STATE OF MINNESOTA
AUTHORIZING THE PREPARATION OF A PRELIMINARY FEASIBILITY
REPORT AND CONSULTANT SELECTION FOR THE EXTENSION OF
PUBLIC UTILITIES TO THE MEDTRONIC CRM DEVELOPMENT PROJECT
WHEREAS, the City has approved the sale of the Golf Course and
has entered into a developer's agreement with Medtronic; and
WHEREAS, As per the developer's agreement with Medtronic,
paragraph (b) of section 4.6 states:
(b) Public Improvements. The City agrees to construct the Public
Improvements at its expense. The City is required to install necessary offsite
water and sewer line improvements necessary far the Development Properly.
This includes extension of the water main, sanitary sewer and storm sewer lines
to the Development Property; and
• WHEREAS, the engineering firm of Bonestroo, Rosene, Anderlik,
and Associates (BRAA) has submitted a proposal letter for the creation of the
preliminary feasibility report; and
WHEREAS, the development of a feasibility report for the extension
of public utilities to the Medtronic CRM Development Project is estimated to cost
$22,000.00; and
WHEREAS, as per the Developer's Agreement with Medtronic, the
City/Authority will be reimbursed through availab{e tax increment frrst from this
District then as needed from other available tax increment funds; and
WHEREAS, there are several engineering consultants within the
City's "consultant pool" from whom services could be obtained; and
WHEREAS, Staff recommends that the Council retain the services
of the engineering firm of Bonestroo, Rosene, Anderlik, and Associates (BRAA)
to assist in the preparation of the preliminary engineering report and other
aspects of this project.

• NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View, Ramsey County, Minnesota as follows:
It is hereby authorized that the preliminary report for the extension
of public utilities to the Medtronic CRM Development Project be
prepared. Said preliminary report shall include an analysis as to
whether the proposed improvements are necessary, cost effective,
and feasible.
2. The services of the engineering firm of Bonestroo, Rosene,
Anderlik, and Associates (BRAA) shall be retained to assist in the
preparation of the preliminary engineering report and other aspects
of this project, as directed by City Council.
3. The estimated cost of the planning phase of this project is $22,000,
to be derived from the City's Tax Increment Financing District
Number 5 (Account 450-4650-3030-040}, then, as needed from
other available tax increment funds.

Public Utility Extension Analysis

Dear Greg:
As requested, we are pleased to offer you a quote for performing engineering services related to
the proposed Medtronics development, which would be located on the existing Bridges golf
course site in the City of Mounds View. This letter wilt outline our understanding of the request,
the scope of our proposed services, and the fees associated with those services.
Proieet Understanding:
The City of Mounds View wishes to investigate what would be involved in extending their
sanitary sewer system and water distribution system to provide adequate service to the Bridges
golf course site, which is proposed for development by Medtronics. A preliminary analysis of
this was done as part of the AUAR prepared for this site by RLK. Copies of the sanitary sewer
and water main figures included in that AUAR are attached far reference-
The anticipated use for the site, as stated by the City, would ultimately be up to 1.5 million
square feet of corporate off ce space, containing four (4) separate buildings, each of which would
be eight (8) stories in height. Some amount of research and development space could be located
within this total corporate office space, along with associated testing areas. However, no
significant assembly or manufacturing would occur on the site. Associated pazking areas, roads
for circulatiol~, etc, would also be included in the development.
Detailed topographic information for the site, including 2-foot contours, is not available from the
City. Topographic information far the site will need to be obtained from USGS mapping, or be
provided by the developer. Detailed topographic information for off-site areas would need to be
obtained by direct survey.

Scone Of Service$
Based on the Project Understanding outlined above, and our review of the existing City sanitary
sewer and water distribution system maps, we have estimated the engineering services required
to analyze extension of the utility systems to the site. The scope of our proposed services is
outlined below. Separate sections have been provided for the sanitary sewer system, water
distribution system, and serrveying.
Sanitary Sewer S sy tein
Tasks that we propose to perform to analyze the extension of the sanitary sewer system include:
• Generate list of'data required from Developer for proper analysis.
• Attend kick-off meeting with City Staff, representative from the developer, and
representative from the consultant for the developer.
• Gather and review information on the existing City sanitary sewer system through
constnretion record plans or other sources.
• Establish design parameters for the City system extension, based on design flow design
flow data provided by the developer (See Developer Responsibilities.)
• Perform a capacity analysis of the existing City sanitary sewer system to accommodate
the anticipated design flows.
• Investigate up to two (2) altematives for sanitary sewer extension /layout for' the site, to
determine feasibility.
o Likely first alternative: Connection to City 18-inch diameter main on Jackson St.
o Likely second alternative: Corurection to MCES 30-inch line along north side of
Highway 10. Includes coordination /discussion with MCES.
• Develop feasible alternative(s):
o Preliminary design, including restoration of existing areas disturbed by
connection to and extension of sanitary sewer utility
o Prepare cost estimates associated with preliminary design
• Review costs with City to allow development of proposed financing.
• Provide fifteen {1 S) copies of a bound report to present the findings of the investigation.
Report would include:
o Narrative description of the project understanding, assumptions, investigation,
and findings.
o Cost estimates of the proposed altematives.
o Discussion on the proposed method of financing the improvements.
o Graphic figures showing the proposed altematives.

