RESOLUTION 8366 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> APPROVING ENERGY SAVINGS PARTNERSHIP (ESP) <br /> FOR THE COMMUNITY CENTER, CITY HALL AND TRAIL LIGHTS <br /> WHEREAS, there have been many issues related to the HVAC system at the <br /> Community Center that have required many staff hours and expenses to diagnose and repair; <br /> and, <br /> WHEREAS, the City Council's direction was to avoid any further major expenses at the <br /> Community Center; and, <br /> WHEREAS, Staff realized that more attention was still needed to address the ongoing <br /> equipment repairs and the comfort levels at the Community Center along with some programing <br /> and operational issues; and, <br /> WHEREAS, Staff met with Trane and reviewed the inspection reports to try and prioritize <br /> the repairs and/or replacements; and, <br /> WHEREAS, Staff started working with Trane to find other funding sources to make the <br /> needed repairs and upgrades to the HVAC system and controls at the Community Center; and, <br /> WHEREAS, a program was found and is called ESP (energy savings partnership) and is <br /> administrated by the St. Paul Port Authority, an appropriation lease program; and, <br /> WHEREAS, the Total cost of the project is $577,959.00, and will funded by the energy <br /> used and projected energy savings, and all equipment and supplies will be purchased under <br /> TCPN Number 32-10012-15-001. <br /> NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Mounds View, <br /> Ramsey County, Minnesota approves entering into an agreement with Trane Building Services <br /> to administer the Energy Savings Partnership as follows: <br /> 1. Community Center Interior lighting retrofit and upgrades (LED) <br /> 2. Community center exterior lighting retrofit and upgrades <br /> 3. Replace RTU #3,#5, #6 and #7 & kitchen MUA with BAS upgrades <br /> 4. City Hall HVAC controls <br /> 5. City Hall Lighting to T-8 and LED upgrades <br /> 6. City Hall boiler control upgrades <br /> 7. City Hall and Community Center install one (1) at each site 40KW solar panel system <br /> 8.
