds View residents might need. Commissioner Entminger said that the City should get involved in issues like this, especially to correct electrical problems because those are life safety issues. The Council showed interest in developing concepts for a housing rehabilitation program. On August 9th,the EDA reviewed five housing rehabilitation concepts and narrowed them down to three. The three concepts are included in today's EDC packet. Ms. Steinmetz provided a brief overview of each concept and asked the EDC to provide input on the three concepts. The EDC's input will be forwarded to the Council for their discussion at the Sept. 6th Work Session. The Housing Resource Center also offers free home remodeling advice to Mounds View homeowners. Commissioner Johnson asked if there are income limits to the free services offered by the Housing Resource Center. Ms. Steinmetz said there are no income limits. Commissioner Johnson asked what constitutes a"housing developer" in the sample criteria for Concept 3. Ms. Steinmetz answered that a "housing developer'would be considered the homeowner. Community Development Director Ken Roberts added that the homeowner probably bought the foreclosure from a bank. Ms. Steinmetz added that city staff, the EDA or the Council have not discussed these details yet. Mr. Roberts added that if the EDA were to approve Concept 3, the City would "vett" any developer that would try and do improvements on a foreclosed home in Mounds View. Commissioner Belting asked if the EDA transfers the $150,000 of Housing Replacement Program Tax Increment Financing (TIF) funds towards forming a new Mounds View home improvement loan program; would there be more TIF available to fund a similar program the following year? Ms. Steinmetz said there is unobligated TIF available that the EDA could • choose to use towards Mounds View's housing needs. Mr. Roberts reminded the EDC, however, that the Council's first priority is to use the EDA's TIF funds towards the Street Project. Ms. Steinmetz urged the EDC, EDA and City Council to remember that traditional Economic Development involves job creation and housing assistance. Commissioner Belting agreed. Commissioner Belting asked how the Housing Resource Center administers loans, specifically if the funds are released before the work is completed. Ms. Steinmetz said that the Housing Resource Center administers loans like banks do. Mr. Roberts added that the funds would be paid to the contractor. Commissioner Larson said that he thinks that the EDA should add a demolition loan concept to their list of concepts. He added that homeowners are probably not going to make $20,000 of improvements to a$90,000 house. He said that it makes more sense to remove a blighted home and replace it with a larger, more valuable home. The EDC agreed and said that the City should develop criteria for determining which homes would be eligible for demolition. Commissioner Belting said that he likes all three concepts and $150,000 seems like a reasonable amount of funding for this program but that the City will not know the proper amount of funding is needed until the program is implemented. Suzanne Snyder and Marie Malrick of the Greater Metropolitan Housing Corporation (the Housing Resource Center's parent organization) plan to attend the October 25th EDA meeting to present the EDA with answers to the above questions. Ms. Snyder expressed concerns to City staff about setting the loan to value ratio at 90% (instead of 110% as originally proposed by City staff) because many of the Mounds View homeowners that could benefit from the proposed loans do not have 10% or more equity in their homes. Program Funding The program is funded by the EDA through Tax Increment Financing. • Loan Administration Zero-interest deferred loans shall be administered by the Housing Resource Center, NorthMetro Office, a division of the Greater Metropolitan Housing Corporation (GMHC). Program Options The program offers the following four options for participation, which are described in subsequent pages of this document. 1. Demolition Deferred Loan 2. Demolition Bids Applicants are encouraged to first consider the Spring Lake Park/Blaine/Mounds View Fire Department's house burning/training program demolition option. If that option is not feasible, applicants must obtain three demolition bids. The demolition contractor will be required to obtain all necessary City permits, pay applicable • fees and provide for appropriate handling and abatement of any hazardous materials encountered. All contractors must be licenses and insured. Blight Qualification (for Demolition Deferred Loan Only) Once a deferred loan application is received, Mounds View's Code Enforcement/Housing Inspector will arrange, by appointment, an inspection of the interior of the home to establish blight qualification. In addition, the inspector will make a determination as to the potential presence of hazardous materials on the property and will obtain a statement from the interested participant about any knowledge of the property's use for production, storage, deposit, or disposal of any toxic or hazardous wastes or substances or asbestos products whatsoever, during the time the interested participant owned the property and before the date of interested participant purchased property. If a property satisfies the blight conditions as outlined herein, demolition procedures can continue. They anticipate having the financing completed (bonds sold) by the end of October and will close on the three properties soon after, and want to start construction in November. Ebenezer will be the managing company of the facility. 