Water Distribution System
Tasks that we propose to perform to analyze the extension of the water distribution system
include:
• Generate list of data required from Developer for proper analysis.
• Attend kick-off meeting with City Staff, representative from the developer, and
representative from the consultant for the developer.
• Gather and review information on the existing City water distribution system tluough
construction record plans or other sources.
• Gather and review existing data on ground elevations and water use.
• Perform tluee (3) hydrant flow tests on the existing system to determine pressure and
flow characteristics in the area of the proposed extension.
• Review information froth hydrant flow tests on Blaine system. (Assumes tests perforned
by City of Blaine or others.)
• Establish design parameters for the City system extension, based on design flow design
flow data provided by the developer. (See Developer Responsibilities.)
• Investigate up to two (2) alternatives for water system extension /layout for the site, to
determine feasibility:
o Likely first alternative: Entire service provided by Mounds View distribution
system
o Likely second alternative: Domestic service provided by Mounds View
distribution system, fire service provided by Blaine distribution system.
• Develop feasible alternatives}:
o Preliminary design, including restoration of existing areas disturbed by
connection to and extension of the water utility
o Prepare cost estimates associated with preliminary design
• Review costs with City to allow development of proposed financing
• Provide fifteen (15) copies of a bound report to present the findings of the investigation.
Report would include:
o Narrative description of the project understanding, assumptions,
investigation, and findings.
o Cost estimates of the proposed alternatives.
o Discussion on the proposed method of financing the improvements.
o Graphic figures showing the proposed alternatives.
Preliminary Survey
• Perform direct survey ofoff--site areas where potential connection to and / or extension of
the sanitary sewer and water utilities would occur, to identify existing topographic
features that need to be accounted for in the preliminary design.
For ease of use of the City and for cast effectiveness, the findings of both the sanitary sewer
analysis and the water system analysis would be combined in a single bound report.

Compensation
Compensation for our services, including all items and deliverables as outlined in above Scope
of Services would be as follows:
• Sanitary Sewer System: Lump Sum of $ 9,500.00
• Water Distribution System: Lump Sum of $10,500.00
• Preliminary Survey: Hourly rate estimated total $ 2,000.00
Totai Compensation: $22,OOO.OU
As part of our investigation, we will communicate regularly and as necessary with City Staff to
obtain infornation, discuss project questions, and discuss progress. However, it should be noted
that the fee stated above does not include any organized meetings with City Staff beyond the
project kickoff meeting. Any additional meetings, such as intern~ediate update meetings or
meetings to present the completed report, if desired by the City or developer, would generate a
request for compensation on an hourly basis, in accordance with the rates and terms stated in our
on-going contract for services with the City.
It should be noted that in the event this project were to continue development, and the City were
to direct us to prepare detailed construction plans and specifications, those would be prepared
under our existing contract with the City. As stated in our contract, the design fee for the plans
and specifications is determined as a percentage of the construction cost of the project. At the
time the design fee for the plans is collected, an appropriate credit for the feasibility report that
• preceded the plans as part of the project is given to the City.
The credit for tl~e report fee is determined based on the portion of the study that proceeds from
feasibility report stage to construction plan stage only. No credit is given for those efforts to
investigate design alternatives as part of the report, or for' those portions of the selected
alternative that are included in the report but not included in the final construction plans. In
addition, no credit is given Far preliminary survey activities performed as part of the design.
This information is stated here so that the City and developer are aware that, although a
significant portion of the report cost stated above would be able to be credited back if the project
were to proceed to final construction plans, the entire cost of the report would not.
Potential Additional Sanitary Sewer Analysis
It should be noted the capacity analysis per'forn~ed under the Scope of Services may find the
existing City system, specifically the existing 18-inch diameter- main on laclcson Street, is not
able to accommodate the anticipated flow increase from the development. In that case,
additional analysis and investigation could be performed to determine the options available to the
City to accommodate the flow.
Potential options could include a new City sewer main parallel to the existing 18-inch main,
replacement of the existing 18-inch main with an upgraded, larger diameter main, or some
combination of these two. Options could also include investigating a new, separate connection
to the existing 50-inch diameter MCES main for a new parallel line, use of the existing City
connection to the 60-inch MCES line, or the possibility of a new City connection to the existing
30-inch diameter MCES on the south side of Highway 10. Options would be dependent on the
allowances of existing agreements between the City and MCES.

