CALL TO ORDER Chair Jason Helgemoe called the meeting to order at 7:35am 2. ROLL CALL Members Present: Chair Jason Helgemoe, Vice Chair Gary Meehlhause, Commissioners Belting, Torri Johnson (arrived at 7:40 a.m.), Dan Larson and Jennifer Wagner Members Absent: Commissioner Jackie Entsminger Staff Present: Community Development Director Ken Roberts and Economic • Development Specialist Heidi Steinmetz 3. APPROVAL OF AGENDA 4. APPROVAL OF EDC MINUTES Vice Chair Meehlhause noticed under Item 6A on page 2, the word "contract" should be changed to "contract" and under Item 7 on page 3, the number ".5" should be changed to ".05". Motion/Second: Commissioner Larson moved and Commissioner Wagner seconded the approval of the August 15, 2008 EDC minutes. Motion Carried: 5 Ayes 0 Nays 5. SPECIAL BUSINESS Commissioner Johnson arrived at this time. There was no special business. 6. EDC BUSINESS • There was no EDC business. Draft EDC Minutes November 21,2008 Page 2 of 4 • 7. REPORT OF COMMISSIONERS Chair Helgemoe reported that Commissioner Belting's term on the EDC expires on December 31, 2008. Commissioner Belting responded that his application would be submitted to staff by the December 1, 2008 deadline. Community Development Director Ken Roberts arrived at this time. Chair Helgemoe mentioned that both he and Mr. Roberts attended the Chamber luncheon yesterday where staff from the Cities of Blaine, Little Canada and Arden Hills spoke about development in each of the cities. Chair Helgemoe said that he was most interested in Arden Hills' presentation about the 580-acre Twin Cities Army Ammunition Plan (TCAAP) development site because it should be a concern of Mounds View. He said that the project timeline is further out than he originally thought because Arden Hills still needs to purchase the land from the Federal government by the end of 2009. He also said that the site won't be fully developed until three years after the purchase agreement is signed, which is good for Mounds View because we'll have more time to redevelop the former Premium Stop site. He added that land uses will include housing and "big box"stores and that the developer will be Ryan Companies. Mr. Roberts added a comment regarding the Arden Hills TCAAP site, mentioning that Ryan Companies will receive a "credit"towards the land price (when Ryan purchase the property from Arden Hills) for any environmental clean up they might have to do. He added that site preparation alone might take two to three years, which will coincide with infrastructure improvements at the intersections of Hwy 96/County Road 10 and County Road H/35W. • Finally, Mr. Roberts said that Super Target will probably locate on the site, major retailers will locate along 10 and housing will be set back from Hwy 10. Chair Helgemoe also summarized the City of Blaine's presentation, specifically mentioning the Saturn auto dealership site in Blaine. Chair Helgemoe and Mr. Roberts said that it was unclear whether the Mounds View Saturn site would become a used car lot just for Saturn vehicles or if it would become a used car lot in general. Chair Helgemoe added that Blaine is trying to develop a"medical corridor"with Medtronic in Mounds View bordering the south end and the area near Lexington/35W in Blaine bordering the north end. The purpose would be to attract companies that do business with Medtronic. Mr. Roberts said that Blaine has received a lot of interest from companies wanting to locate in Blaine because of Medtronic in addition to Blaine's vacant/available land, the Anoka County/Blaine airport and Blaine's close access to 35W. Chair Helgemoe added that the recently proposed extension of the east/west runway(from 5,000 to 6,000 feet)at the airport might help Blaine's"medical corridor"efforts, although he understands that the extension is not popular with Mounds View residents. With that, Ms. Steinmetz informed the EDC that the Mounds View City Council would be considering a resolution opposing the runway extension at Monday's City Council meeting. Ms. Steinmetz & Mr. Roberts encouraged Mounds View residents to contact Mounds View City Councilpersons or attend Monday's meeting if they are interested in the topic. Mr. Roberts added that many of the airport's surrounding cities are concerned about the increased airport traffic/noise and Anoka County is interested in public input as well. • Draft EDC Minutes November21,2008 Page 3 of 4 • Mr. Roberts concluded by mentioning that Mr. Larson from Blaine said that the Minnesota Vikings stadium proposal for Blaine really put Blaine "on the map" because of the press. 8. REPORTS OF STAFF A. Information Regarding EDCs Becoming EDAs Ms. Steinmetz said that this item was on a couple of EDC agendas this past summer and was wondering if the EDC would like to schedule a work session with the EDA to discuss this issue further. The EDC agreed that the earliest time they should meet with the EDA is in January 2009 after the new Mayor and new Council member are sworn into office. B. Final Version of Economic Development Chapter of Comprehensive Plan Mr. Roberts informed the EDC of a few "tweaks" that the Planning Commission recently made to the Economic Development Chapter of the Comprehensive Plan. He also mentioned that the City Council has not reviewed the Comprehensive Plan yet, so the Council may also have changes for the document. C. Mounds View Branding Project Update Ms. Steinmetz reported that almost 300 hard copy residential surveys have been submitted to city staff and 69 people have submitted their surveys online. Select Senior Living Update • Mr. Roberts said that the developer is still working towards