CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE MOUNDS VIEW JOB DESCRIPTIONS
WHEREAS, at the April 10, 2006, City Council Meeting, the City Council passed
Resolution 6792, authorizing the firm Laumeyer & Associates to conduct a Salary
Compensation Study and Pay Equity Report; and
WHEREAS, in order to ensure that the Salary Compensation Report and Pay
Equity Report is accurate, Department Heads along with Staff reviewed ali job
descriptions; and
WHEREAS, updates and changes have been made to many of the job
descriptions; and
WHEREAS, these changes have been reviewed and approved by the
Department Heads.
NOW, THEREFORE BE IT RESOLVED that the Mounds View City
Council does hereby approve the attached updated job descriptions to be used for the
Salary Compensation Study and Pay Equity Report.

Position Description
Position Title: Clerk-Administrator
Department: Administration
Accountable to: City Council
Status: Exempt
PRIMARY OBJECTIVE OF POSITION:
Assist the Council, as their chief administrative aide, in the development of public policy.
Develops and implements programs, work plans and budgets which advance the
Council's policies with the involvement and assistance of City department heads and
staff. Plans, directs and evaluates, under Council direction, the delivery of municipal
services. Perpetuates the collaborative personnel management system with all city
employees.
SUPERVISION RECEIVED
Works under the general guidance and direction of the City Council.

ESSENTIAL DUTIES AND RESPONSIBILlT1ES
Program Planning/Budget Responsibilities:
• Develops yearly work plan and budget in collaboration with department heads to
carry out the Council's annual goals and guidelines.
• Recommends organizational and policy planning priorities with well documented,
objective reports designed to inform and advise the Council in establishing public
policy.
• Provides information related to contemplated municipal projects and programs as
required by the Council.
• Keeps Council updated on City business projects, budgets and fiscal condition of
City business.
• Prepares annua! financial statement and annual report.
Prepares program of public services extending five years.
Personnel Management:
• Develops and maintains, with department heads, a collaborative personnel
management system which includes, but is not limited to orientation, clear job
descriptions, salary and benefits programs, union negotiations, timely and
• consistent performance reviews of employees and on-going communication.
• Supervises department head team and administrative staff.
Establishes and maintains effective methods of communication with city personnel i
to effectively deliver City services and with Council members to oversee the
administration of City personnel.
Participates in decisions relating to all matters affecting the City personnel.
External Relationships with the Public:
Establishes a good working relationship with clear respectful communications with
citizens, businesses, commissions, consultants and political sub-divisions.
• Provides for the representation of the City to external groups on ways which
enhance the image of Mounds View and serve the best interests of the City.
Assures open communication, encouraging residents and businesses to be heard
by the Council.
• Coordinates the preparation and releases of information for the public. Develops
and discusses public relations material with staff and Council, as required.
Relationship with Council:
Ensures that the Council is provided with complete, objective and reliable
information and recommendations to establish sound public policy.
Distributes written communications prior to Council meetings in a timely manner.
• Attends all Council meetings or designates an alternate.
Organizational Climate: •
• Develops and maintains processes for employee involvement through participative
management and open communication.
• Develops and maintains, in collaboration with department heads, management
processes which encourage open interactive communication between staff and the
Council.

Clerical Responsibilities:
• Performs or delegates all duties of a City Clerk by ensuring compliance with the
Home Rule Charter and with other prescribed laws and regulations.
• Supervises the conduct of all local elections and performs or delegates associated
duties in accordance with the Charter and with other prescribed laws and
regulations.
Develops and maintains understanding and awareness of federal, state, county
and other governmental programs which affect the municipality. Keep the Council
informed on these issues.
• Ensures the Council Minute Book, Ordinance Book, Code Book and Account
Books are kept up-to-date at all times.
• Oversees City purchasing functions to ensure the procurement of quantity •
supplies, materials and services at a reasonable and fair cost.

PERIPHERAL DUTIES:

MINIMUM QUALIFICATIONS:
Education and Experience:
(A) Bachelor of Arts Degree in Public Administration, business Administration or
related field;
(B) 3 years municipal management experience.
(C) Advanced degree or equivalent desirable.
NECESSARY KNOWLEDGE, SKILLS AND A8LlTIES
(A) Considerable knowledge of modern policies and practices of public administration;
working knowledge of municipal finance, human resources, public works, public
safety, and communication development.
(B) Skill in preparing and administering municipal budgets; skill in planning, directing
and administering municipal programs; skill in operating the listed tools and
equipment;
(C) Ability to prepare and analyze comprehensive reports; ability to carry out assigned
projects to their completion; ability to communicate effectively verbally and 'in
writing; ability to establish and maintain effective working relationships with

a municipal government.

