RESOLUTION NO. 6398
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
WAIVING THE PUBLIC HEARING, ORDERING THE PROJECT,
AUTHORIZING THE PREPARATION OF AND APPROVAL OF PLANS AND
SPECIFICATIONS, AWARDING A CONSTRUCTION CONTRACT FOR THE
2004 WELL REHABILITATION PROJECT AND AUTHORIZING THE MAYOR
AND CITY ADMINISTRATOR TO SIGN SAID CONTRACT
WHEREAS, the City established a maintenance program whereby
the City's wells would be evaluated and rehabilitated on a seven-year cycle; and
WHEREAS, Well Numbers 3 and 5 were last rehabilitated in 1997;
and
WHEREAS, Staff has prepared plans and specifications that meet
the City of Mounds View's standards and are consistent with specifications
utilized for other recent well rehabilitation projects; and
WHEREAS, Staff recommends that two wells be rehabilitated in
2004 and that funds for this well rehabilitation project be derived from the
Enterprise Fund, under the water infrastructure and equipment department,
system maintenance account (account 700-4823-5160); and
WHEREAS, sealed bids were received and tabulated on November
17, 2004, at 10:00 a.m. for the 2004 Well Rehabilitation Project; and
WHEREAS, the low responsive and responsible bid was received
from E. H. Renner and Sons at their bid price of $44,893.80.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View, Ramsey County, Minnesota as follows:
1. Said improvements are hereby ordered and shall hereafter be
known and referred to as the 2004 Well Rehabilitation Project.
Said ordering of the improvements shall be valid for a period of
eighteen (18) months from the date of adoption of this resolution.
2. It is hereby ordered that the 2004 Well Rehabilitation Project shall
be made without a public hearing being that the entire cost of said
improvements shall be funded through the City of Mounds View
Enterprise Fund.

Funds for this well rehabilitation project are to be derived from the
2004 Enterprise Fund, under the water infrastructure and
equipment department, system maintenance account (account 700-
4823-5160);
4. The plans and specifications for the 2004 Well Rehabilitation
Project are hereby authorized to be prepared and are hereby
approved as the plans and specifications by which said project shall
be implemented.
5. That the bid of E. H. Renner and Sons in the amount of $44,893.80
for the 2004 Well Rehabilitation Project is the lowest responsive
bid.
6. That a contract to perform said work is awarded to E. H. Renner
and Sons and that the Mayor and City Administrator are hereby
authorized and directed to enter into a contract with said bidder.
7. The Public Works Department is authorized and directed to return
the deposit made for said bids, except the deposit of the successful
bidder, which shall be retained until a contract has been signed.
