MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Flaherty, Gunn, Hull, Meehlhause, Mueller NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, October 14, 2013, City Council Agenda. Council Member Mueller noted the agenda was revised on October 11, 2013 at 8:00 a.m. MOTION/SECOND: Mueller/Hull. To Approve the Monday, October 14, 2013, agenda as revised on October 11, 2013. Ayes – 5 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS A. Oaths of Office Ceremony – Mounds View Police Department. Police Chief Kinney introduced Officers James Stoffel and Greg Randolph to the Council. He welcomed both officers to the Mounds View Police Department. He then administered the Oath of Office to Officers Stoffel and Randolph. A round of applause was offered by all in attendance. B. Proclaim October 20-26, 2013 as Minnesota Manufacturers Week in Mounds View. Mounds View City Council October 14, 2013 Regular Meeting Page 2 Mayor Flaherty read a proclamation for the record declaring October 20-26, 2013 as Minnesota Manufacturers Week in the City of Mounds View. Economic Development Specialist Steinmetz invited the Council to attend a tour of the Bauer Manufacturing plant on November 5, 2013. 7. COUNCIL BUSINESS A. 7:00 p.m. Public Hearing, to Consider Resolution 8160, Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. Finance Director Beer requested the Council adopt a special assessment levy for delinquent public utility accounts. He explained a $35 administrative fee would be attached to the special assessments along with a 5.5% interest rate. Mayor Flaherty opened the public hearing at 7:14 p.m. Hearing no public input, Mayor Flaherty closed the public hearing at 7:15 p.m. Council Member Mueller requested further information on the type of utility bills that had delinquencies. Finance Director Beer explained this included water, storm water, sewer and street light utility bills. MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8160, Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. Ayes – 5 Nays – 0 Motion carried. B. 7:00 p.m. Public Hearing, to Consider Resolution 8161, Adopting a Special Assessment Levy for Unpaid False Alarm and Nuisance Abatement Charges. Finance Director Beer requested the Council adopt a special assessment levy for unpaid false alarm and nuisance abatement charges. He explained a $35 administrative fee would be attached to the special assessments along with a 5.5% interest rate. Mayor Flaherty opened the public hearing at 7:20 p.m. Hearing no public input, Mayor Flaherty closed the public hearing at 7:20 p.m. Council Member Mueller requested further information on the Jeffery Drive property. Finance Director Beer discussed the cleanup of this property noting the expenses for the cleanup would be charged back to the property along with a $35 administrative fee. Set a Public Hearing for Monday, November 25, 2013, at 7:00 p.m. to Approve Adoption of the 2014 Fee Schedule. B. Resolution 8162, Approving the Fridley Lions to Conduct Charitable Gambling at Moe’s Restaurant. C. Set a Public Hearing for Monday, October 28, 2013, at 7:05 p.m. to Consider a Conditional Use Permit for an Oversize Garage at 8280 Eastwood Road. MOTION/SECOND: Gunn/Meehlhause. To Approve the Consent Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 9. JUST AND CORRECT CLAIMS Finance Director Beer answered the Council's questions related to claims. MOTION/SECOND: Gunn/Mueller. To Approve the Just and Correct Claims as presented. Ayes – 5 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. August 26, 2013, City Council Meeting Minutes. Council Member Meehlhause requested a correction on Page 7, Line 32 changing “provided” to “provider”. MOTION/SECOND: Mueller/Hull. To Approve the August 26, 2013, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. B. September 9, 2013, City Council Meeting Minutes. MOTION/SECOND: Mueller/Meehlhause. To Approve the September 9, 2013, City Council meeting minutes as presented. Ayes – 5 Nays – 0 Motion carried. C. September 23, 2013, City Council Meeting Minutes. Council Member Meehlhause requested a correction on Page 2, Line 19 stating it should read the Humphrey School of Public Affairs. Mounds View City Council October 14, 2013 Regular Meeting Page 4 Council Member Meehlhause noted a change on Page 11, Line 34 as it should read a waiver of liability. MOTION/SECOND: Gunn/Hull. To Approve the September 23, 2013, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Mueller noted the Festival in the Park Committee would be meeting on October 22, 2013 at 7:00 p.m. at City Hall in the Conference Room. Council Member Mueller indicated the Ramsey County League of Local Government would be meeting for a presentation and tour at the McCarrons Water Treatment Plant at 6:00 p.m. on Thursday, October 24, 2013. Council Member Mueller reported she would be attending the Board of Directors meeting for the League of Minnesota Cities on Wednesday, October 16, 2013. The group would be discussing the pending data practice lawsuit. Mayor Flaherty stated October 11th was Minnesota Cities Day as proclaimed by the Governor. Mayor Flaherty commented there would be a public information meeting on Monday, October 21st at 7:00 p.m. at City Hall for Area G of the Street Improvement Project. He encouraged all residents in this area to attend. B. Reports of Staff. Finance Director Beer stated he attended a Metro Inet meeting on Friday, October 11, 2013. C. Reports of City Attorney. City Attorney Riggs had nothing additional to report. 12. Next Council Work Session: Monday, November 4, 2013, at 7:00 p.m. Next Council Meeting: Monday, October 28, 2013, at 7:00 p.m. 13.
