A. Introduce Twin Cities North Chamber of Commerce New President Tim Roche
Ms. Steinmetz reiterated her staff report regarding the importance of maintaining and
strengthening the City's relationship with its business community.
Commission members introduced themselves to Mr. Roche and shared their role with the

6. EDC BUSINESS
A. Continue Discussion Regarding 2008 Targeted Business List
In April, the EDCreviewed a targeted businesslistthat staff developediais. based on staffs
memory, resident input and input from and elected officials. The EDC asked

staff to categorize thelist (to be less specific)sppofor review at today'smeeting. The EDC
reviewed the below"categorized" list:
• Specialty Retail
o Hardware store
o Jewelry store
o Florist
• Big Box Retail
o Grocery store
• Professional Office
o Medical or dental clinic
o Optometrist office
oFinancial institutions
• Sit-down Restaurants
• Funeral Home
Commissioners Johnson and Meehlhause agreed that"Sit-down Restaurants"could remain
a category of its own and that "Professional Office" could be revised to read "Professional
Office/Services" sothat "Funeral Home" could be added under that category.

The EDC will revisit the list in January of 2009.
The EDC also prioritized their reasons for businessand
recruitment. An increased well-
coordinated tax base is the EDC's#1 priority and sub-priorities
- riorities to that are: a)create jobs b)
provide goods/services that are not already offered in Mounds View and c) consider the
patrons of the
targeted business list (demographics).
Chair Helgemoe concluded with a question: "What are the realistic chances that a"big box"
retail store is goingtolocate in Mounds View because the nly large site left for development
in Mounds View is possibly the Saturn/MultiTech site?" Ms. Steinmetz answered the
question by providing an example that Target's regional real estate person recently visited
the site and told staff that even the smallest Target would not fit on the Saturn/MultiTech site
due to the triangular shape of the lot.

• Chair Helgemoe and Commissioner Meehlhause reiterated the discussion from the
Council/EDC's Redevelopment Roundtable held in April. Mounds View needs, to take
advantage of its development and redevelopment opportunities before Arden Hills TCAAP
site is developed.
B. Review First Draft of Branding Services&Public Communications/Marketinq Plan Request
For Proposals (RFP)
Ms. Steinmetz reminded the EDC of their recommendation last month that the EDA consider
distribution a branding services and/or public communications/marketing plan RFP. She
asked the EDC to consider a draft RFP,which would then be forwarded to the EDA on May
27th for consideration along with the EDC's recommendation.
The RFP was written to include two phases because the EDC had discussed the need for
the City to decide "who we are" and "who we want to be" (Phase 1-branding) prior to
marketing ourselves (Phase 2-public communications/marketing plan).
Commissioner Belting asked if the new road signs were part of this new branding effort, if we
were jumping ahead of ourselves or if he missed something. Ms. Steinmetz stated that the
EDC's input regarding the design of the road signs was provided to the Council prior to the
Council's final decision. She believes that the signs are temporary.
Ms. Steinmetz then provided a histoof the EDC's discussions since January regarding
public communications and marketing.
411111 Chair Helgemoe stated that if the City wants to recruit larger corporations, then the City's
image becomes much more important. Commissioner Belting added that certain marketing
materials should take priority over others. More focus should be given to the City newsletter,
which goes out to thousands of people.
Chair Helgernoe asked Chamber President Tim Roche for his thoughts on the discussion.
Mr.Roche-stated that he feels branding is very important. Chair Helgemoe added that the
Chamber's new brand (as of a few years ago) brought the Chamber to a new and higher
level. Mr. Roche agreed.
7. REPORT OF COMMISSIONERS
Chair Helgemoe advertised the Chamber's golf event. Chamber President Tim Roche
mentioned that Ms.Steinmetz and representatives from the Cities of Columbia Heights and
Fridley provided fifteen-minute Economic Development updates on their communities at the
Chamber's April Business Essentials Luncheon. At the June 19th luncheon,representatives
from the Cities of Arden Hills, Shoreview and New Brighton will provide their own Economic
Development updates.
Commissioner Meehlhause congratulated the Irondale Boys Track team for winning the
North Suburban conference meet yesterday.
Chair Helgemoe congratulated Commissioner Belting again on his new Mounds View City
• Center Suites building.

