RESOLUTION NO. 5745 APPROVAL OF ISSUES THE CITY COUNCIL INTENDS TO BRING FORWARD FOR RESOLUTION AND DISCUSSION WITH THE TRUNK HIGHWAY 10 INTERREGIONAL MANAGEMENT TEAM AND MN/DOT CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA WHEREAS, a final draft Interregional Corridor Management Plan: TH 24 in Clear Lake to 1-35W has been completed; and WHEREAS, said plan raises issues the City of Mounds View would like to express, discuss, and find resolution for; NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby approve the following issues to be brought forward for resolution and discussion with the Trunk Highway 10 Interregional Management Team and Mn/DOT: 1. The Plan must include the construction of a noise wall along the entire length in Mounds View. Without this, the City of Mounds View will not support this study in any manner. 2. The City of Mounds View supports and encourages the extension of a third eastbound lane in the area west of 1-35W in that it will require Mn/DOT to construct the noise wall. 3. The City of Mounds View believes that there is a general lack of foresight and long term planning associated with the development of the plan. Examples are as follows: · The plan calls for 8 lanes in the area where TH 10 intersects 1- 35W. Has there been any coordination with the 1-35W corridor plan? How will these proposed lanes of traffic on TH 10 merge into the lanes of 1-35W? The City holds a concern that the plan will not work given the current and forecasted congestion on 1- 35W. . · The plan calls for upgrading expressways into freeways in the areas of Anoka, Big Lake, and Elk River. However, nothing has been done to encourage these municipalities to change their zoning ordinances. Businesses and commercial development continue to be developed within this corridor without the proper provisions for the necessary right-of-way or setbacks. 4. The current design of eastbound traffic on TH 10 merging into northbound traffic on traffic on 1-35W is insufficient and dangerous. This situation requires traffic that is moving at a slow rate of speed to merge into much faster moving traffic. The design should have allowed for a greater opportunity for acceleration. This problem is compounded by the roadway design, which requires merging vehicles to shift lanes along this segment of 1-35W. Adopted this 8th day of April 2002. ~~. Richard Sonterre, Mayor . AND ADOPTI~G THE TH 10 INTERREGIONAL CORRIDOR MANAGEMENT PLAN WHEREAS. M inncsota's State Transportation Plan recognizes the significance of interregional highway corridors in providing citizcns and businesses throughout the State of Minnesota with high quality access to recreational. educational, employment and health carc opportunities, and to the transport of products and services produced by our local economy to regional, national, and global markets; and, WHEREAS, the TH 10 IntclTegional Con'idor has bcen identified by the Minnesota Department of Transportation as a High Priority COITidor from 1-35 W to TH 169 and as a Medium Priority Corridor from TH 169 to TH 24 in Clear Lake that enhanccs the economic vitality of the statc providing essential access for the central region of the state in Sherbume, Anoka. and Ramsey Counties to major cconomic markcts and cultural centers including the Minneapolis-St. Paul mctropolitan area; and, WHEREAS. thc continued growth of the region is leading to increasing travel demand in the cOlTidor which, if unmanaged, can negatively affect the level of perfonnance, safety. and congcstion experienced by users of the corridor; and. WHEREAS. community leaders, motorists, and road authorities have identified this growing travel demand and development pressure as a concern with potential negative consequences Jor mobility and safety in the corridor, with the potential to degrade the performance level now provided by the corridor, and the resulting implications for the economy and quality of life of the region; and. WHEREAS. the Minnesota Department of Transp0l1ation. recognizing the potential impact of continued growth pressure on the cOlTidor, has completed an Interregional COITidor Plan in partnership with its partners along the corridor to look at the long-tenn role that the TH 10 COlTidor will play in meeting the transportation needs of the central region of Minnesota: and, WHEREAS, it is imperative at this critical time, with continued growth occUlTing in the region, that a long-tcnll vision for the type of service that the TH 10 Corridor needs to provide be established and that the steps are identified and initiated to: 1. Preserve the [unction of the cOlTidor through the advance planning, not only for the TH 10 Corridor but for the local supporting street systems and land use and development patterns; and. 2. Secure the nceded funding to pursue thc vision established for the cOlTidor; and. 3. Establish a plan of action for the development of planning and programming activities that \vill proactively address the nceds identiticd. . . . Township, etc 01'___) endorses thc concept that an adequate network of supporting roads is necessary to attain the TH 10 Corridor vision and that thc road\vay networks identified in the TH 10 COlTidor \1anagement Plan \"ill be considered as interim guides until such time as refincments to these improvements arc identi lIed. FURTHERMORE BE IT RESOLVED. the (insert City, County, Township. etc of_) recognizcs the rcgional significance of the corridor in supPoliing the regional economy and intends to rcflcct thc TH 10 Con-idor Management Plan vision, stratcgics, and policics through updates to the (insert City. County, Township. etc 01'_) land use and transportation plans as well as subdivision ordinanccs. FURTHERMORE BE IT RESOLVED, the (insert City. County, Township. etc of ___J is committcd to working in pminership with Mn/DOT and the other pminers along the corridor as a member of the TH 10 Corridor Management Team in order to achieve the vision and implemcnt the recommendations of thc TH 10 Corridor Management Plan. BE IT FURTHER RESOLVED, the (insert City, County, Township, etc of _) intends to bring lorward the following issues for rcsolution and discussion with the TH 10 Corridor Management Team: 1.
