STATE OF MINNESOTA
AWARDING A CONSTRUCTION CONTRACT TO HARDRIVES, INC., FOR THE MUSTANG
DRIVE AND MUSTANG CIRCLE PAVEMENT REHABILITATION AND DRAINAGE
IMPROVEMENTS
WHEREAS, the City of Mounds View is planning to rehabilitate Mustang Drive and Mustang
Circle; and,
WHEREAS, the proposed project includes pavement rehabilitation and drainage
improvements; and,
WHEREAS, the City Council approved the plans and specifications and authorized the
advertisement for bids per Resolution 8416; and,
WHEREAS, this project was advertised a minimum of 21 days as required; and,
WHEREAS, pursuant to an advertisement for bids for Improvement No. 2014-001, the
improvement of Mustang Drive from Ramsey County Road 77/Old Highway No. 8 to Mustang Circle
and Mustang Circle from Mustang Drive to the end of the cul-de-sac, bids were received, opened and
tabulated according to the law, and the following bids were received complying with the advertisement:
Bituminous Roadways, Inc. $517,702.00
Hardrives, Inc. $433,916.56
Midwest Asphalt, Inc. $479,965.00
Northwest Asphalt, Inc. $448,270.17
NOW,THEREFORE, BE IT RESOLVED by City Council of the City of Mounds View, Ramsey
County, Minnesota that:
1. The Mayor and City Administrator are authorized and directed to enter into a contract with
Hardrives, Inc. of Rogers, MN with a bid of$433,916.56 in the name of the City of Mounds
View for the improvement of Mustang Drive from Ramsey County Road 77/Old Highway No. 8
to Mustang Circle and Mustang Circle from Mustang Drive to the end of the cul-de-sac
according to the plans and specifications therefor approved by the city council and on file in the
office of the City Engineer.
2. The City Engineer is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
