STATE OF MINNESOTA
APPROVING NON-STANDARD STREET DESIGN AND PARKING RESTRICTIONS FOR
AREA I OF THE STREET AND UTILITY IMPROVEMENT PROGRAM
WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007 establishing
the Street and Utility Improvement Program (Program), which includes nine Street and Utility
Improvement Projects identified as Areas A through I; and
WHEREAS, a Street and Utilities Committee was established through Resolution 7223
on February 11, 2008 to oversee the implementation of the Program, including providing
recommendations to the City Council on design or financing issues encountered during the
Program; and,
WHEREAS, the City Council approved Resolution 8449 on August 24, 2015 authorizing
Bolton and Menk, Inc. to perform engineering services and prepare bidding documents for the
design of Area I of the Program; and
WHEREAS, Jackson Drive between Lois Drive and Hillview Road is a non-standard
street in Area I of the Program due to its Municipal State Aid status, recommended
pedestrian/bicycle accommodations and width; and
WHEREAS, Jackson Drive between Hillview Road a County Road I is a non-standard
street in Area I of the Program due to its recommended pedestrian/bicycle accommodations;
and
WHEREAS, Hillview Road between Jackson Drive and Quincy Street (southern leg) is a
non-standard street in Area I of the Program due to its Municipal State Aid status,
recommended pedestrian/bicycle accommodations and width; and
WHEREAS, Hillview Road between Quincy Street (southern leg) and I-35W Service
Road is a non-standard street in Area I of the Program due to its recommended
pedestrian/bicycle accommodations and width; and
WHEREAS, Quincy Street (northern leg) between the northern dead end and Hillview
Road is a non-standard street in Area I of the Program due to its recommended
pedestrian/bicycle accommodations and width; and
WHEREAS, Quincy Street (southern leg) between Hillview Road and County Road I is a
non-standard street in Area I of the Program due to its Municipal State Aid status,
recommended pedestrian/bicycle accommodations and width; and
WHEREAS, City staff and consultant developed design recommendations for each of
the streets listed and reviewed these recommendations with the Street and Utility Committee
and abutting property owners in Area I on November 16, 2015, including soliciting resident
feedback; and
WHEREAS, the Street and Utility Committee and Public Works have provided
recommendations for the streets listed previously in this resolution; and,

WHEREAS, to be eligible for Municipal State Aid funding, Jackson Drive between Lois
Drive and Hillview Road: Hillview Road between Jackson Drive and Quincy Street (southern
leg) and Quincy Street between Hillview Road and County Road I must be signed with "No
Parking" or equivalent traffic signs on the sides of the street that do not have designated parking
lanes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Jackson Drive between Lois Drive and Hillview Road is to be reconstructed at 35.5 feet in
width with two 11-foot wide traffic lanes and have a 6-foot wide sidewalk on the east side, a
5.5-foot wide shoulder on the east side and an 8-foot wide parking lane on the west side.
2. Jackson Drive between Hillview Road and County Road I is to be reconstructed to 28 feet in
width and have a 6-foot wide sidewalk on the east side.
3. Hillview Road between Jackson Drive and Quincy Street is to be reconstructed at 35.5 feet
in width with two 11-foot wide traffic lanes and have a 6-foot wide sidewalk on the north
side, a 5.5-foot wide shoulder on the north side and an 8-foot wide parking lane on the south
side.
4. Hillview Road between Quincy Street and the I-35W Service Road is to be reconstructed to
28 feet in width and have a 6-foot wide sidewalk on the north side between Quincy Street
(southern leg) and Quincy Street (northern leg).
5. Quincy Street between northern dead end and Hillview Road is to be reconstructed to 28
feet in width and have a 6-foot wide sidewalk on the east side between Hillview Road and
Rustad Lane.
6. Quincy Street between Hillview Road and County Road I is to be reconstructed at 35.5 feet
in width with two 11-foot wide traffic lanes and have a 6-foot wide sidewalk on the east side,
a 5.5-foot wide shoulder on the west side and an 8-foot wide parking lane on the east side.
7. Jackson Drive between Lois Drive and Hillview Road, Hillview Road between Jackson Drive
and Quincy Street (southern leg) and Quincy Street between Hillview Road and County
Road I shall be signed with "No Parking" or equivalent traffic signs as appropriate.
