RESOLUTION APPROVING REVISIONS TO THE POLICE CHIEF
JOB DESCRIPTION AND AUTHORIZING THE ADVERTISEMENT FOR THE
POSITION OF POLICE CHIEF
WHEREAS, Police Chief Tom Kinney has submitted his notice of retirement; his last
day of employment will be April 29, 2016; and,
WHEREAS, the Police Civil Service Commission and the City Council have
reviewed the essential duties and responsibilities associated with the Police Chief position
and support a revision to incorporate a recent City Council priority on policing and
community engagement; and,
WHEREAS, the 2016 salary range (hourly) for the position is presently as follows:

$44.34 $45.72 $47.11 $49.88 $52.65 $55.42
WHEREAS, staff requests authorization to advertise the soon-to-be vacated position
online, with the POST board and at the StarTribune.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council
approves the proposed revisions to the Police Chief job description, attached as Exhibit A,
and authorizes the position be advertised online, with the POST Board and in the
StarTribune.

POSITION DESCRIPTION
Position Title: Police Chief
Department: Police Department
Accountable to: City Administrator
Status: Exempt
PRIMARY OBJECTIVE OF POSITION
To provide effective leadership in the planning, development, implementation and
evaluation of a comprehensive, fair and impartial law-enforcement program which will
continually demand the respect and confidence of Mounds View citizens.
SUPERVISION RECEIVED
Works under the general guidance and supervision of the City Administrator. The
Police Chief is subject to the authority of the Police Civil Service Commission and the
City Council.
SUPERVISION EXERCISED
Exercises supervision over all Police Department Staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Implements a program of law enforcement and public service which will
engender the respect and confidence of citizens, preserve law and order and
protect life and property.
• Clearly defines and interprets department rules, regulations and operating
policies for all assigned personnel to ensure consistent understanding and
compliance with such policies throughout the department.
• Maintains open and on-going communication with the City Administrator
• Delegates responsibility and commensurate authority to department officers in a
manner which will remove uncertainty about their assigned responsibilities and
the level of performance expected.
• Conducts routine tours and inspections of police beat to keep abreast of
developments in the City and evaluate the performance of assigned officers.
• Plans and directs an in-service training program designed to maintain officers'
awareness of changes in laws and individual rights in order to ensure fairness
and impartiality in carrying out law enforcement activities.
• Personally performs police work activities on a regular basis and provides direct
assistance in special investigations or when circumstances dictate.
• Develops and implements various crime-prevention programs in a manner which
will build community support and understanding of the needs for such activities -
Continually analyzes crime patterns throughout the City as the basis for planning
a prevention program with good chance for implementation and success.
• Promote positive partnerships and outreach efforts between the Mounds View
Police Department and the community it serves.
• Prepares and submits a sound and documented budget for the department and

controls expenditures within budgetary limitations.
• Complies and submits regular reports to the City Council and makes personal
presentations at meetings to provide an accurate picture of law-enforcement and
public service activities being provided by the department.
• Maintains an on-going contract with other police departments in surrounding
jurisdictions as well as metropolitan professional police organizations to keep
abreast of new training procedures which will have application in Mounds View.
• Keeps up to date with current developments in the field of police administration
through a program of reading, attending seminars and other activities as
appropriate.
• Recognizes and accepts opportunities to address various civic groups on
important aspects of police in order to broaden understanding and cooperation
throughout the community.
PERIPHERAL DUTIES
• Assumes other responsibilities as apparent or as delegated.
• Ensures established programs for law enforcement and public service are
achieved and implemented.
• Opportunities are taken to promote a favorable image of the department and
create good public relations through civic groups and other presentations in the
community.
• Ensures provided services consistently command the confidence and respect of
the community.
MINIMUM QUALIFICATIONS
(A) B.A. in police science, law enforcement, criminal justice, public administration or
a related field
(B)Ten years experience in law enforcement, five of which must be in a senior
management position
(C)Completion of basic law enforcement training
(D)An equivalent combination of education and experience.
(E) POST certification
DESIRED QUALIFICATIONS
Education and Experience
(A)Graduation from a college or university with a master's degree in police science,
law enforcement, criminal justice, public administration or a closely related field,
and
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
(A)Strong leadership skills and the ability to make tough decisions
(B)Thorough knowledge of modern law enforcement principles, procedures,
techniques, and equipment; considerable knowledge of applicable laws,
ordinances, and department rules and regulations;
(C)Broad experience in all areas of law enforcement including patrol work and
investigative practices and techniques.
(D)Experience working with elected officials

(E) Familiarity with issues related to small city, suburban environment.
Understanding of the impact of social and economic diversity within a
community.
(F) Orientation towards community policing and D.A.R.E. programs and principles
(G)Strong budgeting skills.
(H)Experience in labor union issues including grievances and mediation.
SPECIAL REQUIREMENTS
(A) Must possess, or be able to obtain by time of hire, a valid State Driver's License
without record of suspension or revocation in any state;
(B) Must be able to pass background check and psychological and physical
examinations.
TOOLS AND EQUIPMENT USED
Police car, police radio, radar gun, handgun and other weapons as required, sidehandle
baton, handcuffs, breathalyzer, pager, first aid equipment, personal computer including
word processing software.

While performing the duties of this job, the employee frequently works in outside
weather conditions. The employee occasionally works near moving mechanical parts; in

extreme heat, and vibration.

The noise level in the work environment is usually moderate.
