ACCEPTING QUOTES AND AWARDING CONTRACT TO WENCK ASSOCIATES FOR
CONDUCTING A LIMITED SITE INVESTIGATION AT THE PUBLIC WORKS FACILITY SITE
WHEREAS, During site preparation for the new Public Works Facility, a previously abandoned-in-
place used oil underground storage tank was discovered and removed; and
WHEREAS, The Minnesota State Duty Officer was notified of a release on May 26, 2017 and the
Minnesota Pollution Control Agency sent a letter on June 21, 2017 requesting a Limited Site Investigation
be conducted; and
WHEREAS, Public Works Staff has completed a Standard Scope Limited Site Investigation Form
in-house and submitted it to seven (7) qualified Environmental Consulting firms and received four (4)
quotes; and
WHEREAS, The summary of quotes is as follows:

WHEREAS, Wenck Associates of Woodbury, Minnesota submitted the lowest quote of $8,959.00
to conduct a Limited Site Investigation; and
WHEREAS, Wenck Associates also submitted a quote of $1,000.00 to complete and submit the
Petrofund Reimbursement Forms after successful completion of the Limited Site Investigation; and
WHEREAS, The Minnesota Pollution Control Agency's Petroleum Brownfield Program is a fee-for-
service program with reduced review and approval times of 30 working days compared to 120 days if
reviewed by the Minnesota Pollution Control Agency project manager assigned to the project. The
estimated fee for this reduced review time is estimated to be $1,500.00; and
WHEREAS, Public Works Staff recommends approving a Professional Services Agreement with
Wenck Associates for performing the Limited Site Investigation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey
County, Minnesota as follows:
1. The quote for $8,959.00 submitted by Wenck Associates of Woodbury, Minnesota for conducting the
Limited Site Investigation and the quote for $1,000.00 for completing the Petrofund Reimbursement
Forms are hereby approved.
2. Submitting the completed Limited Site Investigation Report through the Minnesota Pollution Control
Agency's Petroleum Brownfield Program at an estimated cost of $1,500.00 in order to reduce review
time and potential project delays is hereby approved.

3. City Staff is hereby directed to prepare a Professional Services Agreement between the City of Mounds
View and Wenck Associates for $9,959.00
4. The Director of Public Works is authorized to make approvals related to quantity over-runs or
additional work resulting from unknown conditions discovered during the Limited Site Investigation up
to a combined total of$1,150.00 (10% contingency) on behalf of the City Council.
5. The Mayor and City Administrator are hereby authorized and directed, for and on behalf of the City,
to execute and enter into a Professional Services Agreement with Wenck Associates for said work for
said price.
6. Funding for the project shall be from Public Works Building budget (480-4180-7050) in an amount not
to exceed $12,609.00, which includes the 10% contingency noted above.
