J' RESOLUTION NO. 2516 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION COMMENDING THE MOUNDS VIEW LIONS CLUB FOR THEIR EFFORTS IN PROVIDING A PICNIC SHELTER TO THE CITY OF MOUNDS VIEW, ACCEPTING THE DONATION OF $75,000 FROM THE LIONS FOR CONSTRUCTION OF A SHELTER IN SILVER VIEW PARK AND ESTABLISHING POLICY WHEREAS, the Mounds View Lions Club is an active civic organization within the City of Mounds View which has generously made many contributions to the City of Mounds View and its residents such as equipment used by the Police Department and fireworks displays at the Annual Festival In The Park; and WHEREAS, the Mounds View Lions Club in their dedica- tion to the City have joined the City of Mounds View in submitting a proposal to the Celebrate MN 1990 Grant Program in December of 1988 in the amount of $16,538 to build a picnic shelter in Silver View Park; and WHEREAS, the formal commitment of the Lions Club to the December 1988 grant proposal was $7,200 in volunteer man hours to build the shelter with the remaining costs to be funded through a grant award to the City and City money; and WHEREAS, the City of Mounds View was awarded and formally accepted on April 10, 1989 a Celebrate MN 1990 Grant in the amount of $4,000 to build a shelter in Silver View Park; and WHEREAS, the Mounds View Lions Club charitable gambling receipts far exceeded anticipated amounts and the Club needed to commit the money toa charitable project before July 1, 1989 and in a letter to the City from the Lions Club president the Lions formally committed $75,000 for the construction of a picnic shelter in Silver View Park; and WHEREAS, the Lions Club assigned a subcommittee of the Club to be solely responsible for the design, construction and bidding of the picnic shelter project which was presented for the first time to a joint meeting of the City Council and Parks and Recreation Commission on June 12; and WHEREAS, the presentation of the proposed picnic shelter included a request of the City for installation of water, sewer, and electricity to the site at the estimated cost of $32,173 to the City which brings the estimated total cost of the shelter to $107,173; and RESOLUTION NO. 2516 PAGE TWO .. WHEREAS, the Mounds View Parks and Recreation Commission on June 22, 1989 discussed and supported the newly proposed $75,000 shelter and request for the City to pay for the installation of utilities to the shelter at the estimated cost of $32,173; and WHEREAS, it is the desire of the City Council of the City of Mounds View to support the construction of a picnic shelter with utlities in Silver View Park as a part of the development plan for the park if it is financially possible; and WHEREAS, the City Council has reviewed the request in the context of a policy of a well-planned, balanced City Budget and Long Term Financial Plan and within a known amount of limited park development resources; and WHEREAS, the $32,173 unanticipated request for installation of utilities to the shelter in Silver View Park was not a planned item in the 1989 City Budget and 1989 Long Term Financial Plan; and .-' WHEREAS, the City Council has determined that with a reduction of planned projects for the Park Development Fund and a reprioritization of projects, it is possible to provide $12,350 from the Fund towards the amount needed to grant the request for the installation of utilities without creating a tax burden on property taxes; and WHEREAS, the $12,350 from the Park Development Fund with the $4,000 Celebrate MN grant provides a total of $16,350 in City commitment toward the unanticipated request for the installation of utilities to the Lions Club proposed $75,000 picnic shelter. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council commends the Mounds View Lions Club for their civic commitment and generosity to the City and supports a partnership with the Lions Club in the design and construction of a picnic shelter located to the west of the south end of the parking lot in Silver View Park; BE IT FURTHER RESOLVED that the City Council will contribute a total of $16,350 toward the installation of utilities to the picnic shelter and that the money will come from the Celebrate MN 1990 Grant award and $12,350 from the Park Development Fund; . BE IT FURTHER RESOLVED that the City Council will make an earnest effort to find additional money to meet the unanticipated request for utilities to the shelter through budget restructuring, renegotiations with the Lions or other groups and look to future budgets; .. ~._-) RESOLUTION NO. 2516 PAGE THREE .-. BE IT FURTHER RESOLVED that in keeping with its responsibility for maintaining the health, safety and welfare of its citizens the City Council will provide for the customary public, staff and Council development review and approval process of the picnic shelter plans and construction; BE IT FURTHER RESOLVED that the review and approval process will include at least the following: a. building specifications review and compliance with all City Codes and applicable State Laws b. an examination of building maintenance requirements and suggestions for keeping maintenance at a minimum and within the management of the City Budget BE IT FINALLY RESOLVED that the Mounds View City Council directs staff to plan a public review process of the proposed plans and collect bids for the installation of sewer, water and electricity to the shelter. . RESOLUTION NO. 2516~ CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ESTABLISHING STANDARDS OF MAINTENANCE FOR THE CITY'S PARKS AND PUBLIC WORKS INFRASTRUCTURE WHEREAS, the Mounds View Public Works and Parks, Recreation and Forestry Departments have been developing maintenance standards at the direction of the City Council; and WHEREAS, proposed standards were developed recogni- zing the current limitations of the City's manpower and resources and assuming there were no such limitations; and WHEREAS, the two sets of standards revealed that the most desireable level of maintenance would require 14.76 full time equivalent positions as compared to the 12.72 full time equivalent positions currently available; and WHEREAS, an additional 2 full time equivalent positions would require the expenditure of already limited City resources to provide wages and benefits as well as equipment to allow the additional personnel to perform their duties; and WHEREAS, the City Council realizes that in view of the City's limited resources the level of maintenance of the Parks and Public Works Infrastructure may be improved through the introduction of more efficient methods and practices and improved employee t~aining and motivation; and WHEREAS, the City Council wishes to ultimately achieve the desireable level of maintenance by way of improved practices and training as well as additional funding or manpower, when available. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View adopts the "Current" Maintenance Standards, which are hereto attached and made a part hereof presented by the Parks and Recreation and Public Works Departments as the accepted standards for maintenance of the City's parks and public works infrastructure. BE IT FURTHER RESOLVED that the City Council directs the Parks, Recreation and Forestry and Public Works Depart- ments to establish annual goals through the City's Long-Term Financial Plan and Annual Budget documents to dedicate additional resources or introduce operational efficiencies and improved employee training that will implement the "Desireable" Maintenance Standards which are attached hereto and made a part hereof. ,.,.,~ . . . RESOLUTION NO. 2516 PAGE TWO OF TWO BE IT FURTHER RESOLVED that it is the goal of the City Council of Mounds View to maintain the City's Parks and Public Works infrastructure In a fashion that will assure the City's taxpayers that their investment in the community is being well-managed by establishing standards of maintenance that assure ---the City's Parks and Public Works infrastructures are being properly maintained and operated. BE IT FINALLY RESOLVED that the Council directs staff to review these maintenance standards on an annual basis and make recommendation for any modifications necessary to reflect changes in operation of physical amenities.