• Commissioner Belting reminded the group that business retention is just as important as
business recruitment. He mentioned that the EDC should cooperate with the City and
Chamber todo "thank yous" and perhaps send out informational packets to businesses
when the City rebrands itself. We should also ask the businesses if the City is meeting their
needs. He addedthat most often the"face"of the City(in a business's eyes)is when the fire
marshal shows up or when the water bill arrives. He feels that putting a different twist on the
"City's face" is a good idea. Chair Helgemoe mentioned that EDC members could also visit
with businesses.
Chair Helgemoe mentioned that Totino's grand opening was held a week ago and that it's
nice to see staff and appointed and elected officials attend those type of events.
8. REPORTS OF STAFF
A. Housing Resources Update
Ms. Steinmetz displayed the City's "Housing Resources" Webpage on the screen and
summarized the types of outreach being completed through the Website and the City
newsletter, Mounds View Matters. Commissioner Larson askedif we 'could more
prominently display the Housing Replacement Program on the Website.
Commissioner Belting left at this time.
Chair Helgemoe urged residents to contact their lender immediately if they are having
trouble making their house payments.
411 B. Premium Stop Redevelopment Area Update
Ms. Steinmetz provided the EDC with updates on three properties located within the
Premium Stop Redevelopment area.
1. Robert's Sports Bar is now under new ownership. Since they do not have a final
Certificate of occupancy from the City, a grand opening date it is still unknown.
2. The coin Operated car wash, which was damaged by a fire, will be reopening but a
date has not been set at this time.
3. Staff has received its first inquiry regarding the price of the EDA-owned former
Premium Stop parcel. The EDA's Preliminary Development Agreement with Master
DeVelOpment,has now expired, so staff will be marketing the site from now on. The
EDA would like the site to be marketed as a "bundled" redevelopment area rather
than a stand-alone site. The EDA will accept offers for the site but will not set a base
price.
C. Arden Hills TCAAP Project Update
Ms. Steinmetz displayed the City of Arden Hills'Website on the screen and showed the EDA
where to find TCAAP information.
Commissioner Johnson mentioned that she was very impressed with how the City of Arden
• Hills has developed the TCAAP page of their Website.

Chair Helgo me mentioned that we don't want to lose businesses to the TCAAP site, so we
better be proactive with business retention.
Ms. Steinmetz showed the EDC how Mounds View's sites are promoted on the Mounds
View Website. Chair Helgomoe said that it's critical to have a direct link to "Development
Opportunities" from our home page. ,\

Background
At the May 16, 2008 EDC meeting, the EDC discussed the importance of
business retention. The following ideas for completing business retention
activities were mentioned at the meeting:
• Cooperate with the Chamber and send out "thank yous" to businesses
• Send out informational packets to businesses when the City "brands" itself
• Ask businesses if the City is meeting their needs
• EDC members could visit with businesses
Update
Staff recently developed a "Business Database Development Team" comprised
of key City staff that deal with Mounds View business data. Currently, several
separate business databases exist within City Hall. The intent of a new business
database is to build one master business database that contains information that
all City departments can use.
Building a new database will allow staff to visit with each and every Mounds View
business in order to obtain the business's most recent information.
The ideas listed above could be incorporated during staff's meetings with
businesses. Even though the City hasn't branded itself yet, current informational
packets could be delivered to the businesses.
Recommendation
Staff recommends that the EDC alert staff if they wish to accompany staff during
business visits. For instance, if there is a certain business that an EDC member
• would like to visit, please let staff know.

• Staff has not yet scheduled any business visits because the database "fields"
need to be inputted and key City staff needs to verify the template prior to
obtaining updated information from businesses. Staff still wants to know if there
are any businesses that EDC members want to visit.
The database will be created in Geobase, which is a program of PermitWorks.

