CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING A TEMPORARY COVERAGE ARRANGEMENT FOR POLICE
DEPARTMENT ADMINISTRATIVE NEEDS
WHEREAS, on July 19, 2002, the Police Administrative Assistant resigned; and,
WHEREAS, on October 8, 2001, Resolution 5626 was passed, which provides for 5-10%
additional compensation for an employee assuming 75% or more of the duties of a position outside
of his or her assigned job classification for two moths or longer; and,
WHEREAS, the Police Records Clerk has taken responsibility for the primary responsibilities
of the Administrative Assistant, including those of Terminal Agency Coordinator (TAC) as mandated
by the State of Minnesota; and,
WHEREAS, with the December 30th, 2002, departure of a temporary worker hired through an
employment agency, the part-time Community Service Officer (CSO) is willing to work full time to
help cover the miscellaneous administrative needs of the police department; and,
WHEREAS, in the past, when this identical situation has been encountered, the
administrative needs of the police department have best been served by providing the Police
Records Clerk additional compensation under the policy for performing the additional duties of the
Administrative Assistant; and,
WHEREAS, under similar circumstances the part-time CSO has been enlisted to work full-
time hours, during which time full-time benefits would accrue, in order that all the miscellaneous
administrative duties within the police department would be handled; and
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby
authorize the Police Records Clerk to work out of classification by assuming responsibility for the
duties of the Police Administrative Assistant, and authorizes compensation of an additional 10% of
paid wages, retroactive to July 19, 2002; and,
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View City Council does
authorize the part-time CSO to work full-time hours, and accrue benefits at a full-time rate while
working within her current classification, during the time this temporary arrangement is in effect.
