APPROVING BUILDING ALTERATIONS AND MAINTENANCE ITEMS FOR
RANDOM PARK AND GROVELAND PARK SHELTER BUILDINGS
WHEREAS, the Public Works Department is responsible for overseeing the
Building Maintenance needs for the various Park shelters, and;
WHEREAS, the Random and Groveland Park shelter buildings are used for City
programs and rented to the general public, and;
WHEREAS, in 2006, the club house from the City owned golf course, was moved
to Random Park to replace the shelter building, and;
WHEREAS, the Groveland Park shelter building was built in 2006, and;
WHEREAS, these park buildings have seen minor routine maintenance repairs
over the past 10 years, and;
WHEREAS, the Park and Recreation and Forestry Commission toured the
buildings and heard concerns of the appearance and condition of the shelter buildings
and;
WHEREAS, Public Works Staff has received quotes from vendors for the needed
building maintenance and alterations.
WHEREAS, RAK Construction provided an estimate for the building alterations
and maintenance needs at Random Park. The Commission reviewed all the options and
recommended moving forward with the following items:
• Outside building maintenance needs to include wrapping the soffits and
fascia, and repairing weathered or rotten wood
Estimated cost $10,175.00
• Inside building demo wall of old office in Northwest corner, patch walls and
ceiling, relocate sprinklers and relocate the electrical created by the demo
work
Estimated cost $6,883.86
• Update lighting from mercury vapor to LED
Estimated cost $6,434.18 less rebate from Xcel Energy of
$1,594.33
• New Carpet installed in the building
Estimated cost $4,564.34
• Painting of ceilings and walls
Estimated cost $300.00

WHEREAS, Abbey Carpet and Floor provided the lowest quote for the
installation of carpet and tile at the Groveland Park building. The Commission
recommended moving forward with the installation at an estimated cost of$6,665.87.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1) The estimated project cost is $35,023.25 with an additional 10%
contingency of $3,500.00 for a total project cost of $38,523.25. The
work at Random Park will be completed by RAK Construction in the
amount of $28,357.38. The work at Groveland Park will be completed
by Abbey Carpet and Floor in the amount of$6,665.87.
2) These projects will be funded from the 2016 adopted Park Dedication
Fund budget, 451-4470-7050 for the building maintenance needs and
building alterations.
3) The Mayor and City Administrator are hereby authorized and directed
to execute all appropriate documents to effectuate the actions
contemplated by this resolution.
4) The Mayor and City Administrator, Staff and consultants are hereby
authorized and directed to take any and all additional steps and actions
necessary or convenient in order to accomplish the intent of this
Resolution.
