RESOLUTION NO. 2536
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING THE REQUESTED MODIFICATION TO THE
MORITORIUM DISTRICT TO ALLOW THE ADDITION OF A
FREE-STANDING SIGN AT MID-AMERICAN AUTO LOCATED AT
2975 HIGHWAY 10, PLANNING CASE NO. 275-89
WHEREAS, the Mounds View Planning Commission and City
Council have reviewed the modification request of Mr. Kevin
Mullins, Mid-American Auto, to allow the erection of a
free-standing sign on the property located at 2975 Highway 10,
legally described as the east 166 feet of part northeasterly of
highway of Lot 13 and Subdivision No. 89, St. Paul, Minnesota;
and
WHEREAS, the City Council has reviewed the moritorium
disrict and the appeal provision outlined in Ordinance No. 466;
and
WHEREAS, the City Council has determined that the
applicant has demonstrated a hardship; and
WHEREAS, the City Council has determined that the
situation is unique to this property; and
WHEREAS, the City Council has determined that the proposed
sign meets the sign requirements outlined in Chapter 39 of the
City Code (Sign Ordinance); and
WHEREAS, the property is located within the moritorium
distr1ct on Highway 10; and
WHEREAS, the City Council has determined that approval
would not affect the health, safety and general welfare of the
public; and
WHEREAS, the City Council has determined that the proposal
will not affect the integrity of the Comprehensive Plan or the
City's Zoning Ordinance or this Interim District; and
WHEREAS, the City Council has determined that the proposal
is consistent with the letter and intent of the Moritorium
District; and
WHEREAS, the moritorium district is a temporary ordinance
scheduled to be lifted at the end of April, 1990.

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Mounds View approves the requested modification to
the moritorium Ordinance No. 466 based on the findings listed
above.
