CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZING BUDGET ADJUSTMENT AND APPROVING BID AND AUTHORIZING
CONTRACT WITH NORTHWEST ASPHALT FOR THE SILVER VIEW PARK TRAIL
REHABILITATION
WHEREAS, the trails in Silver View Park were originally constructed as wood chip paths
in the early 1980's, then paved with asphalt in 1993, and the existing condition of the pavement
is poor and stormwater runoff drains across many areas of the trails; and
WHEREAS, the City Council has determined the importance of this trail and the need to
rehabilitate do to the trail failing primarily due to the underlying soils ability for support—which is
related to an inferior original pavement design; and
WHEREAS, engineering consultant Bolton & Menk, Inc. prepared both design, and
bidding documents for the reconstruction of the trail which also includes drainage
improvements; and
WHEREAS, monies have been budgeted in 2015 under the Special Projects Fund (480-
4180-7050)for the trail rehabilitation; and
WHEREAS, bids were received on May 19, 2015 with the low bid of $372,586.75 from
Northwest Asphalt of Shakopee MN; and
WHEREAS, the City Council recognizes the total project is $102,186.25 short and
monies have been budgeted in 2015 under the Special Projects Fund (480-4180-7050) for the
trail rehabilitation of$350,000.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Authorizes the 2015 Budget to be adjusted in the Special Project Funds 480-4180-7050 in
the amount of$102,186.25, for the Silver View Park Trail Rehabilitation Project
2. City Council accepts the bid from Northwest Asphalt for $372,586.75 for the Silver View
Park Trail Rehabilitation Project and awards the contract to Northwest Asphalt, subject to
the City's acquisition of the necessary easements for the Silver View Park Trail
Rehabilitation Project.
3. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this Resolution.
4. The Mayor and City Administrator, staff and consultants are hereby authorized and directed
to take any and all additional steps and actions necessary or convenient in order to
accomplish the intent of this resolution.
