RESOLUTION NO. 5724 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE CITY OF MOUNDS VIEW APPOINTMENTS TO COMMISSIONS POLICY WHEREAS, the Mounds View City Council has discussed this item on a number of occasions; and WHEREAS, Section 2.02 of the City Charter states that the City Council may establish by Ordinance Boards or Commissions; and WHEREAS, the City Code does establish various Commissions be appointed by the Mayor with approval of the City Council; and WHEREAS, the City Council recognizes the value in formalizing the process by which these Commissioners are appointed; and WHEREAS, the City Council has authorized staff to draft a Policy for purposes of formalizing the process by which appointments are made; NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby approve the attached City of Mounds View Appointments to Commissions Policy. Miller, City Administrator Motion: Quick Second: Stigney Sonterre:Aye Stigney:Aye Quick: Aye Marty: Aye Thomas: Absent . CITY OF MOUNDS VIEW APPOINTMENTS TO COMMISSIONS POLICY GENERAL PROCEDURE 1. AUTHORITY Provisions for making appointments to commissions are established in the City Charter and City Code. 2. PURPOSE The purpose of this policy is to formalize the process by which appointments are made to Commissions. 3. NOTIFICATION Two months prior to the expiration of their term, a letter will be mailed out by Administration to all Commissioners whose terms are expiring, thanking each for his/her participation. For those who are eligible for re- appointment the letter will include a request for the Commissioner to re- apply with an application attached. All applications will be considered on their merits. 4. PUBLlCATON Two months prior to the expiration of terms, notification of vacancies shall be advertised in the Local Paper, Mounds View Matters, the City's web site, and cable channel. That notification should include a list of the vacancies, information on obtaining the appropriate applications and a deadline for receipt of applications (at least two weeks prior to formal appointments). . 5. REVIEW Applications will be collected by the Administration Department. Once the deadline for receipt of applications has been reached then the Department will make copies for the Mayor to review. The City Council will be provided with copies of all applications in their Council packet. The Mayor will make his recommendations to the City Council. 6. APPOINTMENTS The City Council will make the final decision on recommendations made by the Mayor through Resolution. . 7. FORMAL NOTICE A formal letter will be mailed to each appointed Commissioner with an attached copy of the by-laws. A letter will be mailed to those who applied but were not appointed, thanking them and asking that they consider applying at a future point.
