CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVE EXECUTION OF SUPPLEMENTAL LETTER OF AGREEMENT
WITH SHORT, ELLIOTT, HENDRICKSON INC., AND AUTHORIZE THE
PREPARATION OF A PRELIMINARY FEASIBILITY REPORT AND PLANS
AND SPECIFICATION FOR COUNTY ROAD H PATHWAY PROJECT
WHEREAS, Council, wishing to explore the cost of providing a
pathway on the north side of County Road H, directed Staff to continue with the
development of a feasibility report and cost estimates for a pathway that would
extend from Edgewood Drive to the West City Limits; and
WHEREAS, on October 7, 2002, Staff presented to the Council
three pathway cross sections that were explored; and
WHEREAS, for this project to proceed, additional work is
necessary to develop a preliminary feasibility report along with plans and
specifications; and
WHEREAS, on December 23 2002, the City's engineering firm of
Short, Elliott, Hendrickson, Inc. (SEH) submitted a Supplemental Letter of
Agreement outlining the scope of work to be provided; and
WHEREAS, the cost of the proposed services is estimated to be
521,350 and the Special Projects Fund identified as the funding source; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View, Ramsey County, Minnesota as follows:
1. The Mayor and Interim City Administrator are hereby authorized to
execute said Supplemental Letter Agreement.
2. The preparation of the preliminary feasibility report, along with the
plans and specifications for the County Road H Pathway Project, is
hereby authorized.

Dear Grcg:
Short Elliott Hendrickson Inc. (SEI-r) apprcciatcs the opportunity to provide professional
cngineering serviccs to the City of Mounds View for the prclimmary report phase, prcliminary design
phase and final dcsign phase for the County Road 11 Sidewalk/Trail. Services will bc provided in
accordance with our Agreement for Professional Services dated November 17. 1993. herein called
the Agreement.
We understand that thc City of Mounds View is considering the construction of a pedestrian
SIdewalk/trail along County Road H. The sidewalk/trail is proposed along the north side of County
Road lL from Edgcwood Drive to the west City limits at Pleasant View Drive.

The llllprovemcnts being considered ror this Agreement arc iu!,thc construction of a 5-foot concrctr
sidcwalk. a 61/2-foot concrete sidcwalk. or an 8-foot bituminous trail along the north side ofCollnty
RO,id H. It is our understanding that the desircd scction will include a 4-foot grass boulevard and lhc
,,;e1ected sidewalk/trail. There ~ippears to be sufficient ro,ldi.vay right of way for the propo;'l'd
improvcments. hmvcver. temporary construction eascment may be requircd in several arcas. 'The
locatiom of these eascments will be detcrmined during the preliminary design phasc. Should
temporary casements be rl'quinxI. preparation of the easements will he completed as cxtra services.
Sume or the challenging elcments of the project will include thc public involvemcnt process and
construdiol1 for the \valkway syskm with thc existing Ia!li.};;("<lpin~!, driveways. and private and
public utilities. It is proposcd that the cxisting ground be th(' plorilc grade. Bccausc or the scnsitive

The first phasc of the project scoping will be thc completion of preliminary surveys and preparation
of a Feasibility Report. The Feasibility Report will include preliminary design for the three
alternative walkway systems and cost estimates to assist the City in determining the best altemative
sidewalk/trail.
Following the Feasibility Report, it is proposed to have a Public Informational meeting to discuss the
project with the affected residents and to obtain input so that their concerns can be investigated and
included in the project. Based on comments received from the rcsidents and the City. the t.ksign
developed in the preliminary work will be refined and ddailed for bidding purposes. Coordination
and permit approvals from Ramsey County will he included in the final design phase. The bidding
services will include the distribution of plans and specifications, answering plan holders' questions,
tabulation of bids, preparation of a leller of recommendation. and preparation of the l~ontract
documents.
The project scope also does not include construction services. Following the approval of plans and
specifications. we will "vork with you and develop a scope for the Construction Engineering Services
Typically, these services will include contract administration, projcct coordination, review of
payment applications, construction staking, rcsident project representative. final project review and
closeout. and as-built drawings.
The scope of our services is outlined on the attached Ex.hibit A. The scope identifies all major project
tasks. project deliverables and i.lssumptions.
Costs
We propose to be compensated for the scope of work proposcd in this Agreement on an hourly basis.
Compensation \vill br based on the hourly cost of personneL plus the reimbursable expenses,
including reproductions, mileage and equipment. It is estimated that the cost will not exceed
$2L35-t-O. As the project develops, we will review the costs to determine if. based on scope ;:hangc.
a n~vision to the Project Costs is required.
