RESOLUTION NO. 6332 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE 2004 MOUNDS VIEW EMPLOYEE SUGGESTION PROGRAM WHEREAS, during the adoption of the City Mission and Goals for 2004, the City Council suggested that one of the strategies to generate ideas on improving service delivery is by asking employees; and WHEREAS, Department Staff reviewed the issue and came up with an incentive program called the 2004 Mounds View Employee Suggestion Program, which would involve all city employees to assist with ideas regarding the City Budget and ways to improve service delivery; and WHEREAS, the 2004 Mounds View Employee Suggestion Program is an incentive program by awarding gift certificates of $25.00 per idea to employees at area restaurants and retailers, not to exceed eight awards or $200.00 total for the 2004 Budget; and WHEREAS, the City Administrator would be the approving authority on awards; and WHEREAS, the 2004 Mounds View Employee Suggestion Program is intended to be used for the 2005 budget development and is to expire on December 31, 2004. NOW, THEREFORE BE IT RESOLVED that the City of Mounds View adopts the attached 2004 Mounds View Employee Suggestion Program to expire on December 31, 2004. Adopted this 9th day of August, 2004. ATTEST: ~ )erry ,l..iliKer;'Ma or / .. ..Lh ill urt Ulrich, City Administrator (seal) . 2004 CITY OF MOUNDS VIEW EMPLOYEE SUGGESTION PROGRAM The objective of the City of Mounds View Employee Suggestion Program is to implement suggestions and allow for the identification of issues, which may contribute to the improvement of public relations, efficiency and economy of the city government, employer-employee relationships, and employee satisfaction and welfare. The following are the objectives and benefits of the program and are the criteria by which suggestions will be judged: . Give satisfaction of being "part of the team". . Provide better communications within the city. . Create a better understanding of city operations. · Reduce costs. . Increase efficiency and quality of work. . Eliminate waste/conserve energy. · Promote safety. . Promote better employee-employer relations. . Improve working conditions. . Improve service to our citizens. Eligibility of a Suggestion: All City of Mounds View employees (regular, part-time, seasonal, temporary, interns and on-call) are eligible to submit suggestions. Items listed below will not be considered suggestions eligible for an award: . . Any suggestion made by a supervisory employee that is within the scope of that employee's normal work duties (as outlined in the employee's job description or as determined by the employee's supervisor). · Personal grievances. . Personal pay and classification matters. . Suggestions calling for the enforcement of existing rules. . Employees serving on special committees are not eligible for an award for suggestions falling with in the scope of the committee's assignment. Joint suggestions by two or more employees are permitted. Each suggestor must sign the form. All awards will be divided equally. Employees who leave the city service in good standing after having submitted a suggestion are still eligible for an award. Duplicate suggestions received at the same time shall share in any benefits from its implementation. Submission Process: The employee submits a completed suggestion form to designated contact or send the suggestion through an e-mail incorporating all questions asked on the approved form to the Administration Department. Award Presentation: The employee(s) will be notified if the suggestion has been accepted and will be presented with a gift certificate for Mounds View area restaurants and retailers. All awards must have City Council approval prior to its presentation. Program Expiration: This program is developed for the benefit of the City's 2005 Budget Process and, as such, expires December 31,2004 unless the program is reauthorized by specific City Council action. . ~
