CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH METROPOLITAN
AIRPORT COMMISSION (MAC) POLICE
WHEREAS, MAC has directed the AirpOlt Police Department to solicit assistance from outside agencies
to provide security at screening chcckpoints throughout MSP AirpOlt.
WHEREAS, MAC, with the aid of the LMCIT. has drafted a Law Enforcement Personnel Agreement to be
used by agencies willing to assist,
WHEREAS, Mounds View Police Officers wishing to participate in providing security services would do
so while off-duty from their regular duties as Mounds View Police Officers,
WHEREAS, in accordance with the agreement with MAC, officers providing security services at MSP
Airport would be indemnified through MAC's insurance.
WHEREAS. the agreement with MAC requires that any hours worked \\iould be paid at an oveltime ratc
through the City of Mounds View. and MAC would then reimburse the City of Mounds View for all wages and
benefits paid to palticipating officers,
WHEREAS, the agreement with MAC allows the City of Mounds View to base the reimbursement rate on
a fixed amount,
WHEREAS, agencies are allowed to base the fixed reimbursable amount at or above the overtime
compensation rate paid to the highest compensated pmticipating onicer,
WHEREAS. the compensation range based on oveltime wages and benefits for Mounds View Officers
expressing interest in participating in providing service for the MAC ranges from $35.14 - $53.40 per hour,
NOW, THEREFORE, BE IT RESOLVED that the Mounds Vicw City Council does hereby authorize
entering into an agreement with MAC allowing Mounds View Police Officers to provide security service at the
MSP Airport based on a fixed rcimbursable amount of$55.00 per hour for time worked in this capacity.