POSITION DESCRIPTION
Position Title: Assistant to the City Clerk/City Administrator
Department: Administration
Accountable to: City Administrator
Status: Exempt
PRIMARY OBJECTIVE OF POSITION
Provides administrative support to the City Council, City Administrator and requires strict
confidentiality. Performs a variety of routine and complex clerical, office management,
administrative and project management work.
Works with the City Administrator and other department directors to assure compliance with the
City's policies, goals and programs to achieve interdepartmental communication and
cooperation.
May coordinate general maintenance and repair work to maintain the City Hall building during
regular work hours and non-regular work hours as needed including determining need for,
recommending and arranging for outside contract service to maintain building operations, as
well as maintaining and purchasing office equipment.
• SUPERVISION RECEIVED:
Works under the closer supervision of the City Administrator.
SUPERVISION EXERCISED
May coordinate the daily activities of student workers/volunteers including work assignments,
reviewing quality and quantity of work performed and balancing workloads needed to support
other departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Communications
• Complies, prepares and distributes agenda packets including City Council, EDA, and
various task forces for the City Council, Department Heads, and other parties to ensure
all parties are informed of items to be reviewed at scheduled meeting.
• Prepares and publishes legal notices and ordinances according to established law and
City procedures. Notarizes and certrfes official documents.
Composes, types, and edits a variety of correspondence including letters, newsletters,
resolutions, proclamations, reports and other materials requiring judgment as to content,
accuracy, and completeness.
May develop and coordinate the publication of the New Residents Guide, Business
Directory, Community Profile and Municipal Directory.
Coordinates, organizes and tracks multi-departmental committees to ensure effective
i communications and building operations throughout City Hall.
• May coordinate, monitor and program software for voicemail and telephone system to •
ensure efficient operation, including trouble-shooting and coordination of repair service.
Records Management
Prepares and maintains records and indexes, including, but not limited to, minutes,
ordinances resolutions and staff reports.
Develops, monitors and maintains Gity record retention schedules.
Develops system for collection, organization. and retrieval of city informationlreview and
recommend various proposals, license contracts and agreements.
Office Management
• Solicits bids for office equipment, supplies, stationery, maintenance and janitorial
supplies.
• Plans conferences, schedules appointments and training sessions. Schedules,
coordinates, or performs setup of rooms for meetings, or special events.
• Serves as liaison with building maintenance, equipment repair and telecommunications
technician persons as needed.
• Arranges and coordinates appropriate action in response to unforeseen circumstances
ar events that result for immediate action.
• Ensures duties are covered when custodian or receptionist is on vacation, absent, or
unavailable to perform duties required.
Human Resources •
• Assisting the City Administrator in Labor negotiations, contract administration and
grievances.
• Assisting in coordinating new employee hiring
• Assists the Payroll/Utility Clerk Technician in administration of employee benefrts
programs.
• Coordinates employee performance evaluations.
• Coordinates City Organizational development and employee training activities.
• Assists in the administration of the City's drug testing program and drug free workplace
for DOT and non-DOT employees respectfully
• Assists the City Administrator to ensure Affirmative Action/EOE Compliance
• Assist with analysis of union contract proposals in a confidential manner.
• Prepare and distribute New Employee Packets.
• Coordinate and administer employee related Health Insurance Benefit Contracts.
• Organize Annual open enrollment period.
Clerical Duties
• Assists the City Administrator on all duties of a City Clerk by ensuring compliance with
the Home Rule Charter and with other prescribed laws and regulations.

PERIPHERAL DUTIES

• Serves as backup cashier including receipting of various payments and posting monies
to appropriate accounts.

MINIMUM QUALIFICATIONS
Education and Experience
(A) Associates Degree from an accredited college or university in Business, Legal,
Management or equivalent; and
{B) Three (3) years of increasingly responsible experience, or any equivalent
combination of related education and experience.
DESIRED QUALIFICATIONS
Education and Experience
(A) Bachelors Degree from an accredited college or university in Public Administration,
Business Administration, Human Resources or closely related field; and
(B) Any equivalent combination of education and progressively responsible experience,
with additional work experience substituting for the required.
Necessary Knowledge, Skills and Abilities:
(A) Proficient in the usage of work processing software, typing speed of 60 wpm, working
knowledge of computers and data processing; working knowledge of modern office
practices and procedures.
(B) Skill in operation of listed tools and equipment.
(C) Ability to effectively meet and deaf with the public; ability to communicate effectively
verbally and in writing, ability to handle stressful situations.
(D) Ability to communicate effectively orally and in writing.

newsletter, positive press relations, and producer-type work for community
programming.

