RESOLUTION NO. 6301
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVE THE PLANS AND SPECIFICATIONS, AUTHORIZE TO
ADVERTISE FOR BIDS, SET A BID DATE OF JULY 29,2004, FOR THE
MOUNDS VIEW MANUFACTURED HOME PARK SECOND ACCESS
PROJECT
WHEREAS, on May 4,2004, the City secured a CDBG Grant in the
amount of $30,000.00 for the purpose of installing a second access at the
Mounds View Manufactured Home Community; and
WHEREAS, on June 14, 2004, the City Council approved Resolution No.
6281 setting a Public Improvement Hearing date and authorizing the preparation
of plans and specifications for the Mounds View Manufactured Home Park
Second Access Project; and
WHEREAS, plans and specifications that meet the City of Mounds View
standards have been prepared and are consistent with the preliminary report and
direction given by Council; and
WHEREAS, in an effort to receive favorable bids, this project will be
combined with the Hidden Hollow Street and Utility Improvement Project; and
WHEREAS, given the combined projects, as pre state statute, with an
estimated contract amount in excess of $100,000, publication must be made at
least three weeks before the last day to submit bids; and
WHEREAS, Staff included the Mounds View Manufactured Home Park
Second Access Project with the advertisement for the Hidden Hollow Street and
Utility Improvement Project, which was published in the official newspaper on
July 7, 2004, and in the construction trade paper on July 9, 2004; and
WHEREAS, in the event that the City Council does not approve the
advertisement for the Mounds View Manufactured Home Second Access Project,
this portion of the advertisement will be removed from the second publishing in
the official newspaper and removed from the construction trade paper; and
WHEREAS, on July 29,2004, 10 a.m., bid date will provide ample time to
provide the required notification to contractors as per state statute; and

WHEREAS, as stipulated in the Hidden Hollow Street and Utility
Improvement Project Staff report, if by July 21,2004, Staff determines that
substantial progress has not been made on the grading and site preparation of
the Hidden Hollow Street and Utility Improvement Project, Staff will recommend
to extend the award date at the July 26,2004, City Council meeting.
NOW, THEREFORE BE IT RESOLVED by the Mounds View City Council
of the City of Mounds View, Ramsey County, Minnesota as follows:
1.
The plans and specifications for the Mounds View Manufactured
Home Park Second Access Project which were prepared pursuant
to Resolution No. 6281 adopted by the City Council on June 14,
2004, are hereby approved as the plans and specifications in
accordance with which said improvements shall be constructed.
2.
That a date to receive bids for said improvements is hereby
established as July 29, 2004, at 10 a.m.
3.
That Staff is hereby directed to cause to be published in the New
Brighton Bulletin and in the Construction Bulletin, at least three
weeks before the last day to submit bids, a notice to bidders for the
implementation of said project as required by law.