Background
Per the EDC's recommendation, on May 27, 2008, the EDA authorized the distribution
of a Request for Proposals (RFP) for Branding Services (Phase 1) and the development
of a Public Communications & Marketing Plan (Phase 2). Attached is staffs recent
report to the EDA regarding the proposals received and the evaluation process.
In short, ten proposals were received. Staff chose the top three proposals and is
• currently in the process of interviewing the three finalists. After the interviews, it is
anticipated that staff will recommend one finalist to meet with the EDA on July 28, 2008.
Update
On July 14, 2008, the EDA authorized staff to move forward with the proposal
evaluation process. In addition, the EDA requested that the following information be
provided for review at their July 28, 2008 meeting.
• Copies of finalists' proposals
• Evaluation chart for all ten proposals
• List of cities that each finalist has worked with/for
• Spreadsheet of other MN cities who have completed branding/marketing
• Cost/benefit analysis of completing branding/marketing
Recommendation
Since this project was originated by the EDC, staff encourages EDC members to attend
the July 28, 2008 EDA meeting in order to meet staffs recommended finalist.

Background
The Mounds View Economic Development Commission (EDC) discussed Mounds View
public communications and marketing from January to May 2008. These discussions
resulted in City staff preparing a Branding Services and Public
• Communications/Marketing Plan Request for Proposals (RFP). On May 27, 2008 and
per the attached Resolution 245, the EDA authorized the distribution of the RFP.
The City Council's 2008-2009 Action Plan (approved on April 28, 2008) includes several
action steps related to branding, public communications and marketing for the City.
These include:
• Aggressively Pursue Redevelopment Opportunities
• Review Responsibilities and Define Communications Action
• Council to Review Website
• Re-evaluate Newsletter Preparation & Delivery
• Partner with Chamber to Attract New Businesses, Promote Investment and
Reinvestment
• Develop a Marketing Plan
• Promote Foreclosure Awareness and Prevention Programs
• Increase Public Awareness of Where/How to Report Problem Properties
The distribution of the RFP was the first step for the City to implement these action
steps.
Update
• RFP Distribution List and Timeframe
City staff sent the RFP to the nineteen consultants listed on the attached distribution list.
The list was a compilation of lists of consultants received from the Cities of Anoka and

• Coon Rapids, a few consultants that staff has worked with in the past and two
consultants that requested the RFP from the City.
The RFP was mailed to those on the list on May 28th and proposals were due to the City
on June 27, 2008.
Response
Staff received ten proposals for branding and marketing services for Mounds View. We
were very impressed with the number of consultants that called to ask questions prior to
submittal. There were also two unexpected proposals.
Evaluation
Clerk-Administrator Jim Ericson, Community Development Director Ken Roberts and I
independently evaluated all ten proposals based on the following criteria:
• Responsiveness to the requirements of the RFP
• Organization, presentation, and content of the submittal, including how it relates
to the RFP's referenced attachments
• Knowledge and understanding of the local community environment
• Depth and breadth of the consultant or firm's overall qualifications and
experience
• Demonstration of relevant project experience
• • Qualifications and experience of each of the key personnel
• Best value of proposed services
Staff agreed that the following consultants (in no particular order) submitted the top
three proposals:
• Wolf Marketing & Media
• Citylmage
• Risdall Marketing Group
The attached evaluation chart provides a brief summary of the details of the proposals.
Next Step
The next step in the evaluation process is for City staff to conduct in-person interviews
with each of the consultants July 15-17. It is anticipated that after the interviews, City
staff will choose one consultant to meet with the EDA on July 28tH
Recommendation
On July 28, 2008, staff anticipates asking the EDA and Council to consider a resolution
authorizing staff to negotiate the details of a contract with one of the consultants to
•
complete "Phase 1" of the project (completing branding services for the City). Staff will
propose that the City use some of the EDA's 2008 "Other professional services" dollars
to fund Phase 1 of the project. The current balance in this fund is $43,500.