8B - Update on Sign Code Amendments Chapter 1008 about the sign code was amended with a second reading and adoption at the City Council meeting on Monday, October 11, 2010. These amendments will go into effect in late November. Most of the code changes are for temporary signs, but the City also made a few amendments for campaign signs because of the State Primary election date change. The City Council wanted to be more flexible with temporary signs to help 1111 businesses. The biggest change is that businesses are now allowed to have 4 temporary sign permits, but can have a 5th permit if at least one of the permits is for a banner. Previously only 3 temporary sign permits were allowed. The permit fee for any sign will now double if the sign was installed without first obtaining a sign permit. Not getting permits for signs is an on-going problem for City Staff, and some businesses repeatedly do not get sign permits. A couple types of temporary signs no longer require a permit - window signs (no more than 50% coverage), flag stringers, ground signs (max 4 square feet) and sandwich boards (max 8 square feet) if they are placed within 15 feet of the advertising business and removed at the end of each business day. APPROVAL OF APRIL 16, 2010 EDC MINUTES Chair Gary Meehlhause noted two corrections to the April 16th minutes: 1) clarify Anoka & Ramsey Counties on page one and 2) add Ken Roberts's name to item 8A on page two. SPECIAL BUSINESS There was no Special EDC business. 6. EDC BUSINESS A. Review Housing Rehabilitation Program Options Economic Development Specialist Heidi Steinmetz summarized her staff report prompted by a recent application for the EDA's Housing Replacement Program. This is a program that offers financial assistance to home owners or developers that want to replace blighted homes in Mound View with new, higher valued homes. • Ms. Steinmetz provided background on the EDA/Council's recent discussions about refocusing the program to serve Mounds View residents better. She also included past EDC Draft EDC Minutes July 16,2010 Page 2 of 4 meeting minutes from 2008, which was the last time the EDC discussed Mounds View's housing programs. Staff asked the EDC to discuss and provide feedback on the City Council's recent housing program discussions and requested ideas for structuring a housing program or programs that the EDC thinks would fill a need for Mounds View residents while not repeating an existing program. Commissioner Larson said that he attended the EDA's meeting this past Monday and has since driven around the City comparing the neighborhoods where the EDA had purchased homes vs. the neighborhoods where the EDA had denied Housing Replacement Program applications. He said that he noticed a big difference in the housing stock between the neighborhoods he compared, therefore does not think that the EDA should back away from acquiring blighted homes within the City. He thinks that newer or updated homes will provide much more tax base for the City. He mentioned that the EDA could provide demolition assistance to property owners that would rather sell an empty lot vs. a lot with a dilapidated home on it. Vice Chair Wagner-Harkonen agreed with Commissioner Larson's input. She said people are not building new homes right now but some people are purchasing property for investment purposes. She said neighbors would rather have an empty lot next door rather than a blighted property in the neighborhood. Chair Meehlhause agreed. Vice Chair Wagner-Harkonen added that an empty lot would be more attractive to buyers than a lot with a blighted home on it. • Chair Meehlhause said that he agrees that the EDA should not drop the option of possibly purchasing blighted residential properties because the only other option of removing extremely blighted properties is eminent domain. Commissioner Entsminger agreed that the City should demolish blighted properties. She also asked that if the City were to establish a code enforcement rehabilitation loan program (like the example of the Tallahassee, FL program that was included in the EDC's packet), what type of code violations would qualify for improvement under the program. Ms. Steinmetz answered that improvements would relate to life safety issues and structural issues rather than debris cleanup. Commissioner Entsminger added that she is not in favor of a deferred loan program because a deferred loan is a grant and the taxpayers should not have to pay for other people's home improvements. Community Development Director Roberts added that the Tallahassee program is for exterior improvements that would improve the image of a neighborhood. The program is not for the