HomeMy WebLinkAboutResolution 8396 RESOLUTION 8396 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING BID DOCUMENTS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE SILVER VIEW PARK TRAIL REHABILITATION PROJECT WHEREAS, the trails in Silver View Park were originally constructed as wood chip paths in the early 1980's, then paved with asphalt in 1993, and the existing condition of the pavement is poor and stormwater runoff drains across many areas of the trails; and WHEREAS, geotechnical and pavement evaluation was performed in 2014 by American Engineering Testing (AET) for the Silver View Park trail and found many areas with buried organics and wood chips below the paved trail, and a pavement design was recommended by AET; and WHEREAS, Engineering Consultant Bolton & Menk has prepared both design, and bidding documents for the reconstruction of the trail which includes drainage improvements; and WHEREAS, monies have been budgeted in 2015 under the Special Projects Fund (480- 4180-7050) for the trail rehabilitation; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The bidding documents prepared by Bolton & Menk for the Silver View Park Trail Rehabilitation Project (City Project No. 2014-006) are hereby approved. 2. City staff is hereby directed to cause to be published in the Sun-Focus newspaper and the online bid management system Quest Construction Data Network, at least 10 days before the last day to submit bids, a notice to bidders for the implementation of said project as required by law. 3. The time and date for receipt of public bids for said project is hereby established as 2:00 p.m., Tuesday, May 19, 2015, at which time they will be publicly opened and read aloud in the Council Chambers of the Mounds View City Hall. 4. The Mayor and City Administrator are hereby authorized and directed to execute all appropriate documents to effectuate the actions contemplated by this Resolution. 5. The Mayor and City Administrator, staff and consultants are hereby authorized and directed to take any and all additional steps and actions necessary or convenient in order to accomplish the intent of this resolution.
