RESOLUTION NO. 5688
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING A DEVELOP:vIENT REVIE\V AND CONDITIONAL USE
PERMIT FOR EDGE\VOOD MIDDLE SCHOOL, 5100 EDGE\VOOD DRIVE;
MOUNDS VIE\V PLANNING CASES DEOt-005 & CUOI-004
\VHEREAS, The applicant, Edgewood Middle School (Mounds View Independent
School District 621), has applied for a development review to construct a 15,669 square foot
building expansion and parking lot alteration; and,
WHEREAS, Edgewood Elementary School is located at 5100 Edgewood Drive,
prope11y zoned R-l, Single-Family Residential, and is legally-described as follows:

\VHEREAS, according to Section 1006.06 o[the Mounds View Municipal Code, any new
construction or expansion of existing facilities requires the approval of a development review; and,
\VI-IEREAS, according to Section 1106.04 oCthe Mounds View Zoning Code, schools
are conditionally permitted in the R-l, Single-Family Residential district; and,
\VHEREAS, the applicant submitted a set of plans, date stamped 11/28/01, pertaining to
the expansion which included a Site Plan, Demolition Plan, Site Layout Plan, Grading and
Drainage Plan, Site Detail Plan, Exterior Elevations, and Interior Floor Plan, all of which shall
collectively be referred to as the "Site Plans;" and,
\VHEREAS, the expansion wi 11 add 15,669 square feet of space to the school as shown

on the attached Site Plans; and,
\VI-IEREAS, the cxpansion will remove 23 parking stalls from the existing 101 stalls in
the parking lot located on the north side of the building; and,
\VHEREAS, The Public Works Director, Community Development Director, Engineering
Technician, and Fire Marshal have reviewed the submitted site plans; and,
\VHEREAS. Rice Creek Watershed District has approved the submitted grading and
drainage plans; and,
\VHEREAS, the Mounds View City Council held a public hearing on January 28,2002
and reviewed the following information:
1. Planning Application
2. Zoning Map
3. Location Map
4. Site Plans, date stamped 11/28/01
5. Planning Commission Resolution 682-01
6. StalTReport
\VI-IEREAS, in the course of revie\ving the documents associated with this property, it
was determined that the school was operating without a conditional use permit, a requirement for
schools, churches and other institutional uses located within a rcsidential district; and,
\VHEREAS, according to Section 1125.01, Subdivision 3b of the Mounds Vie\v Zoning
Code, the City Council is to consider the advice and recommendation of the Planning
Commission; and,
\VlIEREAS, the Mounds View Planning Commission held a public hcaring on
December 19, 2001 and approved Resolution 682-01, which recommended approval of the
dcvclopmcnt review and conditional use permit subject to certain stipulations contained thercin;
and,
\VHEREAS, also accordin~ to Section 1125.01, Subdivision 3b of the Mounds View
Zoning Code, the City Council is to makc findings of fact related to the health, safety and general
wel fare of the occupants of surrounding lands.
NOW, THEREFORE, BE IT RESOLVED, as required by the Section 1125.01 of the
Mounds View Zoning Code, the Mounds View City Council hereby makes thc following
findings of fact related to the devclopment review and conditional usc permit requcst:
1. The Edgcwood School property is zoned R-l, single t:1Il1i1y residential, within which
schools are conditionally allowed.
J The Edgewood school property is designated as a "School" in the City
Comprehensive Plan and as such is consistent with the Plan.

3. Given its location at the comer of County Road Hand Edgewood Drive, the school is
conveniently located and has access to primary corridors through the City.
4. The setback and zoning requirements as indicated in Sections 1 104.02 and 1106.04 of
the Mounds View Zoning Code are satisfied with this expansion.
5. Permitting the expansion will not depreciate the neighborhood nor will it cause
additional traffic congestion or reduce airflow or light to adjoining properties.
6. There is a demonstrated need for the expansion given the number of students and
expressed conditions of overcrowding.
7. Permitting the expansion will improve on-site vehicular circulation.
NO\V, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View City
Coullcil, based upon its above-stated findings of fact, does hereby approve the development
review and conditional use permit rcquests for Edgcwood Elemcntary School, located at 5100
Edgewood Drive, subject to the following:
1. The building expansions shall match to whatever extent possible the existing brick
architecturc, style and colors.
2. The applicant shall provide proof of obtaining a RCWD Permit prior to any City permits
being issued.
3. The applicant shall alTange to record this City Council resolution of approval with
Ramsey County.
Adopted this 28th day of January, 2002.
