<br />. <br /> <br />CITY RESOLUTION NO. 6296 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ADOPTING THE MODIFICATION TO THE PROJECT PLAN <br />FOR THE MOUNDS VIEW ECONOMIC DEVELOPMENT PROJECT <br /> <br />WHEREAS, the Mounds View City Council has established the Mounds <br />View Economic Development Project and adopted a Project Plan; and has <br />proposed that the City adopt the Modification to the Project Plan for the Mounds <br />View Economic Development Project, referred to herein as the "Project Plan <br />Modification", pursuant to Minnesota Statutes, Sections 469.124 to 469.134 and <br />Sections 469.174 to 469.179, inclusive, as amended; and, <br /> <br />WHEREAS, the City has investigated the facts related to the Modification <br />of the Project Plan; and, <br /> <br />. <br /> <br />WHEREAS, the City has performed all actions required by law to be <br />performed prior to the adoption and approval of the proposed Project Plan <br />Modification, including, but not limited to, notification of Ramsey County and <br />Independent School District No. 621, review of and written comment on the <br />Project Plan Modification by the City Planning Commission, and the holding of a <br />public hearing upon published notice as required by law; and, <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Mounds View Economic <br />Development Authority as follows: <br /> <br />1. The Mounds View Economic Development Project consists of the <br />entire City. The Project Plan Modification is in response to a settlement with the <br />Office of the State Auditor and Attorney General, which includes the listing of <br />specific properties authorized for acquisition. <br /> <br />2. The Project Plan Modification includes a budget amendment. The <br />budget amendment includes the additional estimated public improvement and <br />development costs that are authorized to be expended in addition to all other <br />authorized costs in the Mounds View Economic Development Project. <br /> <br />3. The Project Plan Modification conforms to the general plan for <br />development or redevelopment of the City as a whole. The reason for supporting <br />this finding is that the Project Plan Modification will generally complement and <br />serve to implement policies adopted in the City's Comprehensive Plan. <br /> <br />. <br /> <br />4. The Project Plan Modification will afford maximum opportunity, <br />consistent with the sound needs of the City as a whole, for the development or <br />redevelopment of the Mounds View Economic Development Project by private <br />
