The definition of a Special Event is as follows: SPECIAL EVENT: Any concert, fair, show, festival, carnival, rally, party, tournament, street dance or other attended outdoor entertainment or celebration that is to be held on public or private property. An Outdoor Special Event permit would not be required for weddings, wedding receptions and graduation parties.
