STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE PAYROLL/UTILITY TECHNICIAN AND
APPOINTING THE POSITION TO DEBBIE JASPER
WHEREAS, the Payroll/Utility Technician, Debbie Jasper, has assumed
several important human resource duties in regard to payroll since the vacancy
of the Assistant City Administrator at the end of 2002; and
WHEREAS, Resolution 6006 was passed by the City Council, which
provided additional compensation to the Payroll/Utility Billing Technician at a rate
of five percent (5%) effective April 1, 2003; and
WHEREAS, Debbie Jasper has been performing these duties for over 2
years and is currently at Step 5 of the salary range; and
WHEREAS, Labor Relations has performed an assessment of the
Payroll/Utility Technician job description and the results of the assessment
indicate that the position is scaled at a recommended 183 HAY Points, with a
• maximum (Step 5) of $21.47/hr; and
WHEREAS, Debbie Jasper meets all requirements under the
Payroll/Utility Technician; and
WHEREAS, the salary range and steps for this position shall be:
Step 1 Step 2 Step 3 Step 4 Step 5
$17.18/hr $18.25/hr $19.32/hr $20.41/hr $21.47/hr
NOW, THEREFORE BE IT RESOLVED, that Debbie be reclassified into
the Payroll/Utility Technician.

NOW, THEREFORE BE IT FURTHER RESOLVED, that Debbie Jasper
be placed at Step 5 of the scale effective July 1, 2005.
