CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
A RESOLUTION APPROVING A DEVELOPMENT REVIEW FOR THE NATIONAL
HANDICAP HOUSING INSTITUTE (NHHI) TO CONSTRUCT A 20 UNIT HOUSING
FACILITY AT THE SOUTHEAST CORNER OF COUNTY ROAD I AND MOUNDS
VIEW DRIVE; PLANNING CASE NO. DE02-002.
WHEREAS, NHHI has applied for a development review to construct a 20 unit
housing facility at the southeast corner of County Road I and Mounds View Drive; and,
WHEREAS, the subject property is zoned R-4, High Density Residential, and is
legally described as follows:
Tract A, Registered Land Survey No 414,
Files of Registrar of Titles,
Ramsey County
State of Minnesota
WHEREAS, according to Section 1006.06 of the Mounds View Municipal Code,
any new construction or expansion of existing facilities requires the approval of a
development review; and,
WHEREAS, according to the Zoning Code, multi-family housing is an allowed use
in the R-4 Zoning District; and,
WHEREAS, the Mounds View City Council has reviewed the following
documents regarding this proposal:
a. Planning Application
b. Zoning Map
c. Letter from Applicant
d. Site Plan Packet
e. Staff Report
f. Planning Commission Resolution 690-02
WHEREAS, the site plans date-stamped February 14, 2002 indicate that the
proposed building would be 20,660 square feet; and,
WHEREAS, the number of parking stalls provided, 30, is less than the minimum
allowed (50) in the Zoning Code for this type of facility.

WHEREAS, with the exception of parking, the proposed development satisfies
all applicable requirements of the Zoning Code; and,
NOW THEREFORE BE IT RESOLVED that the Mounds View City Council
approves the development review request for the construction of a 20,660 square foot
housing facility located at the southeast corner of County Road I and Mounds View
Drive, subject to the following stipulations:
1. The applicant shall obtain a permit from Ramsey County for any and all work to
be performed within the County Road I right of way, including but not limited to
the proposed access drive onto County Road I.
2. All utilities to the building shall be installed underground.
3. The ground signs shall be of a monument style with a masonry base. No pole or
pylon signs shall be permitted.
4. The site plan shall be revised to show a 20-foot setback along the eastern
property line.