Works under the general guidance and direction of the City Administrator.
SUPERVISION EXERCISED
None. May supervise additional cable help.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• 1. Cable Television
• Cable casts all regular and special City Council meetings and ensures that the
tapes are replayed at scheduled times.
• Cable casts other special public information meetings as directed.
• Sets monthly meetings with the Cable Committee for planning monthly
programs.
• Arranges producer type work regarding Cable N programs.
• Performs editing as necessary for special programs.
• Performs technician taping procedures for programs intended for viewing.
• Prepares messages for the Cable monitor.
• Maintains the Cable TV equipment, material and supplies so that they are in
good working order.
• Catalogues and stares tapes in the tape resource library.
• Maintains an inventory of Cable TV equipment.
• Purchases supplies as needed for production and technical work.
• Assists in preparation of an annual budget.

Prepares grants for Cable TV equipment or programming projects.
• Coordinates an integrated communications program with the public via Cable

Responsible for receiving and referring all inquiries to appropriate City personnel.
Performs other clerical duties including mail processing, cash receipting, word
processing and data entry, maintains office supplies, schedule room reservations and
assists with other Departments as needed.
SUPERVISION RECEIVED
Works under the guidance and direction of the City Administrator or designee.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Receives and routes central switchboard calls. Answers incoming telephone
calls, directing them to the appropriate individual or department. Takes accurate
messages and refers them in a timely manner to ensure the caller receives a
prompt reply.
• Refers customers and residents to proper persons or department. Greets visitors
to the City offices and directs them to the individual or department able to
provide the most assistance. Provides prompt and business-like customer
service to maintain a favorable image of the City.
• Provides counter coverage and assists customers with various requests.
• Processes afi outgoing and incoming mail. Promptly distributes mail to
appropriate department. Notifies intended receiver when an express letter or
package arrives.
• Performs word processing, including, but not limited to, forms, (icenses and
general correspondence. Maintains up-to-date directory of telephone numbers
and addresses necessary for public information including Municipal Directory
and New Residents Packet.
• Maintains the lobby area and front counter area in a neat and orderly condition.
Prepares the Council Chambers for meetings and clean-up the following
morning. Removes a(I outdated notices, posters, etc. on a daily basis.
• Schedules City Hall room reservations.

PRIMARY OBJECTIVE OF POSITION
Supervise and direct all sworn department personnel below the level of Police Chief and provide
indirect or functional supervision over all other department personnel.
SUPERVISION RECEIVED
Works under the supervision of the Police Chief.
SUPERVISION EXERCISED
Supervise Investigative Unit, Police Sergeants, Police Officer, Records/Evidence Tech and Public
Service Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Coordinates the activities and operations of all personnel under his/her command.
• Translates police management directives, programs and policies to department sergeants for
. implementation by uniformed patrol officers and investigation personnel.
• Supervises police activities at the scene of major crimes, fires, crowd incidents and other
emergencies.
• Provides leadership in the development and evaluation of department procedures within the
Police Department as a part of the police administration and assist in the development of the
department's policy ma~lual.
• Performs street patrol when needed and assists other officers in responding to emergency
situations.
• Maintains and completes training records on all department personnel to ensure compliance
with existing state licensing requirements.
• Represents the department at public meetings or gatherings and presents a positive and
professional image.
• Disseminates information and activities between the patrol and investigation division to ensure
communication and cooperation between the two.
• Performs administrative activities such as preparing memoranda, releasing information to
public or media.
• Assists in preparation of departmental budget.
• Answers phone calls during office hours from citizens regarding departmental information,
reporting crimes, complaints on officers or department and general information.
• Supervises maintenance of police vehicles and equipment.
• Supervises Public Service Officer and program.

• Supervises scheduling of department personnel and submit payrollltime sheets to Chief of •
Police at assigned payroll periods.
• Assign cases for investigation.
• Create articles and reports for media or citizens.
• Track and maintain records of employee's time requirements for shifts and training.
PERIPHERAL DUTIES
• Assumes other responsibilities asapparent or asdelegated by the Chief of Police.
• Maintains thorough knowledge of state and federal laws, city ordinances and related rules of
arrest and search or seizure to ensure legally accepted procedures are consistently followed.
• Thorough knowledge of approved investigative and law enforcement methods.
• Develops, maintains and promotes a cooperative work environment with coworkers.
• Promotes a favorable image of the department to the public.
MINIMUM REQUIREMENTS
Education and Experience:
(A) High school diploma or equivalent supplemented by a two-year community college degree or
vocational school training in police sciences, law enforcement, criminal justice administration,
public administration, or a closely related field; and
(B) Completion of the basic law enforcement training academy or equivalent; and
(C) Minimum of five years work experience as a fully commissioned police officer with the
Mounds View Police Department, three of which shall have been in the position of Sergeant, or •
Investigator; or
(D) Minimum of five years work experience as a fully commissioned police officer with the
Mounds View Police Department, and completion of a bachelor degree or advanced degree
(graduate or Iaw degree)
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
(A) Thorough knawledge of modern lawn enforcement principles, procedures, techniques, and
equipment; considerable knowledge of applicable laws, ordinances, and department rules and
regulation; extensive knowledge of citys geography.
(B) Skill in the operation of the tools and equipment listed below.
(C) Ability to train and supervise subordinate personnel; ability to perform work requiring good
physical condition; ability to communicate effectively orally and in writing; ability to establish
and maintain effective working relationships with subordinates, peers, and supervisors; ability
to exercise sound judgment in evaluating situations and in making decisions; ability to follow
and give verbal and written instructions; ability to utilize Microsoft computer applications and
other applicable computer systems and ability to meet the special requirements listed below:

