APPROVING A CONSTRUCTION CONTRACT WITH HYDRO-KLEAN LLC FOR THE 2015
SANITARY SEWER SLIP LINING PROJECT
WHEREAS, the municipal sanitary sewer system contains approximately 44 miles of
trunk sewer that is predominately constructed during the 1960's and early 1970's using clay
pipe; and
WHEREAS, the Public Works Department has an inspection and maintenance program
that prioritizes sanitary sewer pipe segments as candidates for slip lining; and
WHEREAS, Public Works has prepared bidding documents in house for use in public
bidding to construct slip lining of the sanitary sewer pipe candidates.
WHEREAS, Hydro-Klean LLC from Des Moines, Iowa submitted the lowest bid of
$240.030.81; and
WHEREAS, City staff recommends approving a construction contract with Hydro-Klean
LLC to perform the slip lining work.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The bid proposal for $240,030.81 submitted by Hydro-Klean LLC from Des Moines, Iowa for
the 2015 Sanitary Sewer Rehabilitation Project (City Project No. 2012-002) is hereby
approved.
2. City Staff is authorized to prepare a construction contract agreement between the City of
Mounds View and Hydro-Klean LLC for$240,030.81.
3. The Mayor and City Administrator are hereby authorized and directed, for and on behalf of
the City, to execute and enter into a construction contract agreement with Hydro-Klean LLC
for said project at said price.
4. Monies for the Project shall be funded by the Sanitary Sewer Enterprise Fund (730-4823-
7050) in an amount not to exceed $249,630.81, which includes a 4% construction
contingency of $9,600 for minor work associated with project unknowns, and quantity over-
runs.