rehabilitation of a kitchen or a bathroom. He said the program is just one idea of a program that Mounds View residents might need. Commissioner Entminger said that the City should get involved in issues like this, especially to correct electrical problems because those are life safety issues. Motion/Second: Commissioner Larson moved and Commissioner Entsminger seconded a recommendation that the EDA consider implementing a program like Tallahassee, Florida's Code Enforcement Rehabilitation Program. • Motion Carried: 4 Ayes 0 Nays Draft EDC Minutes July 16,2010 Page 3 of 4 Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Larson seconded a recommendation that the EDA retain the option of purchasing blighted residential properties (both the land and the structure) in their Economic Development toolbox. Motion Carried: 4 Ayes 0 Nays Motion/Second: Commissioner Entsminger moved and Commissioner Larson seconded a recommendation that the EDA allow more flexibility in how they allocate the $150,000 that has previously been budgeted for the EDA's Housing Replacement Program. Motion Carried: 4 Ayes 0 Nays Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Entsminger seconded a recommendation that the EDA offer an option to pay for the demolition of blighted residential structures without purchasing the land. Motion Carried: 4 Ayes 0 Nays Commissioner Entsminger stated that she hopes the City Council will discontinue their discussions about City staff layoffs. She said that she does not think that City staff should have to hear about those discussions repeatedly because it's not productive for staff to have to walk on eggshells. She feels that the economy is going to turn around and if the Council removes staff, the City will be behind the eight ball and will have to spend more time and money looking for staff replacements. • Commissioner Entsminger left the meeting at this time (8:21 am). 7. REPORTS OF COMMISSIONERS Commissioner Larson mentioned that he heard the Council say during this past Monday's meeting that they do not want to get into the real estate business but he believes that the City is losing money by allowing non-sellable lots sit vacant or blighted for too long. He said that Mounds View's large lots would be even more valuable in years to come due to Mounds View location near the Twin Cities. Vice Chair Wagner-Harkonen added that the City is losing out on opportunities to improve neighborhoods by not using the EDA's allocated housing funds. Chair Meehlhause added that a dilapidated housing stock creates a negative impression of the community and negative impressions are difficult to change. 8. Review Proposed Mounds View Home Improvement Loan Criteria Economic Development Specialist Heidi Steinmetz provided an overview of the EDA, City • Council and EDC's past discussions about this item. Ms. Steinmetz asked for the EDC's feedback on the proposed loan criteria, specifically the loan to value ratio criteria. REPORTS OF COMMISSIONERS Commissioner Johnson announced that there would be a pancake breakfast tomorrow morning at Moe's from 7:30 to 10:30am to support the lrondale Orchestra. Commissioner Helgemoe announced that the Twin Cities North Chamber would be hosting a Small Business Expo at The Mermaid next Tuesday, October 26th beginning at 5pm. 8. REPORTS OF STAFF City staff provided the EDC with updates on the following items: Update on Select Senior Living Project The EDC discussed the importance of creating a trailway from the senior housing building leading to area business. Update on Sign Code Amendments Community Development Director Ken Roberts mentioned that he hopes the changes to the sign code will help to better serve Mounds View businesses. Mounds View Business News Ms. Steinmetz told the EDC that an employee of Mounds View's Midwest Motor Express, Frank Dietz, recently received the Maintenance Professional of the Year award from the Minnesota Trucking Association. Available Business Sites in Mounds View Commissioner Larson asked if there is any news on the PAK building. Ms. Steinmetz replied that the two owners of the building are still trying to decide if the building should be leased or sold. Commissioner Johnson asked why the vacant BP gas station building is not on the list of available sites. Ms. Steinmetz replied that the building is not officially for sale or lease at this time. Commissioner Helgemoe asked who owns the property. Mr. Roberts replied that the property is privately owned. • Commissioner Wagner-Harkonen mentioned that RJ Riches' recent paint job looks very nice. The two vacancies are "resident representative"vacancies. Chapter 408 of the Mounds View City Code states "The Commission shall be composed of seven equal voting members, including three business representatives and four residents". The City Code also states that the EDC must recommend whom the EDA/Council should appoint to the EDC. Attached is Chapter 408 for the EDC's reference. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. For the purpose of initiating the Commission, the terms of all members shall expire December 31, 1994. Removal from Office: Any member of the Commission may be removed from office for just cause and on written charges by at least four-fifths (4/5) of the entire Authority. Such member may be entitled to a public hearing before such a vote is taken. An appointed member may also be removed by the Authority for nonattendance at Commission meetings if a Commissioner is absent from five (5) regularly scheduled meetings per year or from three(3)consecutive meetings,without the consent of the Commission. The Commission shall also elect a vice-chair from among its appointed members for a term of one (1) year. Regular Meetings: The Commission shall hold at least one (1) regular meeting each month at a time which the Commission shall fix by resolution. Subd. 3. Special Meetings: Special meetings may be called by the chairperson or by any two (2) members of the Commission by a written notice filed with the Clerk-Administrator who then shall notify all members of the Commission of the time and date of the special meeting, at least three(3)days before the meeting date. Subd. 4. Quorum: A majority of the appointed voting Commission members shall constitute a quorum. Subd. 5. Voting Privileges: Each of the appointed members shall have equal voting privileges. Subd. 6. Bylaws: The Commission shall adopt bylaws for its governance and for the transaction of its business. The bylaws will be reviewed on an annual basis at the first regular meeting in February. Subd. 7. Records: A recording secretary shall keep a record of attendance at Commission meetings, a record of resolutions and votes and abstentions on each question requiring a vote. Confer with and advise the Authority on all matters concerning the industrial and commercial development and redevelopment of the City. Subd. 2. Publicize, with the consent of the Authority, the industrial and commercial advantages and opportunities of the City. Subd. 3. Collect data and information as to the type of industries and commerce best suited to the City. • Subd. 4. Survey the overall condition of the City from the standpoint of determining whether the City has a community climate for industry and to determine the general receptiveness of the City of particular types of industry. Subd. 5. Publicize information as to the general advantages of industrial and commercial development and redevelopment in a community. Subd. 6. Cooperate with all industries and businesses in the City and in the solution of any community problems which they may have, and to encourage the expansion, development and management of such industries and business so as to promote the general welfare of the City. Subd. 7. Coordinate the Economic Development activities of the various groups active in the City. Subd. 8. Recommend zoning changes and development of areas suitable for industrial and commercial development and redevelopment to the Planning Commission. Subd. 9. Develop, compile, coordinate and publicize information such as, but not limited to the following: a. Available industrial and commercial sites including number of acres and square footage, approximate price,existing zoning and proximity to highways. c. Available buildings for industrial and commercial operations, including type of buildings, number of square feet,existing zoning and proximity to highways. d. Transportation facilities, including railroads, motor carriers, water transportation, air transportation and highway facilities that serve the area. e. Electric power available. f. Fuels available for industrial and commercial use. g. Sewage disposal facilities. h. Water supply facilities. i. Community facilities such as fire,police and educational. • j. Recreational facilities. k. Going wage rate in the City for the trades, skilled and semi-skilled and white collar workers. 1. Availability of labor. m. General community attitude toward industrial and commercial expansion, development, redevelopment and attraction. n. Experience and programs of surrounding communities in regards to industrial and commercial expansion, development,redevelopment and attraction. o. Financial and technical resources available to new and existing businesses at the local, County, State and national levels for economic expansion and vitality. Subd. 10. Recommend Authority and Planning Commission policies and particular actions in regards to industrial and commercial expansion development,redevelopment and attraction. Subd. 11. Cooperate with and use the services of the Minnesota Department of Trade and Economic Development,Minnesota Housing Finance Authority and any other organizations at the national, State, County and local levels that are deemed conducive to the overall vitality of the City. • City of Mounds View 1 S 408.09 408.09 Subd. 12. Our programs are designed to enhance community's economic strength, civic empowerment, technological capacity, and social capital as Minnesota communities face changes in demographics, social change, technological capacity, etc. As I've been employed in this area it has been interesting to have exposure to some of the interventions our center has had with other communities that trying new approaches to their economic development issues, especially retail and business concerns.
