CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZING THE ADVERTISEMENT FOR THE PUBLIC WORKS LEAD
UTILITY WORKER POSITION
WHEREAS, William Hanggi, Lead Utility Worker in the Water
Division of the Public Works Department, has submitted a letter of resignation;
and
WHEREAS, the Lead Utility Worker is currently assigned to the
Water Division of the Public Works Department; and
WHEREAS, the Lead Utility Worker is responsible for operation
maintenance and monitoring of the City's entire water supply system; and
WHEREAS, the State of Minnesota requires that the person
operating the City's water system maintain a Class B Water License which is a
requirement for this position.
NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View
• .City Council does hereby grant authorization to advertise for the Lead Utility
Worker in the Water Division of the Public Works Department.

POSITION DESCRIPTION
Position Title: Lead Utility Worker
Department: Public Works
Accountable To: Public Works Director, Public Works Supervisor
Status: Non-Exempt -Collective Bargaining IJnit
PRIMARY OBJECTIVE OF POSITION
To operate, develop plans and administer maintenance programs; monitor and adjust all
operations, administrate and over-see all repairs pertaining to the City's water system. This
position will handle and respond to concerns and complaints, maintain safety standards along
with records and reports pertaining to the City's water system. Will be responsible for ordering
and maintaining the equipment essential to the Water Department. This position will also
participate in the Water Department budget processes and to keep abreast of new materials and
equipments pertaining to such.
This position will act as the Public Works Supervisor in the absence of the Public Works and
Parks Supe2visors.

Works under the supervision of the Public Works Supervisor.
SUPERVISION EXERCISED
Over sees repairs to the water distribution system performed by staff or contractors to ensure that
they are done in accordance with the City and the Minnesota Department of Health
specifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES
^ Monitors SCADA system for the water distribution system for the City of Mounds View,
and retains a minimum of a " B" water license for the City to meet state requirements.
^ All pumping records and data required for each well.
^ Operates a variety of diagnostic instruments and a variety of hand, electric, and air-driven
tools.
^ Tests, services and repairs mechanical equipment to the best of his knowledge.
^ Inspects, adjusts and replaces necessary equipment as needed.
^ Follows and conforms to all requirements set by the MDH, (Minnesota Dept. of Health).
^ Maintain a (B) water license or above as required for the municipal system.
^ Orders alI chemicals needed to produce the highest water quality.
^ Is involved in yearly budget and C.I.P.(Capital Improvement Plan) for replacement of
materials and equipment.
^ Purchases equipment, parts, and supplies used for municipal system.
• Monitors the municipal system from home during off hrs. (After normally scheduled
hours according to the contract).

^ Assists in the preparation of bid specifications. {Water Dept. related).
^ Schedules projects to be performed for system maintenance with the Public Works
Supervisor.
^ Maintains records, prepares reports and other specialized maintenance records of
equipment and mechanical equipment.
PERIPHERAL DUTIES
^ Works with other City employees in a cooperative manner to maintain a team effort and also
can work effectively alone.
^ Performs related duties as apparent or delegated to ensure the successful operation of the
Water Department and Public Works Department.
^ Maintains ability and knowledge to assist in training of other employees.
^ Seiwes on various employee or other committees as assigned.
^ Snowptowing duties as assigned.
^ Participates in an "On Call" ratatian schedule after 1 year of employment.
MINIMUM QUALIFICATIONS
Education and Experience:
a. Graduation from high school diploma or GED equivalent.
b. Five(5) years of related experience.
c. Must have and retain a class (B) water license.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
a. Working knowledge of the hazards a1~d safety precautions common to municipal
maintenance and repair activities. ~
b. Skill in operation of listed tools and equipment.
c. Ability to establish and maintain effective preventive maintenance programs,
policies and procedures; Ability to carry out assigned projects to their completion;
Ability to communicate effectively verbally and in writing; Ability to establish
and maintain effective working relationships with employees, supervisors,
vendors and the public.
SPECIAL REQUIREMENTS
^ Valid State Driver's with CDL and tanker and airbrake endorsement or ability to obtain
one.
^ Class (B) water license.
^ Obtain within 2 years of employment start date a S-D Wastewater Certificate.
TOOLS AND EQUIPMENT USED
Motorized vehicles, power hand tools and equipment for repairs and routine maintenance of the
municipalities utilities. Testing and calibration of the equipment needed to successfully complete
the task. Snow removal equipment of various types.

Specific vision abilities required by this job include close vision, color vision, and the ability to
adjust focus.
