RESOLUTION NO. 4505 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION REQUESTING RICE CREEK WATERSHED DISTRICT CONSIDER THE CLEANING OF JUDICIAL DITCH NO. 1 AS A TOP BUDGET PRIORITY FOR 1995 WHEREAS, the City of Mounds View will begin construction of its 9 hole municipal golf course this Spring; and WHEREAS, Judicial Ditch No. 1 is located on the property designated as the golf course and driving range site; and WHEREAS, the City,in an effort, to protect the wetlands on the site, improve the surrounding area with a much desired recreational activity center which will be utilized by thousands of people per year; and WHEREAS, the City has provided for a beautifully landscaped course, driVing range and park area adjacent to the course which will be a financial, environmental and recreational amenity to the City, the County and the north Metro area; and WHEREAS, the City will be spending over $3,000,000 on land and site improvements to create an aesthetically pleasing family-oriented recreational facility; and WHEREAS, the sedimentation build-up in the Ditch has resulted in a condition that does not provide acceptable flow levels through the property .south of County Road J, often resulting in stagnant water, foul odors and a environmental image that is not consistent with the City of Mounds View's or Rice Creek Watershed's high standards of water quality programs; and WHEREAS, the Rice Creek Watershed had included the inspection and maintenance of this Ditch in the 1994 budget proposal but removed the action from the final 1994 budget; and WHEREAS, this action by Rice Creek Watershed has created a very serious environmental problem for the City of Mounds View as it proceeds with plans. for the construction of its municipal golf course. . . . RESOLUTION NO. 4505 PAGE TWO OF TWO NOW, THEREFORE, BE IT RESOLVED THAT, the City Council in and for the. City of Mounds View does hereby request the following actions be taken by the Rice Creek Watershed:! 1. Explore, this year, a program whereby the cleaning of Judicial Ditch No.1 could occur to remove sedimentation which is currently hindering acceptable flow levels through the property south of County Road J and north of Hwy. 118. 2. If the sedimentation and flow problems cannot be resolved this year, Rice Creek Watershed will reinstate necessary funds, in 1995, for the inspection and appropriate maintenance activities for Judicial Ditch No. 1 BE IT FURTHER RESOLVED THAT, the City of Mounds View is committed to working with the Rice Creek Watershed in this matter and is confident that a resolution of the problem can be found which is satisfactory to all parties.