Such additional investigation and analysis would be beyond the scope of the work stated above
in the Scope of Services. If this situation were to occur, we would discuss the findings of the
capacity analysis performed under the original Scope of Services with the City and would not
proceed with the additional analysis without autltorization from the City.
• Fee for' additional sanitary sewer analysis, if required: $2,000.00
Schednle
It is our understanding that if this development proceeds, the City wilt want to begin construction
of these utility extensions nn approximately in mid to late summer of 2006. In order to allow the
maximum time possible for design of final construction plans, review, concurrence, agency
approvals, etc,, it is our recommendation that this feasibility study be considered by the City
Council at the earliest possible opportunity for the purpose of ordering the study. Once the study
is ordered, we anticipate it will take six to eight weeks to complete, not including potential
additional analysis.
City Responsibilities
This quote for services has been prepared using the assumptions that the City will have the
following responsibilities inregard to the project:
• Malce existing utility record pla~is available to Bonestroo. Bonestroo would pick up the
plans, copy or reproduce required information from them as necessary, and return the
• original plans to the City as part of the project services.
• Assist Bonestroo in accessing the existing utility features, including but not limited
manholes, valves, and hydrants.
• Assist Bonestroo with operation of the water system to perform the hydrant tests,
• Coordinate with tl~e City of Blaine to obtain information regarding their water system,
including hydrant flow data.
• Determine financial responsibilities for the improvements. $onestroo would provide cost
estimate information in breakdowns !configurations as necessary to assist City.
Developer Responsibilities
This quote for services leas been prepared using the assumptions that the developer will have the
following responsibilities inregard to the project:
• Provide soil boring information on their site for use in determining impact on potential
utility installation. Specifically near the wetland in the southeast portion of the site.
• Provide inforn~ation on anticipated daily domestic water demand.
• Provide operating requirements for fire suppression system in the buildings.
• Provide anticipated sanitary sewer discharge rates from the site (if known) or other
information necessary to determine such rates.
• Provide other information on the proposed use of tl~e site as requested in order for
Bonestroo to perform the analysis as accurately as possible.

Compreliensive Sanitary Sewer Plan Update
We want to matte the City aware that if this development were to proceed, an approved amendment to the
City comprehensive sewer plan would be required. This would involve preparation of an amendment,
making application to the Metropolitan Council Environmental Services (MCE.S), and obtaining their
approval for the proposed extension.
The scope of services outlined in this letter includes the completion of a feasibility study for the required
improvements only. The information developed as part of that feasibility study could then be used to
create the comprehensive sanitary sewer plan amendment. However, the preparation of the actual
amendment and the submittal to the MCES would be beyond the scope of the work outlined in this
proposal. If the City wished to have those activities performed by us, they would constitute additional
services that wou]d require compensation on an hourly basis in accordance with our ongoing contract
with the City. We would not proceed with any such services without prior discussion with and
authorization from the City of Mounds View.
The development and execution of a comprehensive sanitary sewer plan amendment could readily be
accommodated in the schedule stated in the previous section of this letter. It is not anticipated that any
delay to the implementation of the utility extension project would be caused by the requirement of a
comprehensive plan amendment. If this development does proceed, the appropriate time to begin the
comprehensive sanitary sewer plan amendment process is at the time the preferred alternative for the
sewer extension is selected, and the project is ordered_
Conclusion
We are pleased to have this opportunity to offer our services to the City and further our relationship with
the Staff and Council. We understand the importance of the proposed development to the City, and the
desire of the City to maintain an aggressive schedule in the determination of required information for' the
potential site development. We are confident that we will perform excellent work for the City and they
will be mote than happy with the results.
The work would be performed under my supervision and coordination. The lead engineer for the water
distribution system analysis would be Mark Wallis, who performed the recent Vulnerability Assessment
orr the City water system. The lead engineer for the sanitary sewer analysis would be Bob Barth. You are
familiar with Bob and his work from past projects.
It is our understanding that Staff will review the information submitted here with the developer, in the
hopes of obtaining concurrence. Once concurrence is received, the proposal would be submitted to the
City Council for consideration of authorizing the work. It is possible that authorization could come as
early as the City Council meeting of October 10, 2005..