closing on the properties with the sellers. He added that the developer has not submitted city staff with a building permit application yet but once the application is received, it will take about two weeks to review it. Vice Chair Meehlhause left the meeting at this time. D. Mermaid Corner Update Ms. Steinmetz stated that the City Council approved the Mermaid corner subdivision in September. E. Harland Clarke Closing Ms. Steinmetz reported that Harland Clarke (the 3rd largest employer in Mounds View)would be closing its Mounds View facility in late January 2009. F. Dealsmart of Occupy Former Petters Space Ms. Steinmetz reported that Dealsmart would occupy the former Petters space in Mounds View Square. She added that an official opening date has not been determined yet. G. Recap of C.G. Hill & Sons Tour • Ms. Steinmetz provided a recap of the Manufacturer's Week tour of C.G. Hill in October. Draft EDC Minutes November 21,2008 Page 4 of 4 Other Commissioner Johnson mentioned that Moe's Restaurant has been"phenomenal"regarding the accommodations they have provided to many community organizations over the last year and a half or so. Ms. Steinmetz also reported that"A Home Enhanced" is a new tenant in Silver View Plaza and Fantastic Sams will soon become a new tenant in Silver View Plaza. 9. UPCOMING EDC MEETINGS The EDC cancelled their December 19, 2008 meeting due to the holidays. Ms. Steinmetz reminded the EDC of their upcoming meetings. 10. Chapter 408 of the Mounds View City Code states "The Commission shall be composed of seven equal voting members, including three business representatives and four residents". The City Code also states that the EDC must recommend whom the EDA/Council should appoint to the EDC. Chapter 408 is attached for the EDC's reference. Discussion • A total of six EDC applications were submitted to City staff by the December 1, 2008 application deadline. All six completed applications are attached for the EDC's reference. The Economic Development Commission is referred to herein as the "Commission". (Ord. 542, 6-27-94) 408.02: PURPOSE: The Commission shall serve as an advisory commission to the Economic Development Authority, hereinafter the "Authority", on matters relating to fostering a positive economic climate, encouraging economic development and enhancing the tax base of the City. The Commission shall also make recommendations to the Authority regarding retention and expansion of existing businesses, attraction of desirable new businesses, redevelopment and rehabilitation opportunities, and other appropriate economic development strategies. (Ord. 542, 6-27-94) • City of Mounds View • 408.03 408.06 (Rev. 2/01) 408.03: COMPOSITION, MEMBERS, QUALIFICATION OF MEMBERS, TERMS OF OFFICE: (Ord. 677,2-12-01) The Commission shall be composed of seven (7) equal voting members, including three (3) business representatives and four (4) residents, appointed by the Authority Board of Commissioners based on the recommendation of the Economic Development Commission, from the applications submitted. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. For the purpose of initiating the Commission, the terms of all members shall expire December 31, 1994. (Amended, Ord. 741, 6- 28-04) Beginning January 1995, three (3)members shall serve a one (1)year term, two (2) members shall serve two (2) year terms and (2) members shall serve three (3) year terms. Thereafter, members shall serve three (3) year staggered terms, with terms expiring December 31 of each year. At least two (2) of these terms, but not more than three (3) terms shall expire each year. The appointees shall be duly sworn and take office at the first regular meeting of the Commission in the month of January each year. Both original and successive appointees shall hold their offices until their • successors are appointed and qualified. (Ord. 546,7-25-94; Ord. 677,2-12-01) 408.04: CONFLICT OF INTEREST: No person shall be appointed with private or personal interest likely to conflict with the general public interest. If any person appointed shall find that their private or personal interests are involved in any matter coming before the Commission, they shall disqualify themselves from taking part in action on the matter; alternatively,they may be disqualified by a two-thirds (2/3) majority vote of the Commissioners in attendance. (Ord. 542, 6-27-94) 408.05: COMPENSATION: Members of the Commission shall serve without compensation. (Ord. 542, 6-27-94) 408.06: VACANCIES: Subd. 1. Termination of Appointment: Any Commission member designing to terminate their appointment to the Commissioner before the expiration of their term shall give written notification to the Commission chairperson of their intentions. It should be the duty of the chairperson of the Commission to notify the Authority promptly of any vacancies. The Authority president, with approval of a majority of the Authority Board of Commissioners, shall appoint a new member from applications received for the unfulfilled portion of the • term. City of Mounds View S 408.06 408.07 Subd. 2. Removal from Office: Any member of the Commission may be removed from office for just cause and on written charges by at least four-fifths (4/5) of the entire Authority. Such member may be entitled to a public hearing before such a vote is taken. An appointed member may also be removed by the Authority for nonattendance at Commission meetings if a Commissioner is absent from five (5) regularly scheduled meetings per year or from three(3)consecutive meetings,without the consent of the Commission. (Ord. 542,6-27-94) 408.07: ORGANIZATION,MEETINGS: Subd. 1. Organization: At the first regular meeting of the year, the Commission shall appoint a chairperson from among its voting members. This appointment shall be subject to Authority approval and shall consist of a one (1) year term. The position of chair shall rotate among members, with no Commissioner serving in that capacity for more than two (2) consecutive terms. The Commission shall also elect a vice-chair from among its appointed members for a term of one (1) year. The Commission may create and fill such other offices from its • members as it may determine to transact Commission business. Subd. 2. Regular Meetings: The Commission shall hold at least one (1) regular meeting each month at a time which the Commission shall fix by resolution. Subd. 3. Special Meetings: Special meetings may be called by the chairperson or by any two (2) members of the Commission by a written notice filed with the Clerk-Administrator who then shall notify all members of the Commission of the time and date of the special meeting, at least three (3)days before the meeting date. Subd. 4. Quorum: A majority of the appointed voting Commission members shall constitute a quorum. Subd. 5. Voting Privileges: Each of the appointed members shall have equal voting privileges. Subd. 6. Bylaws: The Commission shall adopt bylaws for its governance and for the transaction of its business. The bylaws will be reviewed on an annual basis at the first regular meeting in February. Subd. 7. Records: A recording secretary shall keep a record of attendance at Commission meetings, a record of resolutions and votes and abstentions on each question requiring a vote. The record of the Commission shall be a public record. • City of Mounds View 408.07 408.09 Subd. 8. Report: The Authority may request an annual report from the Commission without having received consent of its content by a majority of the Commission members at a regular or special meeting of the Commission. (Ord. 542, 6-27-94) 408.08: EXPENDITURES: The Commission may request from the Authority such funds as may be necessary and proper for the conduct of its duties. (Ord. 542, 6-27-94) 408.09: DUTIES OF THE COMMISSION: In order to carry on its purpose, the Commission shall: Subd. 1. Confer with and advise the Authority on all matters concerning the industrial and commercial development and redevelopment of the City. Subd. 2. Publicize, with the consent of the Authority, the industrial and commercial advantages and opportunities of the City. Subd. 3. Collect data and information as to the type of industries and commerce best suited to the • City. Subd. 4. Survey the overall condition of the City from the standpoint of determining whether the City has a community climate for industry and to determine the general receptiveness of the City of particular types of industry. Subd. 5. Publicize information as to the general advantages of industrial and commercial development and redevelopment in a community. Subd. 6. Cooperate with all industries and businesses in the City and in the solution of any community problems which they may have, and to encourage the expansion, development and management of such industries and business so as to promote the general welfare of the City. Subd. 7. Coordinate the Economic Development activities of the various groups active in the City. Subd. 8. Recommend zoning changes and development of areas suitable for industrial and commercial development and redevelopment to the Planning Commission. Subd. 9. Develop, compile, coordinate and publicize information such as, but not limited to the following: a. Existing industrial and commercial concerns within the City, their addresses, types of • business,number of employees and whether each serves local,regional or national markets. City of Mounds View 0 • 408.09 408.09 b. Available industrial and commercial sites including number of acres and square footage, approximate price, existing zoning and proximity to highways. c. Available buildings for industrial and commercial operations,including type of buildings, number of square feet, existing zoning and proximity to highways. d. Transportation facilities, including railroads, motor carriers, water transportation, air transportation and highway facilities that serve the area. e. Electric power available. f. Fuels available for industrial and commercial use. g. Sewage disposal facilities. h. Water supply facilities. i. Community facilities such as fire,police and educational. • j. Recreational facilities. k. Going wage rate in the City for the trades, skilled and semi-skilled and white collar workers. 1. Availability of labor. m. General community attitude toward industrial and commercial expansion, development, redevelopment and attraction. n. Experience and programs of surrounding communities in regards to industrial and commercial expansion, development,redevelopment and attraction. o. Financial and technical resources available to new and existing businesses at the local, County, State and national levels for economic expansion and vitality. Subd. 10. Recommend Authority and Planning Commission policies and particular actions in regards to industrial and commercial expansion development,redevelopment and attraction. Subd. 11. Cooperate with and use the services of the Minnesota Depaitinent of Trade and Economic Development,Minnesota Housing Finance Authority and any other organizations at the national, State, County and local levels that are deemed conducive to the overall vitality of the City. • City of Mounds View 408.09 408.09 Subd. 12. The Commission shall have the power to appoint task forces of a size and nature it may deem necessary and may