COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING THE PRELIMINARY PLAT AND FINAL PLAT OF
"STEIL ADDITION"; MOUNDS VIEW PLANNING CASE NO. MA2016-01
WHEREAS, property owners Timothy Steil and Kelly Steil have requested approval of a
preliminary plat and final plat for a major subdivision at 2940 County Road H2 and 7255 Hidden
Hollow Court, legally described as:
Lot 33, Knollwood Park
PIN: 07-30-23-32-0001
and
Lot 4, Block 1, Hidden Hollow
PIN: 07-30-23-32-0026
WHEREAS, the above-described lands are zoned R-1, Single Family Residential, and
designated Detached Single-Family Residential in the Comprehensive Plan; and,
WHEREAS, the proposed Preliminary Plat and Final Plat would shift a common lot line
between the two existing lots, resulting in no new parcels (no net increase in lots); and,
WHEREAS, the Community Development and Public Works staff, and the City
Attorney have reviewed the Preliminary Plat and Final Plat, and find that it satisfies the
minimum subdivision requirements as articulated in Titles 1100 and 1200 of the Mounds View
Municipal Code and complies with county platting requirements; and,
WHEREAS, in accordance with Section 1204.04, Subd 3, the subdivision is not subject
to a Park Dedication Fee as no new lots are created by this subdivision; and,
WHEREAS, the Mounds View Planning Commission reviewed the Preliminary Plat on
September 21, 2016, recommending approval of the Preliminary Plat; and,
WHEREAS, the Mounds View City Council held an advertised Public Hearing on
October 10, 2016, for the Preliminary Plat; and,
WHEREAS, the Mounds View City Council has reviewed the following documents
regarding this proposal:

1. Staff Report
2. Preliminary Plat (revised Sept 8, 2016)
3. Final Plat (dated Sept 29, 2016)
4. Zoning Map
5. Aerial Map
6. Site Photos
; and,
WHEREAS, the property owners pursuant to the review and approval of the proposed
Preliminary Plat and Final Plat have requested the release of the property located at 7255 Hidden
Hollow Court, identified as Lot 4, Block 1, Hidden Hollow from the following agreements:
1. Hidden Hollow Developers Agreement between the City of Mounds View and
Pro Craft Development, LLC, filed August 13, 2004, as Document No. 1831649
in the Office of the Ramsey County Registrar of Titles; and
2. Petition and Waiver Agreement between the City of Mounds View and Pro Craft
Development, LLC, filed August 13, 2004, as Document No. 1831650 in the
Office of the Ramsey County Registrar of Titles.
NOW, THEREFORE, BE IT RESOLVED that the above-referenced recitals are
incorporated into this Resolution as if fully set forth herein.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View City
Council does hereby approve the Preliminary Plat and Final Plat of"Steil Addition" consisting of
two lots, submitted by owners Timothy and Kelly Steil, subject to the following conditions:
1. The applicants shall satisfy all requirements made by the City Attorney as stated
in the plat opinion, dated Sept 30, 2016, or as amended by the City Attorney.
2. The applicant agrees to reimburse the City its actual costs regarding: (A)
preparing and administering all other documents, permits, and applications related
to processing the plat of Steil Addition; and (B) any and all City attorney's fees,
engineering fees, inspection fees, and the costs and fees of other technical and
professional assistance incurred or expended by the City on activities arising out
of this Resolution, and other undertakings related thereto.
3. Within six months of City Council approval, the applicant shall record the Final
Plat with Ramsey County Register of Deeds or Registrar of Titles. Within ten
days of recording, the applicant shall furnish the City with a reproducible copy of
the Final Plat showing evidence of the recording; otherwise, the approval of the
Final Plat shall be void.

4. The applicant agrees to install all subdivision monumentation within one year
from the date of the plat recordation.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View City
Council does hereby approve the release of the property located at 7255 Hidden Hollow Court,
identified as Lot 4, Block 1, Hidden Hollow, from the following agreements:
1. Hidden Hollow Developers Agreement between the City of Mounds View and Pro
Craft Development, LLC, filed August 13, 2004, as Document No. 1831649 in the
Office of the Ramsey County Registrar of Titles; and
2. Petition and Waiver Agreement between the City of Mounds View and Pro Craft
Development, LLC, filed August 13, 2004, as Document No. 1831650 in the
Office of the Ramsey County Registrar of Titles.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Mounds View City
Council does hereby approve the Preliminary Plat and Final Plat of"Steil Addition".
NOW, THEREFORE, BE IT FINALLY RESOLVED, by the Mounds View City
Council that the Mayor and City Administrator, staff and City Attorney are hereby authorized
and directed to take any and all additional steps and actions necessary or convenient in order to
accomplish the intent of this Resolution.
