HomeMy WebLinkAboutResolution 8565 RESOLUTION NO. 8565 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVE CONSTRUCTION CONTRACT WITH NORTHWEST ASPHALT FOR CSAH 10 TRAIL SEGMENTS 6 AND 11 WHEREAS, the City Council adopted Resolution 8420 on May 26, 2015 awarding a contract to Bolton & Menk, Inc. to prepare bidding documents for CSAH 10 Trail Segments 6 and 11, City Project No. 2015-0O3; and, WHEREAS, the City Council adopted Resolution 8477 on November 9, 2015 authorizing Bolton & Menk, Inc. to proceed with the design of CSAH 10 Trail Segments 6 and 11, City Project No. 2015-0O3; and, WHEREAS, the City Council adopted Resolution 8539 on March 28, 2016 approving the plans and specification and authorizing the advertisement for bids for CSAH 10 Trail Segments 6 and 11, City Project No. 2015-0O3; and, WHEREAS, on May 2, 2016, five sealed bids were received and publicly read aloud as follows: RANK BIDDER BASE BID ALTERNATE 1 ALTERNATE 2 Low Northwest Asphalt, Inc. $475,846.48 $89,101.80 $11,878.85 2 Sunram Construction, Inc. $485,927.00 $96,630.20 $11,863.75 3 Bituminous Roadways, Inc. $509,756.50 $95,645.00 $12,279.50 4 Forest Lake Contracting, Inc. $521,973.00 $87,433.00 $16,265.00 5 Park Construction Company $526,028.40 $97,393.90 $13,884.50 WHEREAS, the lowest responsible base bid of $475,846.48 was submitted by Northwest Asphalt, Inc. of Shakopee, MN; and, WHEREAS, the City Engineer and Bolton & Menk, Inc. recommend awarding the construction contract to Northwest Asphalt, Inc for the base bid. NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The bid proposal submitted by Northwest Asphalt, Inc. in the total amount (base bid and alternate 1) of $564,948.28 for construction of CSAH 10 Trail Segments 6 and 11, City Project No. 2015-0O3 is accepted by the City and a construction contract is awarded to Northwest Asphalt, Inc. 2. City staff is directed to have a construction contract prepared for the Project at said price, and the City Attorney is authorized to review the prepared construction contract and any associated documentation submitted by Northwest Asphalt, Inc. 3. Upon satisfactory review of the prepared construction contract and documentation by the City Attorney, the Mayor and City Administrator are hereby authorized and directed, for and on behalf of the City, to execute and enter into said construction contract with Northwest Asphalt, Inc. 4. The Director of Public Works is authorized to make approvals related to contract modifications during construction of the Project up to a combined total of $14,000 (3% contingency) on behalf of the City Council. 5. The Mayor and City Administrator are hereby authorized and directed to execute all appropriate documents to effectuate the actions contemplated by this Resolution. 6. The Mayor and City Administrator, staff and consultants are hereby authorized and directed to take any and all additional steps and actions necessary or convenient in order to accomplish the intent of this Resolution.
