MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Gunn, Hull, Meehlhause, Mueller NOT PRESENT: Flaherty. 4. APPROVAL OF AGENDA A. Tuesday, November 12, 2013, City Council Agenda. MOTION/SECOND: Gunn/Hull. To Approve the Tuesday, November 12, 2013, agenda as presented. Ayes – 4 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS None. 7. COUNCIL BUSINESS A. Resolution 8169, Approving a Minor Subdivision (Lot Line Adjustment) at 3030 & 3032 County Road J. Planning Associate Heller indicated John Engberg, owner of 3030 County Road J, has applied for a minor subdivision to adjust the lot line between his property and his late mother’s property next door at 3032 County Road J. The lot line change is not for development purposes or to create any additional lots, but simply an extra 1,020 square feet of backyard area for the applicant. The applicant has submitted a Certificate of Survey that shows the property line change. The property at 3032 County Road J is now owned by the children of Mary Engberg and Mounds View City Council November 12, 2013 Regular Meeting Page 2 they have agreed to this subdivision. Planning Associate Heller reviewed a proposed easement as well. Planning Associate Heller reviewed the request in further detail and noted the City Attorney had reviewed the survey. Staff explained the Planning Commission reviewed this item at their October 16, 2013 meeting and recommended approval. Council Member Meehlhause questioned who would own the property within the easement. Planning Associate Heller explained Mr. Engberg would not own the property but the easement would allow him access to the property if repairs were necessary to the drainage system. MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 8169, Approving a Minor Subdivision (Lot Line Adjustment) at 3030 & 3032 County Road J. Ayes – 4 Nays – 0 Motion carried. B. Resolution 8170, Reapproving the Coventry Senior Living Final Plat. Planning Associate Heller requested the Council reapprove the Coventry Senior Living final plat for an additional six months. She explained Coventry Senior Living was hoping to have footings in the ground before winter. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8170, Reapproving the Coventry Senior Living Final Plat. Ayes – 4 Nays – 0 Motion carried. C. First Reading and Introduction of Ordinance 884, Amending Chapter 1008 Regarding Ground Signs and Nonconforming Signs. Planning Associate Heller stated the Planning Commission and City Council have started focusing on enhancing the County Road 10 corridor. This has involved discussions on the general development to improve the visual appeal of the corridor. One idea has been to change the style and height allowances of the signage in the corridor to monument style signs, and to reduce the 15-foot setback amount along County Road 10. Planning Associate Heller explained the Planning Commission discussed the sign code changes at their last few meetings and was in favor of amending the sign code rather than having specific requirements for the corridor. Staff reviewed the proposed sign code amendments in detail and explained the Planning Commission recommended approval of amending Chapter 1008 regarding ground signs and nonconforming signs. Council Member Gunn asked if monument style signs would fit into the easement along the County Road 10 corridor given the fact the corridor now had a trail. To Waive the First Reading and Introduce Ordinance 884, Amending Chapter 1008 Regarding Ground Signs and Nonconforming Signs. Council Member Meehlhause thanked the Planning Commission and Planning Associate Heller for their work on this Ordinance. Ayes – 4 Nays – 0 Motion carried. 8. CONSENT AGENDA A. Set a Public Hearing for Monday, November 25, 2013, at 7:00 p.m. for the Second Reading and Adoption of Ordinance 884, Amending Chapter 1008 about Signs. B. Set a Public Hearing for Monday, November 25, 2013, at 7:00 p.m. to Consider Unpaid Sanitary Sewer Repairs. MOTION/SECOND: Gunn/Meehlhause. To Approve the Consent Agenda as presented. Ayes – 4 Nays – 0 Motion carried. 9. JUST AND CORRECT CLAIMS Finance Director Beer answered the Council's questions related to claims. MOTION/SECOND: Mueller/Hull. To Approve the Just and Correct Claims as presented. Ayes – 4 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. October 14, 2013, City Council Meeting Minutes. MOTION/SECOND: Gunn/Meehlhause. To Approve the October 14, 2013, City Council meeting minutes as corrected. Ayes – 4 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Meehlhause welcomed all to attend the Mounds View Business Council meeting on Wednesday, November 13, 2013 at 7:30 a.m. He indicated the guest speaker would be Kent Bernard from MnDOT. Mounds View City Council November 12, 2013 Regular Meeting Page 4 Council Member Meehlhause explained the Festival in the Park Committee would meet again on Tuesday, November 19, 2013 at 7:00 p.m. He encouraged those interested in serving the community to attend. Council Member Gunn stated this Saturday, November 16, 2013 from 10:00 a.m. to 2:00 p.m. the Ramsey County Family Childcare Association would be hosting the 4th Annual Holiday Shopping Extravaganza at the Community Center in Mounds View. She indicated there would be 25 vendors at the event. Acting Mayor Mueller reported the Ralph Reeder Food Shelf was holding a preholiday food drive tonight at Moe’s and tomorrow evening at the Mustang Tavern in Mounds View. She encouraged residents to get involved to assist in providing food to those in need throughout the holiday season. She stated additional information regarding the food drive would be available on the City’s website. B. Reports of Staff. 1. Police Department Quarterly Report. Police Chief Kinney reviewed the third quarter Police Department report with the Council. He discussed the number of arrests and citations, noting the staff shortage led to a decrease in these numbers. He explained medical assists were the top demand for the department’s resources. He reported on the actions taken by the school resource officer. Police Chief Kinney discussed the training provided to officers over the past quarter, along with the events attended by the City’s K-9 unit. He was pleased to report Officer Erickson and Niko received a PD1 certification at a recent statewide competition. He reviewed the recent personnel changes within the department. Acting Mayor Mueller discussed the police budget and commended Police Chief Kinney for not going over budget given the recent staffing changes. Police Chief Kinney stated he would continue to keep a close eye on the budget as staffing levels are brought back to their proper levels. C. Reports of City Attorney. None. 12.
