STATE OF MINNESOTA
RESOLUTION APPROVING THE MEDTRONIC CRM PRELIMINARY PLAT
PLANNING CASE MA2005-002
WHEREAS, Medtronic, Inc., has submitted an application for a Major Subdivision to re-
plat the 85.27 acres land associated with the Medtronic CRM project area and is requesting
approval of the Medtronic CRM Preliminary Plat date-stamped October 5, 2005 prepared by
E. G. Rud and Sons, Inc.; and,
WHEREAS, the land to be subdivided by Medtronic represents the Mounds View
Bridges Golf Course located north of Highway 10 and west of Interstate 35W at 8290 Coral
Sea Street, and adjoining parcels in the city of Blaine, all legally described as follows:

WHEREAS, the conditions and requirements regarding the proposed sale of real
property from the City and the EDA to Medtronic are fully addressed in the Purchase
Agreement and Contract for Private Development as executed by the parties on August 31,
2005; and,
WHEREAS, the City Council held a duly noticed public hearing on October 10, 2005
regarding the Medtronic CRM preliminary plat; and,
WHEREAS, the City Council has reviewed Title 1200 of the Mounds View Municipal
Code pertaining to subdivisions of land; and,
WHEREAS, the Mounds View City Council has received a recommendation of approval
from the Mounds View Planning Commission as evidenced by Resolution 815-05.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council makes the
following findings of fact related to the Medtronic CRM preliminary plat:
1. The preliminary plat date-stamped October 5, 2005 is consistent and complies
with. the City's subdivision regulations as articulated in Title 1200.
2. The submitted preliminary plat is consistent with the Mounds View Comprehensive
Plan.
3. Easements sufficient to protect all water courses, ponds, wetlands and drainage
areas and public utilities are provided and dedicated on the preliminary plat.
4. Excess right of way and excess easements will be vacated according to the
regulations and requirements of the City of Mounds View and state of Minnesota.
• 5. Park dedication fees in the amount of $865,000 have been negotiated between the
City and Medtronic and will be due at the time of Phase 1 building permit approval.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds mew City Council
approves the Medtronic CRM Preliminary Plat date-stamped October 5, 2005 subject to the
following conditions:
1. The easement over the Met Council sanitary sewer interceptor shall not be vacated.

2. All of Outlot A shall be protected by public drainage and utility easement.
3. The periphery easement on Lot 3 shat{ be widened from 10 feet to 40 feet.
4. City Council approval is subject to Ramsey County approval.
5. if deemed necessary by the City Attorney, the Applicant shall execute a subdivision
agreement consistent with the requirements and regulations of he City of Mounds View
and state of Minnesota.
6. The Applicant shall submit the Medtronic CRM final plat within six months from the
date of preliminary plat approval or the preliminary plat approval shalt be rendered null
and void.

EXHIBIT A -Medtronic CRM Legal Descriptions
• Outlot A and Lot 4, Block 1, North Star Industrial Park 2nd Addition, according to the recorded
plat thereof; and situate in Ramsey County, Minnesota.
Lots 10 through 16, Block 2, North Star Industrial Park, according to the recorded plat thereof,
and situate in Ramsey County, Minnesota.
That part of Tract A described below:
Tract A.
The South Half of the Northeast Quarter of Section 5, Township 30 North, Range 23 West,
Ramsey County, Minnesota, which lies northerly and westerly of the following described
line:
Commencing at the center of said Section 5; thence north on an azimuth of 359
degrees 23 minutes 10 seconds (azimuth oriented to Minnesota State Plane
Coordinate System) along the north and south quarter line of said Section 5 for 781.42
feet to the point of beginning of the line to be described; thence on an azimuth of 108
degrees 12 minutes 41 seconds, 231.14 feet; thence on an azimuth of 98 degrees 27
minutes 03 seconds, 1486.78 feet; thence run northeasterly for 447.16 feet on a non-
tangential curve, concave to the northwest, having a radius of 720 feet, a delta angle of
35 degrees 35 minutes 02 seconds and a chord azimuth of 76 degrees 55 minutes 11
seconds; thence on an azimuth of 59 degrees 07 minutes 40 seconds, 192.89 feet;
• thence run northerly 398.14 feet on anon-tangential curve concave to the northwest,
having a radius of 850 feet; a delta angle of 26 degrees 50 minutes 15 seconds and a
chord azimuth of 29 degrees 26 minutes 05 seconds; thence on an azimuth of 16
degrees 00 minutes 57 seconds, 303.65 feet to the north line of said Tract A and there
terminating;
And,
Lots 1, 2, 3, 4, 13, 14 and 15, Block 1 and Lots 1, 2, 3, Lot 4 except the South 60 feet and Lot
5 except the South 222.2 feet, Block 2, Laport Meadows, according to the recorded plat
thereof, and situate in Ramsey County, Minnesota, except those portions which lie
southwesterly of a line run parallel with and distant 100 feet northeasterly of the following
described line:
Beginning at a point on the west line of Section 5, Township 30 North, Range 23 West
distant 688.09 feet south of the northwest corner thereof; thence run southeasterly at
an angle of 142 degrees 35 minutes 45 seconds with said west section line for 1278.48
feet; thence deflect to the left on a 03 degrees 00 minute curve (delta angle 33 degrees
39 minutes 25 seconds) for 1121.90 feet; thence on a tangent to said curve for
1100.00 feet and there terminating.
