CITY OF MOUNDS VIEW
COUNTY OF RAMSEY

AUTHORIZATION TO ADVERTISE FOR THE PUBLIC WORKS
FACILITY MAINTENANCE/BUILDING CUSTODIAN POSITION
AND
APPROVE A NEW PAY PLAN
WHEREAS, due to the resignation of the Community Center Custodian, Staff
reviewed the job description, and made revisions to better align with the City's current
needs; and,
WHEREAS, during the May Work Session, it was the consensus of the City
Council to proceed in revising the job description with the current Community Center
Custodian pay scale, and start the hiring process; and
WHEREAS, Staff further researched the position, and found this position to
appear over compensated as it relates to past compensation studies, pay equity
reports, and HAY point system; and
WHEREAS, it was Staff's recommendation to approve the new job description
and start the process of a HAY point analysis and salary study before proceeding with
the hiring process at the May 8, 2017, City Council Meeting; and
WHEREAS, Springsted Group reviewed the job description and submitted their
findings; and
WHEREAS, according to the study, Springsted Group is recommending to not
revise the HAY points for the position; and
WHEREAS, according to the study conducted by Springsted Group, the current
position is overcompensated by $6,490/year; and
WHEREAS, Staff's recommendation for the new pay plan is as follows:

$16.98/hour $17.51/hour $18.05/hour $19.11/hour $20.17/hour $21.23/hour
; and
WHEREAS, Staff discussed this new pay plan with the Public Works Collective
Bargaining Unit, and the bargaining unit does not have any issues with the new wages;
and

WHEREAS, the current Public Works Collective Bargaining Agreement
requires that all permanent job vacancies are posted internally for five (5) working
days so current members of the bargaining unit can be considered for the vacancy
before it gets advertised to the general public; and
WHEREAS, only after the vacancy is posted for five (5) working days and no
responses or qualified candidates are received will the vacancy be posted; and
WHEREAS, Staff will revise the Public Works Collective Bargaining Agreement
to reflect the Facilities Maintenance/Building Custodian position with the above-
referenced pay plan.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council
does hereby authorize Staff to advertise for the Facilities Maintenance/Building
Custodian position in the Public Works Department.
NOW, THEREFORE BE IT FURTHER RESOLVED THAT the Mounds View City
Council does hereby approve the HAY points and salary compensation study for this
position as stated in this Resolution.