record of suspension or revocation in any state;

POSITION SUMMARY
Under general direction of the Police Sergeants and Deputy Police Chief this position is responsible, during a
specified period of time, for the maintenance of order, enforcement of laws, and protection of fife and
property. This position also assists in the investigation of criminal offenses, accidents, and other police-
related problems.
A. ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Respond to complaints such as prowlers, trespass, fights, domestics, alarms, etc.
2. Handle arrest situations and procedures.
3. Drive patrol car to monitor traffic; operate communication equipment and vehicle monitoring
equipment such as radar; observe and detect traffic violations; and operate vehicle in emergency
mode.

4. Patrol assigned area by vehicle.
5. Write detailed reports to document activities in situations requiring that public order be maintained
andlor restored.
6. Answer questions from the public on the phone or in person regarding issues such as project status,
complaints, and law interpretation, or refer citizens to proper agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Imp{ements a program of law enforcement and public service which will
engender the respect and confidence of citizens, preserve law and order and
protect life and property.
Clearly defines and interprets department rules, regulations and operating
policies for all assigned personnel to ensure consistent understanding and
compliance with such policies throughout the department.
Maintains open and on-going communication with the City Administrator
Delegates responsibility and commensurate authority to department officers in a
manner which will remove uncertainty about their assigned responsibilities and
the level of performance expected.
Conducts routine tours and inspections of police beat to keep abreast of
developments in the City and evaluate the performance of assigned officers.
Plans and directs an in-service training program designed to maintain officers'
awareness of changes in Paws and individual rights in order to ensure fairness
and impartiality in carrying out law enforcement activities.
Personally performs police work activities on a regular basis and provides direct
assistance in special investigations or when circumstances dictate.
Develops and implements various crime-prevention programs in a manner which
will build community support and understanding of the needs for such activities -
Continualfy analyzes crime patterns throughout the City as the basis for planning
a prevention program with good chance for implementation and success.
Prepares and submits a sound and documented budget for the department and
controls expenditures within budgetary limitations.

• Works closely with the Police Cluef and Deputy Police Chief to establish work schedules
and assignment so that each officer has a clear understanding of duties assigned and level of

• Recognize opportunities to provide Patrol officers assigned with suggestions which will
facilitate an effective program of law enforcement and public service.
• Performs street patrol on a regular basis and/or assists other squads in responding to critical
emergency situations are required.
• Evaluates overall results being achieved in the Department and recommends changes in
procedures or policies for approval and implementation by the Chief which will improve
results being achieved.
• Checks activity reports prepared by off cers assigned to ensure accuracy, completeness and
clarity in reporting, follows through to obtain additional or correct information as
circumstances dictate.
• Ensures an effective program or preventative maintenance on all squad cars and related
police equipment to ensure proper working condition at all times.
• Review established department policies and regulations with all assigned personnel to
ensure a complete understanding and compliance with such regulations.
• Conducts daily briefing with officers to discuss patrol assignments, traffic enforcement
assignments, and training topics as necessary.
• Confers with the Chief on a regular basis to determine changes in work assignments or
activities which must be past along to the night shift.
• Conducts interrogation of suspects and witnesses as part of overall patrol activities.
• Ensures all reports written by assigned personnel are prepared according to established
department regulations and follows through to correct discrepancies which may occur in the
reporting process.
• Answers citizen's complaints and inquiries related to non-criminal activities and follows •
through to resolve such matters to the satisfaction of all parties concerned.
• • Keeps Police Chief informed on any developments which must be known to effectively
manage overall department operations.
• Performs other responsibilities as apparent or as delegated. .

• Assists in developing, and monitors Parks and Community Center budgets
to ensure that the department is operating within budget. Prepare plans

• Assists Public Works Director in evaluating the overall needs for parks
improvements and makes recommendations for construction programs:
