APPROVING A REVISED JOB DESCRIPTION AND AUTHORIZATION TO
ADVERTISE FOR THE PUBLIC WORKS MAINTENANCE MECHANIC POSITION
WHEREAS, Steven Vacek has resigned from his position effective November 30,
2015; and
WHEREAS, when job vacancies occur, it is desirable to review job descriptions to
ensure the requirements accurately reflect the expectations of the City Council; and
WHEREAS, Staff has reviewed the Public Work Maintenance Mechanic position
and recommends a number of revisions to better align the description with present duties
as assigned; and
WHEREAS, Staff further requests authorization to advertise for the vacant position
after the five (5) day internal posting of the position is completed in accordance with the
current Public Works Collective Bargaining Unit Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota to approve the revised job description and advertise for
the upcoming vacancy for the Public Works Maintenance Mechanic position.

POSITION DESCRIPTION
Position Title: Mechanic
Department: Public Works— Maintenance Division
Accountable to: Director of Public Works/City Engineer
FLSA Status: Non-Exempt (Public Works Collective Bargaining Unit)
PRIMARY OBJECTIVE OF POSITION
To perform skilled work in repairing and maintaining a variety of vehicles and mechanical equipment
which may include automobiles, trucks, heavy-duty maintenance and construction equipment,
mowers, trailers, small engines, power tools, generators, and other complex equipment and
machinery.
SUPERVISION RECEIVED
General supervision is provided by the Public Works Supervisor.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Plans, carries out and evaluates preventive maintenance schedules and repairs for all vehicles
and equipment assigned.
• Perform preventative and routine maintenance on a variety of vehicles and equipment including
draining and replacing fluids; lubricating chassis, hinges, and moving parts; replacing filters;
cleaning manifolds; balancing and rotating tires; tightening connections; and other maintenance
work.
• Inspect and test belts, hoses, wires, cables, spark plugs, lights, brake pads and rotors, tires,
shocks, bearings, bushings, batteries, wiper blades, and other parts as part of routine
maintenance. Replace and/or repair worn, broken, or malfunctioning parts as required.
• Diagnose and repair vehicle and equipment problems involving engines, brakes, front-ends,
suspensions, transmissions, electrical, exhausts, axles, cooling and heating systems, exteriors,
hydraulic systems, and other mechanical components.
• Perform tune-ups on engines and adjust parts and settings to obtain optimum performance.
• Install and troubleshoot radios, antennas, light bars, and other electrical components.
• Participate in routine welding, fabricating, and assembly of various parts and equipment.
• Participate in routine maintenance and repairs to mowers, chainsaws, weed whips, leaf blowers,
building equipment, and other small engine equipment and machinery.
• Keep detailed records of service and repair work performed. Check and record mileage of
vehicles on monthly basis and schedule preventative maintenance.
• Assist in ordering and purchasing of equipment, parts and supplies used for vehicle and
equipment maintenance. Coordinate deliveries and with outside vendors for service or repair
work
• Clean and keep organized the mechanic work and storage areas. Maintain stock of parts and
materials including an ongoing inventory of the tool room and stock items.
• Assist and participate in responding to emergencies affecting municipal infrastructure function
including storm debris clean-up, water and sewer pipe breaks, traffic control, flooding, and other
urgent matters.
• Participate in the Public Works "Standby Duty" and "Call Back" programs for after-hours and
weekend maintenance, repairs, and emergencies.
• Assist and participate in essential duties of other maintenance subdivisions when assigned by
Public Works Supervisor.
OTHER DUTIES AND RESPONSIBILITIES

