RESOLUTION 5931 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AUTHORIZING THE ENGINEERING FIRM OF BONESTROO, ROSENE, ANDERLlK, AND ASSOCIATES (BRAA) TO PROVIDE ENGINEERING SERVICES ASSOCIATED WITH THE MANUFACTURED HOME PARK ACCESS STUDY WHEREAS, There are currently two sites: Mounds View Mobile Home Park and Towns Edge Terrace, which currently do not comply with the City Ordinance 1110.05, subdivision 2a. "Park Site shall have at least two (2) points of ingress and egress for vehicles"; and WHEREAS, on November 4, 2002, City Council directed Staff to address this access issue by conducting a feasibility study outlining the costs and a traffic study to identify possible traffic impacts; and WHEREAS, Staff is requesting the assistance of the engineering firm of Bonestroo, Rosene, Anderlik and Associates (BRAA) to assist the City of Mounds View in addressing the access issue at two manufactured home parks; and WHEREAS, BRAA has submitted a proposal letter to perform municipal and traffic engineering at two manufactured home parks; Mounds View Mobile Park and Towns Edge Terrace at an estimated cost of $12,500; and WHEREAS, the cost would be derived from the City's Street Improvement Fund. NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby authorize the engineering firm of Bonestroo, Rosene, Anderlik and Associates (BRAA) to provide engineering services associated with the Manufactured Home Park Access Study. .A,TTEST: Adopted this 13th day of January 2003. .... ................) /7 .... ,!' It is our understanding that each of these two parks, Mounds View Park and Towns Edge Terrace have only one point of access from the public street system and that city ordinance requires two. It is the desire of the city to accomplish the necessary engineering studies for purposes of locating a second access. Such studies will require both traffic engineering/planning and municipal engineering regarding access feasibility. We have developed a work seope of the proposed analyses for each park. The tasks associated with that scope are described in the following portions of this letter. Please note that some tasks, such as documentation and meetings, will be common to both the traffic and municipal analyses, while others will be separate. The separate tasks would be performed on a parallel time schedule to the maximum extent possible to efficiently produce the final results of the study. Mounds View Park Task 1 - Conduct Traffic Counts There are some traffic counts that we would recommend be conducted. The location of these counts is listed below: . South end of Montclair Avenue (park access road) . Raymond Avenue just north of County Road H-2 . Belle Lane east of Quincy Street Each count, at least 24 hours in duration, should be on a Tuesday, Wednesday, or Thursday. Do not count during school Christmas vacation time period. Counts should be hourly, by travel direction. Speed data on the public streets would be beneficial, but would require another count on Raymond at a location farther north of County Road H-2. Mr. Greg Lee Mounds View, MN Manufactured Housing Parks - Proposal File No. 435-02-000 December 20, 2002 Page 2 Task 2 - Field Reconnaissance A reconnaissance of the site shall be conducted in order to view existing characteristics and area surroundings. This would be done from both the traffic engineering and municipal engineering aspects, and would include investigation of existing storm sewer and drainage patterns. Task 3 - Traffic Impact Assessment In review of the site, it is obvious that the location for a second access is at the gated location that intersects with Raymond Avenue/Belle Lane near the northwest corner of the park. Given that, we would prepare a traffic assessment of the volume impact on Raymond A venue/Belle Lane under the scenario of a second access at the aforementioned location. Traffic estimates, as they affect Raymond A venue/Belle Lane, would be prepared. The impact of such volume increases would be analyzed using accepted traffic planning criteria. Task 4 - Preliminary Layout and Estimating A preliminary layout and design of the proposed connection would be performed. A cost estimate for use in the feasibility study would be prepared based on the preliminary layout. Task 5 - Documentation The results of the traffic assessment and municipal engineering investigations would be provided in a feasibility report. This would include cost estimates and figures as appropriate. Task 6 - Meetings Weare preparing our budget based upon one meeting at the end of the study. This meeting could be with staff to discuss the study results or could be with the Planning Commission and lor City Council. We would attend at your direction. Additional meetings could be attended at your discretion and would be invoiced as an additional service. Towns Edt!e Terrace Park Task 1 - Traffic Counts A 24-hour count, hourly and by direction should be taken at Windsor Way, the existing access road into the park. It is our understanding that the city will conduct this count. Mr. Greg Lee Mounds View, MN Manufactured Housing Parks - Proposal File No. 435-02-000 December 20, 2002 Page 3 Task 3 - Preliminary Survey Preliminary topographic survey would be performed on the project site using total station equipment. This would be done at the locations of potential access at both the north end of Londondary Avenue, and south of existing Windsor Way. The survey would record the elevation and location of existing structures, trees, and other physical features in the vicinity of the potential accesses. It would also record the existing ground elevations, as well as the relative locations of the existing streets to Old Highway 8. The information gathered in the survey would be necessary to perform a preliminary design and cost estimate for the feasibility study. Task 4 - Wetland Investigation The National Wetland Inventory Map indicates the presence of wetlands near the potential access locations. A wetland estimation would need to be performed as part of the study. This would include a field delineation of wetlands, and investigation of required mitigation measures if wetlands will be impacted. For your information and use in scheduling, please be advised that field delineation must be performed during the growing season, approximately May to October. . Task 5 - Traffic Impact Assessment During our meeting, it was agreed that the most logical choice for the second access would be farther north along Old Highway 8. It was agreed that the city would discuss this access potential with Ramsey County as such access would pass through County owned property. Assuming this access potential is acceptable, we would conduct an assessment of the traffic impacts based upon volume re-assignment. If such access is unacceptable, a location south of the existing access would be analyzed. Task 6 - Preliminary Layout and Estimating A preliminary layout and design of the proposed connection would be performed. The total cost is broken down by residential park, and further by the traffic engineering and municipal engineering activities.
