AUTHORIZING BLUE EARTH LABS AND HAWKINS WATER
TREATMENT GROUP TO PERFORM REPAIRS ON WATER TREATMENT PLANT
#2, FILTER MEDIA CLEANING
WHEREAS, the Public Works Department has many responsibilities including
efficiently operating the water distribution system; and
WHEREAS, the treatment systems have been in operation for over 25 years with
no major upgrades or repairs to the system; and
WHEREAS, Public Works Staff noticed a decrease in water production from Well
#5 /Water Treatment Plant#2; and,
WHEREAS, Staff stated to investigate the cause for the loss of production
believing it was a valve issue, a controls issue, or possibly the well motor or pump; and,
WHEREAS, Staff checked many of the components and all are in working order,
in turn Staff contacted Advanced Engineering and Environmental Services, Inc.,
(AE2S), since they would be performing the water production control assessment, to
request their assistance with this issue; and,
WHEREAS, AE2S met with Staff and after discussing the problems
recommended that Blue Earth Labs in partnership with Hawkins Chemical be contacted
to evaluate the condition of the filter media.
WHEREAS, Blue Earth Labs took a core sample of the media from Water
Treatment Plant #2 and tested the filter media, and found that the sand media sample is
covered with mixed deposits consisting of different minerals with the primary metal
contaminant being calcium; and,
WHEREAS, Staff received a quote from Hawkins Water Treatment Group of St.
Paul, MN to clean the filter media at Water Treatment Plant #2 for $7,140.00, and
includes the following:
1. Two thousand Pounds of neXt®for the application of a 2x cleaning dose to
four (4) pressure filter cells as referenced above.
2. The services of one (1) Blue Earth Labs' representative to supervise, direct
and assist for three (1) man days for the cleaning of one (1) filter cell.
3. One (1) post-cleaning lab analysis for validation of the field application.
4. Blue Earth Labs shall provide technical direction for the proper use of
chemistry and job execution.

Note:
a. Neutralization chemistry for post-cleaning backwash water is provided by
Hawkins in the form of 140 gallons of Sodium Hydroxide 30% solution.
b. Defoamer may be needed and will be provided by Hawkins.
c. Installation labor is not included and shall be by others.
d. Product will ship in 40 each of 50 lb bags.
e. Each filter will be dosed with ten (10) 50 lb bags.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. Approves the quote submitted by Hawkins Water Treatment Group to supply the
needed chemical to clean the filter media at Water Treatment Plant #2 in the amount of
$7,140.00 to include the scope of work stated above.
2. Approve a 10% contingency for $714.00 to cover any unforeseen expenses for
cleaning the filter media at Water Treatment Plant #2 with funding for the services to be
taken from the 2016 adopted Water Infrastructure and Equipment Maintenance, 700-
4823-5150, Repairs Utilities.
