CALL TO ORDER: Chairperson Greg Belting called the meeting to order at 8:00 a.m. 2. ROLL CALL: Members Present: Dr. Greg Belting, Jackie Entsminger, Tom Field, Jason Helgemoe, and Torri Johnson Members Absent: David Fox, Stan McDonald O Staff Present: Others Present: Economic Development Coordinator Aaron Backman None. 3. REPORT OF COMMISSIONERS, STAFF AND EDA LIAISON A. Commissioner Reports: None B. Report of EDA Liaison: None C. TCN Chamber of Commerce Update: As members are aware the state legislature is in session and various discussions have been held regarding LGA cuts, joint and several liability reform, and transportation funding. Backman has attended Friday morning conference calls for legislative updates with the Minnesota Chamber. The Chamber's Spring Golf Tournament occurs next week on May 20th at Majestic Oaks. Helgemoe noted that 152 people have signed O up so far to participate. The Chamber continues to seek sponsorships or silent auction items for this fundraising event. Edqewood Regional Pond—Successful Closeout w/State: Backman mentioned that the City of Mounds View's application to DTED for regional pond was submitted in 1999. The pond was needed to facilitate the Mermaid expansion. On May 5, 2003, DTED sent a letter congratulating the City on the successful completion of the project. Backman read the letter from Commissioner Kramer changing the grant status to "closed" and complementing the City's administration of its grant. Rice Creek Watershed District is the final entity to yet reimburse the City for eligible costs. That is expected in the next couple of weeks. 2. Update of Manufactured Home Revitalization Program: Field mentioned a lead story on Channel 9 in early May disappointed him. Tom Lyden referred to the MV Manufactured Home Community as a run-down mobile home park. Field sent an email to Jim Ericson and would like contact be made with the news organization regarding an appropriate response. Backman will follow up. He then distributed copies of the latest monthly status report for the Moundsview Manufactured Home Community Revitalization Program. It indicated that seven housing rehabilitation loans have been completed and one unit acquisition is pending. The owners of the park are also spending money on infrastructure improvements, including replacing water lines and addressing stormwater runoff. Backman had a meeting with Greg Lee,the Public Works Director, regarding adding a second or backup water line for the Park. Lee will call to set up a meeting of the different members. 3. Developer Activities—Community Dev. Group (Amoco Site): Not a lot a progress to report. • Mike Fox,the owner of the Silverview Terrace Apartments(to the south of Amoco),continues to want his northern boundary defined before he considers selling 40 feet or so of his property. The developer has located someone to do so, but is reluctant to commit to the expense until there is a deal with Amoco. 4. Metro North CVB Executive Meeting: On May 14th Backman attended the Metro North CVB Executive Meeting. The Committee discussed the state budget reductions for the Minnesota Sports Commission,the impacts that might have, and what role the CVB could play. Options will be presented to the full Board in June. We also discussed four candidates for two openings on the full Board. Backman suggested that Maureen Cattell, General Manager for the Days Inn in Mounds View and a hotel representative from Coon Rapids be selected to serve on the Board. The Executive Committee concurred. 5. Developer Activities—Lonq Lake & Hwy 10 Medical Office: On May 5th the City Council considered a request to amend the Theater Planned Unit Development (PUD) to allow for siting an office on Outparcel A (Long Lake Rd. & Co. Hwy 10). The proposed office and retail buildings would add $2.2 million to the City's tax base. City staff did not anticipate any problem with the request and no representative of the developer was present. Unfortunately, the City Council voted 3 to 2 against the request. Concerns centered on parking issues with the theater(not connected to the Long Lake site)and the preference to have a restaurant at that location (owner has been unable to land a restaurant there for five years). The issue was reconsidered by the City Council at its May 12th meeting, with Audie Tarpley, LandCor representative present. The amendment was approved 3 to 2 by the Council. 6. Fiqaro's Pizza—Prospect Activities: On May 8th Backman talked with a prospect that is considering locating in the proposed retail strip near the theater. The principal, Brett Reynolds, who is based in New Brighton, is considering Mounds View as a location for a Figaro's Pizza franchise. This franchise sells both pizzas ready to eat and pizzas to be cooked at home. Mr. Reynolds is also considering two other locations in the Twin Cities— EDC Minutes May 16, 2003 Not Approved Page 3 Roseville and Lino Lakes. He was able to attend the City Council meeting on May 12th and • meet with Audie Tarpley. Mr. Reynolds appears to like the location north of the theater. 6. EDC BUSINESS A. Comparison of Concept Plans for Co. Rd. H2 Residential Project: Backman distributed the various concept plans for the developers pertaining to the project south of County Road H2. Those submitting concept plans in the last couple of weeks were: Pro Craft Homes (Vadnais Hts.), Dave Regel Construction (Spring Lake Park), and Homes by James (Lino Lakes). Backman discussed the street layout, number of units, and general thoughts regarding each plan. He expressed his observation that each developer is capable and knows the market for higher-end homes. It was the consensus of the members that all the concept plans were viable and that all three developers should be considered for selection by the EDA. B. Review of Mounds View's Tax Abatement Policy: Backman indicated that this should be the final version of the revised policy, however, due to time constraints the Commission will have to consider this at its June meeting. 7.
