CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ACCEPTING AND ADOPTING THE COUNTY ROAD 10
REDEVELOPMENT AND REVITALIZATION PROJECT PLANS PREPARED BY URS,
CORP.; SPECIAL PLANNING CASE SP086-01
WHEREAS, on December 11, 2000, the City Council authorized the distribution ofa
Request For Proposals (RFP) for a design consultant to develop and recommend a Highway 10
Redevelopment and Revitalization Corridor Study, and,
WHEREAS, upon conclusion of a consultant interview process, a selection committee
individually and collectively recommended that URS Corp. was the firm that best demonstrated an
ability and the experience to successfully undertake and complete the Highway 10 Redevelopment
and Revitalization Corridor Study; and,
WHEREAS, on March 26,2001, the City Council formally selected the firm URS, Corp.
to prepare the Highway 10 Redevelopment and Revitalization Corridor Study as stated in
. Resolution 5537; and,
WHEREAS, information was collected and gathered and input received from residents and
business owners at public meetings in July and October of 200 I; and,
WHEREAS, based upon the information collected from the public meetings and the
recommendations of the Highway 10 Steering Committee, four "Guiding Principles" were
established (Improve Safety, Enhance Image, Good Redevelopment and Meaningful
Redevelopment, and Create a Community Seam) that provided the basis for the plan development;
and,
WHEREAS, the first draft corridor plans were presented to the City Council for its
review and comment on November 5,200] and again on January 14, 2002; and,
WHEREAS, revised draft plans were presented to the City Council on April], 2002 after
meetings with Ramsey County and other agencies; and,
WHEREAS, in an effort to gain additional public comment and reaction to the plans, two
subsequent open houses were conducted at the Mounds View Community Center on April 24,
2002 and June 17, 2002; and,

WHEREAS, based upon all of the information received from residents, property owners.
business representatives, Ramsey County and MnDOT, the final draft County Road 10
redevelopment plans were presented to the City Council on August 5, 2002 at which time were
considered ready for adoption.

NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds
View hereby approves the County Road 10 Redevelopment and Revitalization Project plans
prepared by URS Corp. which incorporate the following project components:
1. Trailway Construction on both sides of the County Road 10 corridor
2. Landscaping improvements at intersections and within corridor
3. Intersection improvements
4. Improving crosswalk awareness through better lighting and prominent striping
5. Long Lake Road intersection realignment - right angle crossing
6. County Road H2 intersection realignment - right angle crossing
7. Closing and combining driveways and access points onto County Road 10
8. Closure of Hill view/Fairchild access onto County Road 10
9. Undergrounding of power lines and overhead utilities
10. Installation of trailway lighting
II. Installation of a City gateway/entryway sign
BE IT FINALLY RESOLVED, that the City Council of the City of Mounds View
directs staff to prepare a comprehensive schedule and strategy for funding identification and
acquisition to implement the various components of the County Road 10 Redevelopment and
Revitalization Project plan.
Adopted this 26th day of August, 2002.
