CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
A RESOLUTION APPROVING A DEVELOPMENT REVIEW FOR A SIX UNIT
MULTI-FAMILY TOWNHOUSE-STYLED DEVELOPMENT LOCATED AT 7746
SILVER LAKE ROAD; (PLANNING CASE NO. DE02-003)
WHEREAS, Mike Juaire of PMJ Group, Inc. has applied for a development review
to construct a six (6) unit housing facility at 7746 Silver Lake Road; and,
WHEREAS, the subject property is zoned R-3, Medium Density Residential, and is
legally described as follows:
Subject to Silver Lake Road, the North 133 feet of Lot 56, Auditor's Subdivision No. 89
Ramsey County, State of Minnesota, except the West 216.6 feet thereof
WHEREAS, according to Section 1006.06 of the Mounds View Municipal Code,
any new construction or expansion of existing facilities requires the approval of a
development review; and,
WHEREAS, according to the Zoning Code, medium density housing (up to six
units) is an allowed use in R-3 zoning districts; and,
WHEREAS, the City Council has reviewed the following documents regarding
this proposal:
1. Zoning Map
2. Application
3. Site Plan
4. Floor Plan
5. Elevation Drawings
6. Planning Commission Resolution 695-02
7. Staff Report
WHEREAS, the applicant indicates that the proposed building would be
approximately 1,750 square feet per unit; and,
WHEREAS, the number of parking stalls provided, four (4) per unit, is more than
the minimum allowed for this type of facility; and,
WHEREAS, the proposed development minimally satisfies all applicable
requirements of the Zoning Code; and,

WHEREAS, the building would be served by two driveway access points onto
Silver Lake Road; and,
WHEREAS, the City Forester has reviewed the landscape plan and has
recommended additional plantings on the site; and,
WHEREAS, the Planning Commission has reviewed this development proposal
and has recommended approval subject to certain conditions and revisions to the site
plan.
NOW THEREFORE BE IT RESOLVED that the Mounds View City Council does
hereby approve the development review request for the construction of a six-unit
housing facility located at 7746 Silver Lake Road, subject to the following stipulations:
1. The applicant shall revise the site plans as follows:

Correct the lot width dimension
Reorient the building so that the long side of the building faces south
Offset the inner two units by five feet
Add at least two additional Ash trees and consider addition plantings on
the site
Revise the building elevations to show hooded, non flood-type lighting
Add brick detail to all units, not just two front units
2. The applicant shall submit and receive approval of the grading and drainage plan
prior to issuance of any building permits.
3. The applicant shall obtain a permit from Ramsey County for any and all work to
be performed within the Silver Lake Road right of way, including but not limited to
the proposed access drive onto County Road I. No building permit shall be
issued without such county authorization
4. All utilities to the building shall be installed underground.
5. All landscaping shall be maintained and guaranteed for the life of the project. All
dead or dying planting materials shall be replaced as weather permits.
6. Snow shall not be plowed and stored in such a way as to adversely affect
adjoining property owners.
7. All garbage and recycling shall be stored inside of the individual units. No
dumpster shall be permitted on this site.

8. This development is subject to other fees (i.e., SAC, SWM) which shall be paid
at the time of permit issuance.