• Respond to emergency service calls for disabled vehicles. Make repairs in field when possible.
• Keep maintenance facility and work areas in a safe, clean, and organized condition.
• Attend and participate in internal and external safety and certification training.
• Perform other duties and responsibilities as apparent or assigned by the Public Works Supervisor.
MINIMUM QUALIFICATIONS
Education and Experience:
• High School Diploma or GED.
• Satisfactory completion of a post secondary program of courses in automotive or truck mechanic
training at an accredited institution is desirable (one-year credit given towards experience).
• Two years of hands-on experience maintaining, servicing, and/or repairing various vehicles and
equipment. Three years or more experience is desirable.
Licenses and Certificates:
• Possession of a valid Minnesota Class A commercial driver's license with air brake endorsement;
obtain tanker endorsement within 6 months of employment.
• Possession of a DOT Commercial Vehicle Inspector certificate issued by Minnesota Department
of Public Safety or obtain within 12 months of employment.
• Possession of a National Institute for Automotive Service Excellence (ASE) certificate in test
series related to automotive and truck maintenance and repair or obtain within 12 months of
employment. Auto Maintenance and Light Repair and/or Automotive and Light Truck certificates
preferred.
• Possession of a Water Supply System Operator Class D certificate issued by Minnesota
Department of Health or obtain within 18 months of employment.
• Possession of a Wastewater Operator Class S-D certificate issued by Minnesota Pollution Control
Agency or obtain within 18 months of employment.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
• General principles and practices of automobile and truck mechanics for engines, brakes, front-
ends, suspensions, transmissions, electrical, cooling and heating systems, body exterior,
hydraulics, and other components.
• Methods, techniques, and procedures for inspecting, maintaining, and repairing vehicles and
equipment, including purpose and proper use of equipment, tools, and materials.
• Parts and supplies used in vehicle and equipment maintenance and repair.
• Proper safety precautions related to all work performed, including safe handling and application of
chemicals used in work and stored on site.
Skill in:
• Performing preventative maintenance to automobiles, trucks, heavy-duty maintenance and
construction equipment, mowers, generators, small engines, and other equipment.
• Operating hand and power tools, pneumatic devices, hydraulic lifts, and other common and
specialty tools and equipment used for essential duties and responsibilities.
• Diagnosing and repairing complex mechanical and electrical problems to a variety of vehicles,
equipment, and machinery. Operate mechanical and electrical test equipment.
• Basic use of computers and software programs; experience with Microsoft Office preferred.
Ability to:
• Assist with establishing and maintaining effective preventive maintenance programs, procedures
and policies.
• Read maintenance and repair manuals and perform procedures contained within.
• Work on-call and participate in rotating standby duty schedule.
• Work independently or on a team and complete daily work tasks and multi-day project
assignments while meeting a work schedule.
• Learn how to perform general, skilled, and semi-skilled tasks in a variety of construction,
maintenance, repair, and inspection activities; learn how to operate tools and equipment of other
O&M subdivisions.

• Keep accurate records of time sheets, work assignments, inspection and maintenance activities,
repair materials, purchase receipts, and as-built information in hard copy and electronic formats.
• Obtain and keep current all licensures and certificates required for position.
• Establish and maintain cooperative working relationships with those contacted in the course of
work, including co-workers, other departments, other agencies, vendors, and the public.
• Communicate effectively, in English, both verbally and in writing.
• Pass a medical physical examination and drug test.
TOOLS AND EQUIPMENT USED
• Common and specialized hand and power tools used for mechanical repairs.
• Mechanical equipment including hydraulic lifts, jacks, vices, air compressors, welders, tire
balancer, filter crusher, and pressure washer.
• Diagnostic and inspection tools and equipment including vehicle code readers, multimeters, and
pressure gauges.
• Office tools and equipment including telephone, copier, personal computer, calculator and mobile
radios.

Physical Demands:
While performing the duties of this job, the employee is regularly required to use hands and fingers to
handle, feel, and operate objects, tools, or controls. The employee is frequently required to stand,
walk, sit, climb, balance, stoop, kneel, crouch, crawl, reach, talk, and hear. The employee must
frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.
Specific vision abilities required by this job include close vision, color vision, depth perception, and
the ability to adjust focus.
Work Environment:
While performing the duties of this job, the employee frequently works near moving mechanical parts
and equipment and is exposed to vibration and wet and/or humid conditions. The employee
occasionally works outdoors and is occasionally exposed to fumes or airborne particles, toxic or
caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually
loud.