enlist the aid of persons and/or organizations who are not members of the Commission. Subd. 13. The Commission shall have no power to make contracts, levy taxes, borrow money or condemn property, but shall have the full power and responsibility to investigate the necessity and recommend the taking of these and any other actions related to the industrial and commercial development and redevelopment by the Authority and all other officers of the City responsible to formulate the terms of and the procedure for taking such action. Subd. 14. Review the City's existing housing stock analysis and make recommendations to the Authority regarding mechanisms for the rehabilitation of said housing stock. The program requires that the applicant's property be included on a list of parcels eligible for acquisition as part of the FDA's "Project Plan for the Mounds View Economic Development Project". The EDA's "Project Plan for the Mounds View Economic Development Project" is attached for your review. It is a legal document that outlines the EDA's development and redevelopment plans as authorized per State Statute. The Project Plan was last modified by the EDA on June 28, 2004. The list of parcels in the Project Plan was compiled by City staff based on a windshield survey. A windshield survey is a visual assessment of property exteriors based on set criteria. It is important to note that because the parcels listed in the Project Plan could be acquired by the EDA, this does not mean that the EDA would buy them or even consider acquisition. Discussion As mentioned above, staff recently received a Housing Replacement Program application. The house in question is not on the list of parcels mentioned above but it qualifies as blighted per an inspection recently completed by the City's Housing Inspector Jeremiah Anderson. This prompted staff to question whether the EDA should update the list of eligible properties. As mentioned above, only windshield surveys were used by the City to place properties on the list as part of the June 28, 2004 Project Plan. • Staff is suggesting that the EDA consider amending the Project Plan to update this list of eligible properties. This is based on Mr. Anderson's inspection knowledge and the code enforcement issues that have occurred at many of the properties. • No matter the number of properties, it would take the City's public financial advisors (Ehlers & Associates) about the same amount of time to amend the Project Plan in order to add properties. Therefore, staff asked Mr. Anderson to brainstorm potential properties that may qualify as blighted. The Resolution authorizes a modification to the June 28, 2004 Project Plan for the Mounds View Economic Development Project. The modification would add 5066 Irondale Rd to the Project Plan and other properties as determined by staff to be blighted. Negotiations are ongoing. Marketing At no cost to the EDA, the developer has been marketing the site to the following companies: • Staples • White Castle • Tires Plus • Arby's • Sit-down restaurants • Wendy's • Dunn Bros. • Save-a-Lot • Culvers • Dollar Tree It is too early to know which retailer may (or may not) be interested in the site since a site plan has not been completely formulated. However, the developer told City staff that Tire Plus has presented an RFP to them for response. Financial Reality 0 The financial reality of this potential project is that the asking prices along with redevelopment costs have made this potential project's financial "gap" very large. This "gap" amount includes the following two items: 1. There will be a difference between the final purchase prices and what end users are willing to pay for "pad ready" sites. End users may pay between $12 - $16 per square foot for "pad ready" sites in Mounds View. The developer told City staff that their purchase offers were not based on the sellers' asking prices but on a realistic sales price (for end users). The difference between the final purchase prices and what end users are willing to pay is still unknown because the developer is still negotiating with the sellers. 2. Redevelopment activities add extra costs to a project when compared to developing raw land. The developer has estimated the following redevelopment costs for the project: • $150,000 Demolition • $150,000 Grading and prep. • $80,000 Xcel Energy lines to be buried • $70,000 Ponding • $100,000 Contingency • $100,000 Trail and sidewalks ? III • $650,000 EDA Item 7C-Redevelopment December 8,2008 Page 5 of 6 Redevelopment 101 As the EDA & EDC discussed at their April 2008 Redevelopment Roundtable, redevelopment projects often require public assistance. This is because developers are not willing to purchase property (at prices that include both land and buildings) only to turn around and remove the existing buildings. The cost to construct new/high value buildings is cheaper to do on readily available/undeveloped land in nearby communities. As such, if the EDA wants to see redevelopment on this site in the near future, it appears the EDA will need to provide financial assistance to the project. Request Staff requests direction from the EDA regarding the following: 1. What level of financial assistance (if any) is the EDA willing to provide towards this potential project? In other words, is the EDA willing to consider assisting the developer with acquisition and/or redevelopment costs? 2. Is the EDA willing to explore additional redevelopment concepts for this 5.7-acre project area? If so, what type of land uses would the EDA prefer to see on the site? The developer is willing to share his project pro-forma with the EDA at a future meeting.