RESOLUTION APPROVING A BRANDING SERVICES AND PUBLIC
COMMUNICATIONS/MARKETING PLAN REQUEST FOR PROPOSALS (RFP)
AND TO AUTHORIZE DISTRIBUTION AND PUBLICATION OF THE RFP
WHEREAS, in January 2008, the Mounds View Economic Development
Commission (EDC) began monthly discussions about Mounds View public
communications and marketing; and,
WHEREAS, between February and April 2008, the EDC completed an
internal public communication/marketing internal assessment and developed
public communications/marketing target audiences and goals; and,
WHEREAS, on April 7, 2008 the City Council and EDC held a
redevelopment roundtable Work Session and one of the next steps suggested at
the roundtable was to develop a marketing strategy geared towards developers
• and brokers, and;
WHEREAS, on May 16, 2008, the EDC reviewed and approved a draft
Branding Services and Public Communications/Marketing Plan Request for
Proposals (RFP); and,
WHEREAS, the EDA is considering a Request for Proposals (RFP)
process to obtain a highly qualified consultant or firm that would facilitate a
branding exercise for the EDA followed by the development of a public
communications and marketing plan; and,
WHEREAS, the proposed schedule is that the RFP would be sent to
highly qualified consultants or firms on May 28, 2008 and responses would be
due to the City by June 27, 2008.
NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View
Economic Development Authority hereby directs and authorizes staff to proceed
with a Request for Proposals (RFP) and to authorize distribution and publication
of the RFP on May 28, 2008.

were very impressed with the number of consultants that called to ask questions prior to
submittal. There were also two unexpected proposals.
Evaluation
Clerk-Administrator Jim Ericson, Community Development Director Ken Roberts and
independently evaluated all ten proposals based on the following criteria:
• Responsiveness to the requirements of the RFP

• Organization, presentation, and content of the submittal, including how it relates
to the RFP's referenced attachments
• Knowledge and understanding of the local community environment
• Depth and breadth of the consultant or firm's overall qualifications and
experience
• Demonstration of relevant project experience
• Qualifications and experience of each of the key personnel •
• Best value of proposed services
Staff agreed that the following consultants (in no particular order) submitted the top
three proposals:
• Wolf Marketing & Media
• Citylmage
• Risdall Marketing Group
The attached evaluation chart provides a brief summary of the details of the proposals.
Next Step
The next step in the evaluation process is for City staff to conduct in-person interviews
with each of the consultants July 15-17. It is anticipated that after the interviews, City
staff will choose one consultant to meet with the EDA on July 28th
Recommendation
On July 28, 2008, staff anticipates asking the EDA and Council to consider a resolution
authorizing staff to negotiate the details of a contract with one of the consultants to
complete "Phase 1" of the project (completing branding services for the City). Staff will
propose that the City use some of the EDA's 2008 "Other professional services" dollars
to fund Phase 1 of the project. The current balance in this fund is $43,500.

RESOLUTION APPROVING A BRANDING SERVICES AND PUBLIC
COMMUNICATIONS/MARKETING PLAN REQUEST FOR PROPOSALS (RFP)
AND TO AUTHORIZE DISTRIBUTION AND PUBLICATION OF THE RFP
WHEREAS, in January 2008, the Mounds View Economic Development
Commission (EDC) began monthly discussions about Mounds View public-
communications and marketing; and,
WHEREAS, between February and April 2008, the EDC completed an
internal public communication/marketing internal assessment and developed
public communications/marketing target audiences and goals; and,
WHEREAS, on April 7, 2008 the City Council and EDC held a
redevelopment roundtable Work Session and one of the next steps suggested at
111 the roundtable was to develop a marketing strategy geared towards developers
and brokers, and;
approved
WHEREAS, on May 16, 2008, the EDC reviewedanda draft
Branding Services and Public Communications/Marketing Plan Request for
Proposals (RFP); and,
WHEREAS, the EDA is considering a Request for Proposals (RFP)
process to obtain a highly qualified consultant or firm that would facilitate a
branding exercise for the EDA followed by the development of a public
communications and marketing plan; and, •
• WHEREAS, the proposed schedule is that the RFP would be sent to
• highly qualified consultants or firms on May 28, 2008 and responses would be
due to the City by June 27, 2008.
NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View
Economic Development Authority hereby directs and authorizes staff to proceed
with a Request for Proposals (RFP) and to authorize distribution and publication •
of the RFP on May 28, 2008.
