CITY OF MOUNDS VIEW
COUNTY OF RAMSEY

ACCEPTING BIDS AND AWARDING CONTRACT TO NAC MECHANICAL AND
ELECTRICAL FOR ROOF DRAIN REPAIR AT CITY HALL
WHEREAS, Albertson Engineering prepared a scope of work to repair the existing roof
drain lines and the Institute for Environmental Assessment has prepared a scope of work for mold
remediation; and
WHEREAS, the City Council approved staff to prepare bid documents and request quotes
for repair of the roof drain and mold remediation on February 13, 2017 via Resolution 8711; and
WHEREAS, Public Works staff prepared bid documents and solicited eight quotes from
qualified mechanical contractors and NAC Mechanical and Electrical from Vadnais
Heights, Minnesota submitted the lowest bid of$14,625.00; and
WHEREAS, Public Works staff prepared bid documents and solicited five quotes from
qualified mold remediation contractors and Trinity Environmental Specialists from
Roseville, Minnesota submitted the lowest bid of$1,971.00; and
WHEREAS, City staff recommends approving construction contracts with NAC
Mechanical and Electrical to perform the roof drain piping and insulation replacement, and Trinity
Environmental Services to perform mold remediation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The bid proposal for $14,625.00 submitted by NAC Mechanical and Electrical from
Vadnais Heights, Minnesota for roof drain insulation and piping repair(City Project No.
2016-M03) is hereby approved.
2. The bid proposal for $1,971.00 submitted by Trinity Environmental Specialists from
Roseville, Minnesota for mold remediation (City Project No. 2016-M03) is hereby
approved.
3. City Staff is authorized to prepare a construction contract agreement between the City
of Mounds View and NAC Mechanical and Electrical for$14,625.00.
4. City Staff is authorized to prepare a contract between the City of Mounds View and
Trinity Environmental Specialists for$1,971.00.
5. The Director of Public Works is authorized to make approvals related to additional
work resulting from unknown conditions discovered during construction of the project
up to a combined total of$1,660 (10% contingency) on behalf of the City Council.
6. The total project cost is not to exceed $18,256.00, which includes a contingency of
$1,660.00.
7. The Mayor and City Administrator are hereby authorized and directed, for and on
behalf of the City, to execute and enter into a construction contract agreement with
NAC Mechanical and Electrical.
8. Funding for this project will come from the Special Project Fund (480-4180-7050).
